Hampton Roads District 20 Major Projects Preliminary Engineering

Project Phase Completion Express Lanes Network Study STUDY End 2019 • Study area extends approximately 45 miles along I-64 from Jefferson Avenue interchange in Newport News to Bowers Hill interchange in Chesapeake • The study is a system wide operational analysis based on the opening year of the HRBT (2025) • The study will identify any operational advantages or disadvantages with creating a regional Express Lanes network Air Terminal Interchange (ATI) NEPA Summer • IJR is near completion 2020 • Preferred concept has been identified • Currently reevaluating the EA prepared by the Navy which includes ATI. • FHWA approval (issuance of the FONSI) would be contingent on programmed funding in the STIP/TIP.

Construction Staff Workload • VDOT has 11 CMs, 16 Senior Inspectors, 15 Inspectors, and 8 Inspector Trainees for a total of 50. • CEI Consultant Firms are supplying 6 CMs, 24 Senior Inspectors, 9 Inspectors, and no Inspector Trainee for a total of 39. • Stand-Alone Consulting Firms are providing 3 CMs, 11 Senior Inspectors, 8 Inspectors, and 2 Trainees for a total of 24. • Other CEI positions being provided include Responsible Charge Engineers, Senior Engineers, Environmental Compliance Inspectors, and Scheduling Specialists.

Hampton Roads District Teamwork Accolades

Structural Technologies VSL  Metrics: Completed early, on-budget, and 97.5% CQIP Score.  Innovation: • External Post-Tensioning using Wax Filler (instead of grout) for Tendon Ducts in order to inhibit corrosion. • VDOT and FDOT are the first DOTs to implement.  Challenges: All work was on barges and dealing with tidal and Chesapeake Bay and James River weather dynamics.  Kudos: Research Council and Central Office Structure & Bridge Division were very pleased with the end product.
