Pdf | 259.14 Kb Region X - 2 5 Flooding and landslide occurred in the Provinces of Camiguin, Lanao del Norte and Misamis Oriental and cities of Cagayan de Oro and Gingoog on 24 November 2009 CARAGA - 5 5 Two (2) minor landslides occurred along the national highway in Gawad Kalinga area, Sitio Punta Naga, Cagdianao, Claver, Surigao del Norte and in Brgy. Jacquez, San Jose, Dinagat Islands 5 A 14-seater passenger Starex van fell into the cliff due to landslide in claver, Surigao del Norte 5 Floodings occurred in Agusan del Norte and Dinagat Island Province due to the swelling and overflowing of Puyo and Celopan Rivers II. EFFECTS A. Affected Population (Tab A) 5 A total of 12,326 families / 48,129 persons were affected in 167 barangays, 4 cities and 22 municipalities in the provinces of Camiguin, Lanao del Norte and Misamis Oriental in Region X; Agusan del Norte and Dinagat Island in CARAGA 5 The initial estimate in the previous report was based on the actual number of population per affected areas. However, after actual assessment, the above number affected families were the only ones directly affected by TD “Urduja”. Hence, the data on population affected decreased abruptly from the previous report 5 At the height of Tropical Depression “Urduja” there were 3,293 persons, 110 vehicles and 99 vessels stranded in various ports in Southern Tagalog, Bicol Region, Eastern Visayas and Northern Mindanao B. Casualties = 17 5 4 Dead = 1 in Dumanjug, Cebu due to electrocution and 3 in Misamis Oriental due to landslides 5 13 Injured = 3 in Misamis Oriental due to landslides and 10 in Claver, Surigao del Norte (starex van fell into a cliff as a result of landslide) C. Damages 1. Power Region X 5 Power has been restored in all areas in Camiguin Province and Gingoog City, Misamis Oriental 3 CARAGA 5 Power in Bayugan, Agusan del Sur has been restored III. ACTIONS TAKEN 5 A joint RDCCs VI, VII and VIII Meeting re TD “Urduja” was held on 26 November in Cebu City with the Secretary of National Defense and Chairman, NDCC presiding 5 NDCC Opcen continuously disseminated weather, flood and gale advisories / warnings to RDCCs / OCD Regional Centers concerned through SMS and facsimile for further dissemination to their respective local disaster coordinating councils from the provincial down to the municipal levels 5 Likewise, Operations Centers of RDCCs concerned disseminated said warnings / advisories to the Local Chief Executives, Civil Defense Coordinators and RDCC members through SMS, fax and the media 5 PCG Unit Commanders in the affected areas coordinated with local port authorities and shipping companies on the needs of strandees 5 The Secretary of National Defense/Chairman, NDCC with OCD Administrator /Executive Officer, NDCC arrived in Cagayan de Oro City on November 25, 2009 and was briefed by RDCC X Chairman on the effects of TD “Urduja” in the region. The Secretary met the RDCC members, the Mayor of Cagayan de Oro City and Governor of Misamis Oriental 5 OCD-NDCC facilitated the release of 650 sacks of rice to the following local DCCs : Region X - 450 (150 to PDCC Misamis Oriental; 150 CDCC Cagayan de Oro City; 75 MDCC Jasaan, Misamis Oriental; and 75 MDCC Kolambogan, Lanao del Norte) Region X - 200 (MDCC Sogod, Southern Leyte) Region VII 5 RDCC 7 issued advisory to all PDCCs and Police Provincial/City Directors and Chief of Police on the monitoring of water courses, rivers and dams in the region 5 PNP Provincial Director of Bohol monitored the release of water from Hanopol Hydro Dam in Balilihan, Bohol where four (4) barangays within the area were alerted for possible pre-emptive evacuation 5 CDCC Naga provided immediate assistance to the landslide victims In Brgy Balirong 5 CDCC Naga Response Team and Brgy Tina-an Rescue 761 assisted in the conduct of SAR operations 5 Brgy. Basak-Pardo Emergency Response Team augmented the Naga local responders in their SAR operations 5 Regional Mobile Group Rescue assisted in evacuation and SAR operations; DPWH 2nd and 3rd Engineering Districts provided assets in the clearing of landslide areas Region X 5 DSWD X served 2,670 families / 11,718 persons (1,413 families / 6,266 persons inside 24 evacuation centers and 1,257 families / 5,452 persons) outside evacuation centers 5 TOG X WASAR Team assisted in the evacuation operations at the City Homes, Brgy. Malanang, Opol, Misamis Oriental; PCG NMD dispatched outboard motor boat to Brgy. Bulua, Cagayan de Oro City; PNRC Northern Mindanao dispatched 1 rescue team to Brgy. IgpIt, Opol to assist MDCC Opol; 4th ID dispatched 1 squad of soldiers and 1 M35 truck to assist in the clearing of landslide debris in Balingasag, Misamis 4 Oriental; and the 1st Engineering District and PDCC Misamis Oriental dispatched equipment to clear landslide debris in Gingoog City, Balingasag, Binoangan and Lagonglong 5 CDCC Cagayan de Oro delivered assorted food and non-food items at the evacuation center in said city 5 OCD RD X with 10th TOG-PAF, 4th ID and ABS-CBN conducted aerial survey in all affected areas 5 OCD RD X and Mayor Redentor Jardin conducted ocular inspection in the municipality of Jasaan, Misamis Oriental 5 DSWD served 1,000 families / 4,500 persons inside 15 evacuation centers and 545 families / 6,957 persons outside evacuation centers in 20 barangays affected in Cagayan de Oro City CARAGA 5 RDCC disseminated warning advisories to member agencies, respective LCEs and CDCCs thru SMS, fax and tri-media; held an emergency meeting to assess the situation and discuss preparedness measures; partially implemented its Contingency Plan on flood and landslide; and deployed two (2) 6x6 trucks to Buenavista, Agusan del Norte to assist in the evacuation of families from Brgys. Also presented in this report is the percent change in the population density over the three census years. The population density shows the relationship of the population to the size of land where the population resides.

Kamlian Professor of History at Mindanao State University- ILigan Institute of Technology (MSU-IIT), ILigan City, Philippines ABSTRACT Filipina kini menghadapi masalah serius terkait populasi mioniritas agama dan etnis. Bangsa Moro yang merupakan salah satu etnis minoritas telah lama berjuang untuk mendapatkan hak untuk self-determination. Perjuangan mereka dilancarkan dalam berbagai bentuk, mulai dari parlemen hingga perjuangan bersenjata dengan tuntutan otonomi politik atau negara Islam teroisah. Pemberontakan etnis ini telah mengakar dalam sejarah panjang penindasan sejak era kolonial. Jika pemberontakan yang kini masih berlangsung itu tidak segera teratasi, keamanan nasional Filipina dapat dipastikan terancam. Tulisan ini memaparkan latar belakang historis dan demografis gerakan pemisahan diri yang dilancarkan Bangsa Moro. Setelah memahami latar belakang konflik, mekanisme resolusi konflik lantas diajukan dalam tulisan ini. Kata-Kata Kunci: Bangsa Moro, latar belakang sejarah, ekonomi politik, resolusi konflik. The Philippines is now seriously confronted with problems related to their ethnic and religious minority populations. The Bangsamoro (Muslim Filipinos) people, one of these minority groups, have been struggling for their right to self-determination. Their struggle has taken several forms ranging from parliamentary to armed struggle with a major demand of a regional political autonomy or separate Islamic State. The Bangsamoro rebellion is a deep- rooted problem with strong historical underpinnings that can be traced as far back as the colonial era. It has persisted up to the present and may continue to persist as well as threaten the national security of the Republic of the Philippines unless appropriate solutions can be put in place and accepted by the various stakeholders of peace and development.

But this emergency revealed one thing: the power of cooperation exhibited by cooperatives proved equal if not stronger than the CoVID-19 virus. Cooperatives continued to show their compassion not just to ease the burden of fear of contracting the deadly and unseen virus, but also to ease the burden of hunger and thirst, and the burden of poverty and lack of daily sustenance. In Lanao del Norte, cooperatives continued to show their support by giving a second round of assistance through the Iligan City Cooperative Development Council (ICCDC), where they distributed food packs and relief goods to micro cooperatives namely: Lambaguhon Barinaut MPC of Brgy. San Roque, BS Modla MPC, and Women Survivors Marketing Cooperative. All of these cooperatives are from Iligan City. In the Province of Misamis Oriental, the spirit of cooperativism continues to shine through amidst this pandemic. The Fresh Fruit Homemakers Consumer Cooperative in Mahayahay, Medina, Misamis Oriental extended help by distributing relief food packages to their members and community. The First Jasaan Multi-Purpose Cooperative provided food assistance and distributed grocery items to different families affected by Covid 19 in Solana, Jasaan, Misamis Oriental. Meanwhile, the Misamis Oriental PNP Employees Multi- Purpose Cooperative initiated a gift-giving program to the poor families of San Martin, Villanueva, Misamis Oriental. Finally, the Mambajao Central School Teachers and Employees Cooperative (MACESTECO) in Mambajao, Camiguin distributed rice packs and relief items to their community.

    Cagayan Riverine Zone Development Framework Plan 2005—2030 Regional Development Council 02 Tuguegarao City Message The adoption of the Cagayan Riverine Zone Development Framework Plan (CRZDFP) 2005-2030, is a step closer to our desire to harmonize and sustainably maximize the multiple uses of the Cagayan River as identified in the Regional Physical Framework Plan (RPFP) 2005-2030. A greater challenge is the implementation of the document which requires a deeper commitment in the preservation of the integrity of our environment while allowing the development of the River and its environs. The formulation of the document involved the wide participation of concerned agencies and with extensive consultation the local government units and the civil society, prior to its adoption and approval by the Regional Development Council. The inputs and proposals from the consultations have enriched this document as our convergence framework for the sustainable development of the Cagayan Riverine Zone. The document will provide the policy framework to synchronize efforts in addressing issues and problems to accelerate the sustainable development in the Riverine Zone and realize its full development potential. The Plan should also provide the overall direction for programs and projects in the Development Plans of the Provinces, Cities and Municipalities in the region. Let us therefore, purposively use this Plan to guide the utilization and management of water and land resources along the Cagayan River. I appreciate the importance of crafting a good plan and give higher degree of credence to ensuring its successful implementation. This is the greatest challenge for the Local Government Units and to other stakeholders of the Cagayan River’s development.
