    Censorship in Pakistani Urdu Textbooks S and criticism has always been an active force in Pakistani society. Journalists and creative writers have had to struggle hard to find their way around or across many laws threatening to punish any deviation from the official line on most vital issues. The authorities’ initiative to impose censorship through legislative means dates back to the Public Safety Act Ordinance imposed in October , and later, in , ratified by the first Constituent Assembly of Pakistan as the Safety Act. Apart from numberless political workers, newspapers, and periodicals, the leading literary journals too fell victim to this oppressive piece of legislation which was only the first in a long series of such laws. In fact, Sav®r≥ (Lahore) has the dubious honor of being the first periodical of any kind to be banned, in , under this very Public Safety Act Ordinance. This legal device was also invoked to suspend two other Lahore-based literary periodicals—Nuq∑sh and Adab-e Laπµf—for six months and to incarcerate the editor of Sav®r≥, Zaheer Kashmiri, in without even a trial.1 The infamous Safety Act had well-known literary people on both sides. On the one hand, literary critics such as Mu√ammad ƒasan ‘Askarµ2 found the law perfectly justifiable—indeed, they even praised it. Much of this literature frames the emergence either in cultural terms as a territorial expression of transhistorical Muslim nationhood, or in a liberal framing as the outcome of the political mobilization of the Muslim community against Hindu domination. This dissertation makes a corrective by examining the constitutive role of radical anticolonialism in the rise of Pakistan, with a focus on the province of Punjab in British India from 1880 to 1947. I argue that the formation of the Pakistani nation-state entailed the condensation of multiple political struggles over rescaling empire. Muslim nationalism reified struggles over land, food, women’s bodies, and access to the colonial state as ethnic struggles between Muslims and Hindus, thus codifying class, caste and religion in essentialist terms. Despite popular energies of agrarian classes against Hindu Bania (moneylender caste) were redirected into radical anticolonialism by the Ghadar Party in the 1910s, the demand for Pakistan subsequently shifted the scale of anti-Bania antagonisms among agrarian classes onto claims for a Muslim national space. The materialization of a Muslim national space (Pakistan) and Hindu national space (India) cannot be understood in the absence of the repression of radical anticolonial movements such as the Ghadar Party, the Kirti Kisan Party, and communist organizing.

    A Study on Historical development of Land Ownership and Landed Aristocracy in Pakistan Abstract Like other developing countries, menace of landlordism is still seeping through the very roots of this resource rich country—Pakistan. This article is aimed at: (1) to explain the very basic concept of land ownership; both in religious and social context, (2) to sketch historical pattern of land acquisition and its exploitation for exerting social control as well as developing political pressure and keeping the masses economic down to earth. The extensive analysis reveals that Islamic concept of land ownership is very progressive as compared to the ones used by first Muslims of India, next by the British and third by the state as well as society across the Pakistan. In Pakistan, after going through land reforms still a 5% of the total population holds 70% of the land and poor people are exploited by ruling elites for their self interest. The study concludes that although Pakistan- an Islamic state still cannot implement the basic rules of Islam. The unjustified land lord system has developed agrarian stratification system in Pakistan which is fatal to economic development. The study suggest to break this social injustice and economic inequality among rich and poor people by getting rid of the clutches of landlordism. The Western Response to “Genocide” in East Pakistan Richard David Pilkington PhD-History Department of History University of Toronto 2016 Abstract This study examines the formulation of and interplay between the US, Canadian, and British policies generated in response to the mass atrocities perpetrated by Islamabad authorities in East Pakistan during 1971. It focuses on the reactions of these three closely-connected North Atlantic powers to the gross human rights abuses, analyzing the decision-making processes in Washington, Ottawa, and London during the crucial first few months of the crisis, identifying the forces at play in determining policy, and investigating the nature, development, and resolution of debates over national interests and ethical concerns. The analysis is built primarily upon documentary evidence from the US National Archives, the Nixon Presidential Materials Project, Library and Archives Canada, and the National Archives of the United Kingdom. In Washington, President Richard Nixon and his national security advisor, Henry Kissinger, exerted great personal influence over the determination of policy and favored a strategy of appeasement. Importantly, their secret initiative to secure rapprochement with China, which only sprang into life at the end of April, did not drive their thinking during the vital first month after the clampdown began as Kissinger has previously claimed.

The important landmarks in this timeline are the debates about government’s responsibility towards the pro- 229 motion of education and contestations among Orientalists, Anglicists and Missionary groups about the content and scope of such education. There has been a lot of discussion about the influence of policy statements such as Macaulay’s minute on education of 1835 and Wood’s dispatch of 1854. However, comparatively little emphasis has been placed on the ideological basis of these educational policies―especially through the medium of textbooks.2 Some notable exceptions are the works of Gauri Viswanathan (1998), Sanjay Seth (2007) and Krishna Kumar (2005). Vish- wanathan’s seminal work has shown how the reading of English liter- ary texts in schools was meant to promote a certain rational worldview conducive to the acceptance of Christian values and benevolence of British rule.     Pakistani National Identity, Cultural Diversity, and Global Perspectives: A Policy Trajectory Study of the National Curriculum for Secondary School Pakistan Studies in Punjab By Yaar Muhammad MSc (Pakistan Studies), MA (Education), & MA (International Migration & Ethnic Relations) Thesis Submitted in Fulfillment of the Requirements for the Degree of Doctor of Philosophy Faculty of Education University of Tasmania Launceston, Tasmania December, 2015 Abstract Domestic political circumstances, textbook controversies, and international pressure to revise education policy constituted the context of influence for the curriculum policy’s ideological shift in 2006 towards greater democratic pluralism. However, the extent of this ideological shift in the journey from policy to enacted practice—via the mediation of textbook content and teaching—has not been previously explored. This study investigated the trajectory of curriculum policy associated with secondary school Pakistan Studies, focusing specifically on the themes of Pakistani national identity, cultural diversity, and global perspectives—and the instructional strategies deployed in addressing these themes. The policy trajectory model (Bowe, Ball, & Gold, 1992) was used as an analytical framework. This model facilitated the examination of three policy contexts macro policy text production (curriculum documents), meso policy text production (textbooks) and teachers’ practice. Qualitative content analysis of the Pakistan Studies curriculum policy documents was conducted to understand the policy objectives and recommendations for the teaching of Pakistani national identity, cultural diversity, and global perspectives. Similarly, qualitative content analysis of the official Pakistan Studies textbooks was undertaken to understand policy text production and treatment of the identified identity themes. Lastly, cross-case analysis of the purposeful sample of 27 teachers was conducted to understand the perceptions, practices, and suggestions of teachers related to the same themes.
