QUESTIONS

1. MR. L. KABLAY, MP. (LETLHAKENG-LEPHEPE): To ask the Minister of (208) Local Government and Rural Development whether he is aware of the incomplete status of the village street lights in the -Mmopane Constituency; and if so, when these will be completed.

2. MR. P. MAJAGA, MP. (NATA-): To ask the Minister of Transport (240) and Communications to update this Honourable House when the Lepashe bridge will be constructed, as promised by the former Minister in this Honourable House; and to state:

(i) what has caused this serious delay since people of Lepashe suffer during rainy seasons; and

(ii) how soon this bridge will be constructed.

3. MR. P. K. MOTAOSANE, MP. (-): To ask the (260) Minister of Transport and Communications to update this Honourable House on the status of Thamaga- road (A11) and what is being done about it.

4. MR. G. KEKGONEGILE, MP. (MAUN EAST): To ask the Minister for (275) Presidential Affairs, Governance and Public Administration to update this Honourable House on Government’s initiatives to reduce high income inequalities in the Public Service which is caused by uniformity in provision of housing allowance given lack of means test; and non-reliance on market housing cost in establishing housing allowance for different areas and to further state:

(i) which areas the initiatives target in the country;

(ii) the total number of civil servants targeted;

(iii) whether there are future plans to be introduced in case of non-existence of such initiatives; and if not, why not;

(iv) if the initiatives include transport to and from work, in cases where the transport allowance is paid, if not, why not. 5. MR. M. M. PULE, MP. ( EAST): To ask the Minister of Tertiary (312) Education, Research, Science and Technology to update this Honourable House on:

(i) the number of students in Kgatleng District who graduated and were awarded with degrees and are unemployed; and

(ii) whether the Ministry keeps a database of such students for purposes of assisting them to find employment as they have been educated/sponsored by Government.

6. MR. D. L. KEORAPETSE, MP. (SELEBI PHIKWE WEST): To ask the Minister (341) of Employment, Labour Productivity and Skills Development if his Ministry has statistics of unemployed graduates and their qualifications and or training, if yes to furnish this Honourable House with the detailed information, the Minister should further state how the statistics have shaped public policy especially employment creation for young people.

7. MR. W. B. MMOLOTSI, MP. ( SOUTH): To ask the Minister (369) of Tertiary Education, Research, Science and Technology to update this Honourable House on progress made regarding reposting of students who were studying at International Aviation School which closed more than a year ago.

AMENDMENTS

1. Clause 2

(i) Bill is amended at clause 2 appearing on page B.20 by substituting in clause 248(2) for the word “advice” appearing on the second line the word, “recommendation”;

(ii) Bill is amended in clause 2 appearing on page B.20 by substituting in clause 248(2), for the words, “Defence Council”, where they appear, the words, “Judicial Service Commission.”.

2. Clause 3

(i) Bill is amended in clause 3 appearing on page B.20 and B.21 by substituting for that clause the following new clause –

“Qualifications of Judge 249.(1) No person shall be qualified for appointment Advocate General as a Judge Advocate General unless –

(a) the person is qualified to practise as an advocate or attorney of the High Court of Botswana and has been qualified for not less than ten years to practise as an advocate or attorney; and

(b) where the person is recruited from outside the Defence Force, he or she shall not have attained the age of 55 at the time of recruitment.

(2) No person shall be qualified for appointment as an Assistant Judge Advocate General unless – (a) the person is qualified to practise as an advocate or attorney of the High Court of Botswana and has been qualified for not less than seven years to practise as an advocate or attorney; and

(b) where the person is recruited from outside the army, he or she shall not have attained the age of 55 at the time of recruitment.”.
