1.0 Purpose of Report

1.1 To advise the JESC of the arrangements for the 2014 Leafing Programme. This year’s programme takes into account the lessons learnt from the 3 previous programmes including updating of the priority roads listing.

2.0 Recommendation

2.1 That the Committee

(a) Note the arrangements for the 2014 Leafing Programme (b) Approve the actions listed in paragraphs 3.6 and 3.7 for the communication and management of leaf clearance requests. (c) Consider whether it wishes to establish a leaf clearance hit squad as described in paragraph 3.8 of this report and submit a provisional growth item for the 2015/16 budget.

3. Leaf Clearance Programme

3.1 2014 will be the fourth year for the leaf clearance programme. The previous 3 years have been a challenge with initial poor contractor performance and then thorough revision of the priority roads list.

3.2 Following a difficult leafing season in 2012 a revised programme across both districts was operated in the Autumn of 2013. The list of roads covered by this programme had been updated from the previous season in order to address the concerns of councillors and residents, as well as other officers and is shown at Appendix 1.

3.2 The priority roads are those areas deemed to require special attention because of the degree of leaf fall and high profile nature. All areas do receive cleansing but this will be as part of routine street sweeping in line with the contract requirements.

3.3 The programme last year was carried out in a much more organised fashion than previously last year and additional and more appropriate equipment was utilised to carry out the work. In addition the returns supplied by the contractor were more accurate and timely enabling clearer analysis of the work carried out.

3.4 During the Spring of 2014 the Priority Leafing List was once again reviewed by the Contract Monitoring Officers (CMOs) based on the previous programme. Additions were made where necessary to capture specific roads that were cause for regular justified complaints.

3.5 In addition the CMOs removed any remaining roads that did not require leafing either because trees had been removed or roads were incorrectly identified previously. Most of these had been removed before the 2013 programme started. A total of 5 roads or paths were added for WCC and 11 roads or pavements were added for EHDC with 1 removed. It is now hoped that the list is complete based on the experiences to date. The revised Priority leafing list has been converted into a work programme with work commencing in both districts on the 20 th October.

3.6 This information will be used for contract monitoring purposes and within the Customer Service Centre. The appropriate version will also be sent to WCC and EHDC councillors who often receive queries regarding leaf fall which can often be unpredictable because of weather conditions. This presents significant operational difficulties when councillors press for speedy clearance of areas when they receive complaints. However, it is important to stick to the programme otherwise resources will be redirected in a haphazard manner which will impact upon the overall programme.

3.7 The information sent to councillors will therefore reiterate that whilst ad hoc requests will be investigated by CMOs clearance works will only be undertaken where there is significant danger. Otherwise areas will receive routine cleansing during the next scheduled visit as part of the street cleaning programme. This may require the JCT staff to take a tough line where required.

3.8 As the leaf fall and the programme are often the subject of complaints and dissatisfaction one future option that might be worthy of consideration is the provision of a Leaf Hit Squad either through the Landscape Group or internal streetcare/opptech services over the leafing season which could be deployed to problem areas as required without impacting upon the overall programme. The cost of providing such a service would be approximately £15,000. It is suggested that the need for such a service is closely monitored during the 2014/15 leafing season and JESC is asked to consider whether they wish to include this as a provisional growth item when setting the 2015/16 budget.

3.9 The leafing programme will be incorporated within the JCT Contract Monitoring Plan and this year a trial will be run using one of the CMOs to act in a lead role to coordinate the responses from TLG, including identifying the resources allocated (both crew and machinery) and checking daily returns. This is part of a wider plan to replicate such an arrangements for other areas of the contract including grass cutting, public conveniences, shrub maintenance, hedges etc.

3.10 On completion of the programme a review will be carried out based on performance of the contractor and any requests or issues raised by the public or members including additional priority roads. This process will become part of the annual performance monitoring cycle of the JCT.

4.0 Implications

4.1 Resources: There are no specific additional resource requirements from the 2014 leafing programme. The changes described in paragraph 3.5 have resulted in minor budget changes as described below.

4.2 The resources consequences of the Leafing Hit Squad are shown in paragraph 3.8 and these would have to be considered as part of the 2015/16 budget setting process and if required referred to the respective Cabinets for decision.

4.3 Legal: There are no legal implications from this report.

4.4 Strategy: Adequate performance of the leafing programme makes a significant contribution towards meetings the aims of public service excellence.

4.5 Risks: There are no immediate risks from these proposals but poor performance can result in reputational damage.

4.6 Communications: The improved communication processes described in this report should help to clarify how the leafing programme operates and mange an element of customer expectation during this unpredictable leaf fall period.
