• PGMA presided the cabinet meeting at Macaraeg Ancestral House in Timogan, City, on January 6, 2009 and joint RDCC meeting (X and CARAGA) at Camiguin Highland Resort, on Jan 7, 2009

2 • The President also presided a joint PDCC Misamis Oriental – CDCC de Oro meeting with selected RDCC member agencies attended at Upper Carmen, on January 21, 2009 • The President distributed 1,500 food packs to the evacuees in Brgys Carmen and Macasandig in Cagayan de Oro City with PAGCOR’s medical mission • The SND as Chairman, NDCC visited Cagayan de Oro City on 15 January 2009 and conferred with Mayor Jaraula of Cagayan de Oro City the current situation in the city. The SND met PDCC Chairman/ Oscar Moreno after which followed the short informal press conference

OCD-NDCC • Facilitated the availability of PAF Aircraft (UHIH) on January 8, 2009 utilized by Deputy Administrator, OCD from TOG 5 Legaspi to Catanduanes; the release of 3,250 sacks of rice (PhP2,965,562.00) to various LGUs affected by flood, landslides and big waves; and the airlift of DOH-HEMS’ assorted medicines and medical kits (30 cartons) via Pokker Plane on 15 January 2009 and 647 packages of DSWD’s relief goods (11,476 kilos /25,248 lbs) via C-130 PAF-Plane on 16 January 2009 to Cagayan de Oro City, Region X

DSWD • Deployed its Field Offices Social Welfare and Development teams to undertake data generation, relief distribution and management of evacuation centers in coordination with the local government units (LGUs), other government offices (GOs) and non government offices (NGOs); and mobilized a seven man team from DSWD-Field Office XI to assist the DSWD X in the disaster operations

• Provided the emergency relief needs of the affected families in the amount of PhP12.38 Million distributed as follows:

• Airlifted assorted emergency relief commodities (noodles, blankets, clothing packs, bedsheets, plastic mats, others) to Cagayan de Oro City on board a C-130 PAF-AFP aircraft on 16-17 January amounting to PhP900,084.00

• Released PhP7.6 Million to DSWD FOs VIII, X and CARAGA as additional standby funds for the purchase of emergency relief supplies: DSWD X-PhP4.3 Million, DSWD VIII-PhP800,000.00 and DSWD CARAGA PhP2.5 Million

DOH-HEMS • Augmented assorted drugs, medicines and supplies worth PhP212,346.23 and cash allocation (QRF) to Cagayan de Oro, Region X amounting to PhP1,000,000.00 • HEMS-OPCEN provided drinking water disinfectant, anti-infective/fungal ointment and water containers for drinking in DOH- CARAGA worth PhP220,181.40

C. Regional Cluster Responses

1. Early Recovery and Rehabilitation Program

Region X • The following measures were undertaken by RDCC X in compliance with PGMA’s instructions on the management of the effects of floods in the region:

Reforestation  The Upland Development Program will start the reforestation projects Jan 30 to include emergency employment ( gubat and technical training); rehabilitation of flood-prone areas in watersheds and river banks; and livelihood /Agro–forestry. The estimated cost of the project as submitted by DENR is PhP3 Million

Rehabilitation -  DSWD will provide 1,047 housing units at P50,000.00 worth building materials each for the families whose houses were totally damaged while the 5,955 families with partially damaged houses will benefit PhP10,000.00 worth of materials each with a total amount of PhP111,900,000.00 as shelter assistance and will also provide worth PhP3,420,000.00 to the 570 families in the cities of Cagayan de Oro, and Iligan as livelihood assistance  DPWH will undertake dredging operations at the mouth of Cagayan de Oro River and Mandulog River in Misamis Oriental; will construct the river dike control at Tubod Manuay section and rehabilitate the Mahayahay drainage in Iligan City. Also prioritized the urgent repair of damaged approaches of Bridge and Agay-ayan Bridge in Medina, Misamis Oriental. The estimated funding support is Php250 M based on PGMA’s instruction

Relocation  Gingoog City Mayor Ruthie guingona has identified two (2) areas where the perennially flood-affected families will be relocated: 1) near the shoreline for the fisherfolks and 2) at the poblacion for the market vendors  Cagayan de oro mayor constantino Jaraula identified 63 hectares in Brgy Calaanan as relocation site  Iligan City Mayor Lawrence Cruz identified Kalubihon resettlement area and Gawad all in Brgy Dalipuga as relocation sites where 13 families are already assured of lots. Ten families for relocation to Barangay Hinaplanon have already received P10,000.00 assistance of construction materials each from Iligan Light and power corporation  Mines and Geo-science Bureau –DENR has coordinated with concerned LCEs that the DENR will provide technical expertise in evaluating the proposed the relocation sites and also issued Regional special order No. 2008-486 creating a committee including three (3) themes to undertake post-flood assessment along watersheds of rivers that affected the cities  The CDCC Gingoog submitted a rehabilitation plan as outlined

4 1) Emergency Shelter Assistance – P10,000.00 and P5,000.00 to those families with totally and partially damaged houses , respectively 2) Food for work - P200.00 per person for 5 days 3) Cash for work – P1,000.00 per person 4) Conduct of practical skills alternative livelihood at P5,000.00 per person and cash assistance for the purchase of kitchen utensils of P1,000.00 per family to those with damaged houses CARAGA • allocated PhP6,175.00 worth of light materials for totally destroyed houses in Brgys San Juan, Lipata and Washington

2. Food and Non-Food Items Region • The PDMO of Northern Samar provided relief assistance in the of Lavesares; DSWD 8 allocated 1,000 family packs; and LGU Lavesares released relief goods amounting to PhP46,800.00 • OCD 8 coordinated with DSWD 8 for possible augmentation of food assistance to the affected barangays in , Eastern Samar • TOG 8-PAF dispatched two (2) helicopters and motorized bancas to deliver food assistance to Homonhon and Suluan Islands, Guiauan, Eastern Samar Region IX • MDCC Lebason, MDCC Katipunan and Alliance Church provided food and clothing as well as distributed construction materials to the affected families

Region X • PDCC Misamis Oriental provided food assistance in the form of rice, noodles and sardines in three (3) municipalities namely Opol, El Salvador and and COC Evacuation Center while the CDCC Cagayan de Oro also provided immediate food assistance in Brgy Caman-manan Region XI • MDCC Cateel, provided relief goods to the affected families;LGU Kapalong, provided 2 sacks of rice, 1 box sardines and 1 box noodles to the 58 families; LGU Asuncion served the 2,185 households with 138 sacks rice, 81 boxes noodles 44 boxes sardines and assorted medicines; CDCC City provided the 474 families with 49 sacks rice, 22 boxes noodles, 15 boxes sardines and assorted medicines; and MDCC Carmen provided 50 sacks of rice, 23 boxes noodles and 16 boxes sardines to the affected barangays in Maco, Region XII • OCD XII coordinated with food cluster in the region for possible food assistance of 200 families affected in President Roxas, North Cotabato CARAGA • NDCC-OCD authorized the release of 450 sacks of rice in the region to be distributed in the following provinces: Agusan del Norte (110 bags); Agusan del Sur (185 bags); (65 bags); and Surigao del Sur (90 bags • The LGUs in Agusan del Sur had provided relief assistance as follows: - 18 sacks rice, 600 tons sardines and 900 packs noodles Rosario - 18 sacks rice, 690 tins sardines, 690 packs noodles & 230 tins corned beef Bunawan - PhP67,296.00 cash for fuel, medicines and food; PhP360,000.00 cash from PDCC Agusan del Sur for medicines and food assistance; and PhP100,000.00 from Philsaga Mining Corporation for food assistance • PDCC Surigao del Sur released 100 sacks rice, 50 boxes sardines and 70 boxes noodles

5 • CDCC Surigao City provided assistance in the form of light materials worth P15,238.00 • PDCC Agusan del Norte provided assorted relief items worth P1,084,900.00 • DENR CARAGA distributed P10,000.00 worth of canned goods, P2,000.00 worth of noodles, 2 sacks of rice and assorted used clothing • NFA CARAGA released 4,090 bags of rice on credit lines under MOA with LGUs for relief operations: Surigao del Norte (1,419 bags); Surigao del Sur (1,245 bags) ; Agusan del Sur (691 bags); Agusan del Norte (580 bags) ; and (55 bags) • BFP provided relief assistance in the form of rice, canned goods, noodles and consumable goodies to the evacuees of Surigao City • PNRC Surigao del Sur Chapter distributed 50 sacks of rice, 25 cases of sardines and 34 cartons of noodles • DSWD CARAGA provided the amount of P55,000.00 as burial assistance to the families of dead victims and P2,289,211.90 worth of family packs

ARMM • The Office of the Provincial Governor initially provided 629 food packs and instructed the SACC to prepare any assistance to complement the efforts of the municipalities affected. • PDCC conducted relief operations in Bus-Bus and Jolo Area Coordinating Center and in Patikul area • Donors/Sources of relief goods were the Sulu Provincial Government /Office of the Provincial Governor; DSWD CO; Office of the Municipal Mayors, Emergency Response Network and Jolo Emergency Network Inc; IPHO and MAM • Regional Secretary Bai Soraida Beruar of DSWD-ARMM pledged to release PhP200,000.00 fund for PSWDO –Sulu • PDCC Sulu released the 200 sacks rice provided by the NDCC; served cooked food and provided food packs and non-food items to the affected families in Jolo • MDCC Pangutaran also provided food items (rice, sardines, noodles, sugar and coffee) to the affected families • Mayor Amin of Jolo provided PhP10,000.00 cash for the repair of damaged footbridge in Port area Brgy Walled City • NDCC released 500 sacks of rice to PDCC through DSWD ARMM • ARMM Regional Vice Governor and DILG-ARMM Regional Secretary Ansaruddin Adiong, Lanao del Sur Governor Mamintal Adiong, local DSWD and LDCCs concerned provided immediate relief assistance to the flash-flood –stricken areas in Sulu • Based on the request of 1st District Congresswoman Faysah RPM Dumapa, RDCC – ARMM recommended to NDCC, the release of 100 sacks of rice assistance to augment existing resources of affected LGUs in Lanao del Sur

3. Health Cluster Region VIII • CHD VIII conducted immunization, health education and consultation at the evacuation centers in , Catarman and Laverares, Northern Samar; provided drugs and medicines to PDCC Northern Samar through Gov Raul Daza and MDCCs through mayors/MHOs; provided technical assistance to affected LGUs; and augmented health manpower at and Catarman Rural Health Units • RHU Catarman conducted site visitation and rapid health assessment, consultation and health education; measles immunization (26 children vaccinated 9 mos-4 yrs old; vitamin A supplementation (67 children 9 mos-5 yrs old); and daily disease surveillance in five (5) evacuation centers in Catarman

6 • The MHU Lavesares conducted health activities in Lavesares Central Elementary School such as: disease surveillance (ARI, fever and diarhea); immunization of 7 children (measles vaccination of 9 mo-5yrs old ); water sanitation (3 flush toilets and level 2 water source); medical services by MHO; and psychosocial care (CISD) by MSWD to the parents of dead victims • CHD VIII augmented assorted medicines worth PhP100,000.00

Region X • CHD X continue augmenting medicines and supplies, measles vaccines and vitamin A and providing technical assistance in the formulation of Health Emergency Preparedness Response, Recovery Plan (HEPRRP) • LGU Alubijid, Misamis Oriental conducted joint medical mission with PGMA in the municipality of , Misamis Oriental • CHD X provided logistical support to the LGUs in the region in the form of medicines, drugs, medical supplies measles vaccine, vitamin A, water containers, sodium hypochlorite solution, tetanus toxoids, syringe and miscellaneous expenses in the amount of PhP654,686.00; allocated cash assistance in the amount of PhP1M; provided technical support to the LGUs in terms of disaster management ; and continue conducting disease surveillance in evacuation centers. The top 5 morbidity in evacuation centers are acute respiratory illness (50%), Fever (20%), gastritis (15%), wounds (10%) and diarrhea ( 5%)

CARAGA • CHD CARAGA prepositioned drugs/fluids and medicines in all Provincial Health Team (PHT) Office. Augmented chlorine granules oresol and assorted drugs worth PhP51,355.50. • CHD team conducted disease surveillance on 15 January 2009 and the leading cause of consultation in the evacuation centers were fever, acute respiratory tract Infections, abdominal pain, diarrhea and skin rashes • CHD-CARAGA dispatched CHD response teams to the Municipalities of Veruela and Rosario in Agusan del Sur and Jabonga in Agusan del Norte

Region I  January 10, 2009 - high tide associated with big waves in Brgy Berlin-Alaska in , Region VI  January 5-6, 2009 - flooding in Capiz affecting 62 barangays namely: Pontevedra (6); Panitan (17); Sigma (16); Dao (13); and Cuartero (10)  January 5, 2009 - landslides in Brgys Nagba, Mainit and San Antonio in Cuartero, and Brgy Sta Rita in Dumalag all in Capiz  January 12, 2009 -sea mishap involving a motorized banca capsized in Tinagong Dagat Sea, Barangay Bantigue, Panay Region VII  Jan 12, 2009 -strong/big waves in Brgys Mag-Abo and Jugno in Amlan, Oriental  January 13, 2009 - another big waves hit five (5) coastal barangays of Ginatilan, Region VIII  January 10, 2009 - widespread flooding in , Catarman, Lavesares and San Roque, Northern Samar with the following road sections damaged : - Palapag- section (Brgys Nipa-Maragana-Ginpandayan section) hardly passable due to washed-out surfacing materials - Brgy Magta-on-Brgy Mambot section and Mapanas-Gamay Road (Brgys Lipatan-San Antonio-Libertad Poblacion Gamay) hardly passable to traffic due to settlement of roadway  January 10, 2009 – landslide occurred in Brgy. Ocad, Lavesares, Northern Samar  January 10, 2009 -sea mishap (involving a motorized banca identified as “Rogin” was reported missing in Suluan Island, Guiuan, Eastern Samar Region IX  January 14, 2009 - the municipalities of Lebason, Katipunan and Peninsula were affected by storm surge and strong waves due to northeast monsoon with 14 houses damaged: 10 partially and 4 totally Region X  Jan 3, 2009 - high tide intensified flooding in the coastal barangays of Cagayan de Oro and 2 barangays of Gingoog City, Misamis Oriental  January 11, 2009 - another flashflood and landslide occurred in and Misamis Oriental affecting 3 cities (Cagayan de Oro City, Gingoog City and City) and 14 municipalities (El Salvador, Opol, Balinagasag, Medina, , Laguindinagan, Alubijid, , , Tagoloan, Balingaoan, , and ). Note:  Brgys affected by landslide : - Cagayan de Oro City–Taglimao, Tuburan, Baykingon, Pigsag-an, Tumpagaon, San Simon Iponan, Pagatpat and Lapasan - Iligan City – Dalipuga - Libertad, Misamis Oriental - Tangkub and Lubluban  Structures in Misamis Oriental: spill way in Mandangao, dike in and steel bridge in Naawan) - reported damaged. Molugan Bridge in El Salvador - concrete column cracked and Opol Bridge - partially damaged  January 13, 2009 - flashflood and landslide in Cagayan de Oro City, Misamis Oriental. Said flashflood affected all barangays along the river banks. On the same day, big waves hit , Lanao del Norte. Region XI  January 12, 2009 at 8:00 PM – flashflood in Cateel, Davao Oriental with 10 barangays affected.  January 13, 2009 - flashflood in 13 barangays of Asuncion and 2 barangays in New Corella, 5 barangays in Braulio Dujale; 41 brgys in Sto Tomas , 13 barangays in Carmen, Davao del Norte A total of 935.63 hectares of agriculture was damaged in Corella, Braulio E Dujale, Sto Tomas Kapalong, Carmen and Tagum City Davao del Norte  January 14, 2009 at 1:00 AM - flashflood along the river banks of Puroks Calmito, Saturn and Narra in Barangays Cuambugan and Apokon Tagum City, Davao del Norte.  January 14, 2009 – power blackout in Don Marcelino, – power already restored  January 15, 2009 - another flashflood occurred in Brgy Cuambugan, Tagum City  January 15, 2009 – Pangi River in Purok 6, Matina Pangi, Davao City inundated wherein 1 person was reported drowned  January 15, 2009 – office van of APEX Company collapsed from atop the slope of Brgy Masara, Maco, Compostela Valley due to scouring of soil with 10 miners injured , 1 missing and 1 dead  January 15, 2009 2: 00 PM - a fishing boat with 15 fishermen aboard capsized at the vicinity 6 nautical miles of Talicud Island, Malita Davao del Sur Fishermen were safely rescued  January 15, 2009 - a storm surge occurred in Brgy Fishing Village and 16 houses in Brgy Poblacion of Malita, Davao del Sur with 41 houses partially damaged  January 15, 2009 3: 00 PM - 2 major and 1 minor landslides occurred along the Brgy Roads in Maragusan, Compostela Valley. The estimated 100 meters road was covered by debris.  January 15, 2009 – flashflood affected 4 barangays of Maragusan Composteal Valley with 6 families evacuated to the municipal Gymnasium of Maragusan  January 16,2009 - flashflood affected Brgys Pagsabangan, San Miguel and Brgy Conocotan, Tagum City; and 14 barangays affected in Kapalong, Davao del Norte  January 17, 2009 –Tuganay River overflowed from high grounds and undetermined number of persons were stranded in Guadalupe, Carmen, Davao del Norte  January 25, 2009 at 7:30 PM - landslide occurred in Sitio Diat I Brgy Napnapan, Pantukan, Compostela Valley due to heavy rainfall  January 27, 2009 at 2:00 AM – a flashflood occurred in Sitio Lumbang, Brgy Mangga, Matanao, Davao del Sur due to heavy downpour since Saturday January 24, 2009 wherein 27 families /130 persons were evacuated to Brgy Mangga Gymnasium with one (1) house totally damaged. Evacuation is on going and the MDCC Matanao is conducting immediate relief operations

Region XII  January 26, 2009 - flashflood occurred in the municipalities of Kabacan, Carmen and President Roxas ( Brgys Gidaungan, Poblacion, Nakerlan and Binay) in North Cotabato. Province due to heavy rains with 4 persons reported dead (for validation ) and 200 families affected in President Roxas. Dikes and roads in President Roxas were reported damaged CARAGA  January 10, 2009 - overflowing of the water levels of Lake Mainit and which caused flooding in Jabonga, Agusan del Norte.  Jan 12, 2009 - Big waves in coastal waters of Brgys Abagan, San Juan and Punta in Nasipit, Agusan del Norte. The water level of Tago River rose to 4 feet and caused flooding in Brgys Libas Subd, Baras and San Roque, Brgys Poblacion, Libas Gua, Maragoyong, Tina, Patong, Bolhoon and Maitum  January 11, 2009 - Storm surge affected some areas of Dinagat Islands destroying fishing boats and motor banca, houses and structures along the coastal areas  January 15, 2009 - 2 landslide incidents in Alegria, Surigao del Norte

ARMM Sulu  January 11, 2009 - strong waves and storm surge during high tide in Pangutaran, Sulu. A total of 14 Barangays in 5 municipalities namely: Jolo, Indanan, Pangutaran, Patikul and Banguingi were affected  A footbridge in Port Area Brgy Walled City in Jolo, Sulu was damaged Lanao del Sur  January 2, 2009 - eleven (11) municipalities were affected by flashflood due to continuous heavy rains . There were 9,063 families/26,417 persons affected at the height of flashflood  January 21, 2009 - flashflood occurred inTaraka and Maguing municipalities due to heavy rains . All barangays in Taraka are still underwaters. No report on casualties and population affected  January 27, 2009 at 11:00 AM - water was continuously rising (Knee deep) at Brgy Montawal, Datu Montawal Maguindanao particularly in the boundaries of Datu Montawal and Kabakan town in North Cotabato due to the overflowing of Pulangi and Tunggol Rivers flowing towards the interior of Ligausan Marsh  January 27, 2009 – heavy flashflood occurred in the municipality of Pagalungan, Maguindanao with flood waters as high as 4 feet affecting 12 barangays which resulted in the displacement of 10,936 families/54,680 persons. These families are temporarily sheltered in makeshift dwellings along the national highway. The area was declared under a State of Calamity on January 28,2009
