    Press Release 16 September 2014 A contract worth approximately €280 Million Alstom to deliver Australia’s first fully-automated rapid transit trains Alstom will deliver Sydney’s new generation of rapid transit trains as part of the North West Rail Link, Australia’s first fully-automated rail network and Australia’s largest public transport project. Under the operations contract for the North West Rail Link, awarded today to the Northwest Rapid Transit consortium, Alstom will be responsible for the project management, design, supply, manufacturing, testing and commissioning of the rolling stock and signalling systems. Alstom will supply 22 six-car fully-automated Metropolis train sets and the Communications Based Train Control (CBTC) signalling system. Under the contract, the North West Rail Link is expected to open in 2019. “Alstom’s Metropolis and computer based train control signalling systems are based on proven platforms that have been adapted to the specific needs of Sydney which will ensure fast, safe and reliable services to the residents of Sydney’s North West”, said Bernard Joyce, Managing Director of Alstom Transport in Australia and New Zealand. Alstom’s Metropolis is a world leading, proven, safe and reliable train that serves many of the great global cities including Amsterdam, Barcelona and Singapore, with more than 10 years of operational experience in fully-automated operation. More than 4000 cars have been sold in over 40 cities. The streamlined design for Sydney’s rapid transit trains has been developed to meet the needs of customers in Sydney. The trains will include 3 double-doors per car for improved access and passenger flows, large windows, ambient LED lighting.

Under the contract, Downer will work with Transport for NSW to design, construct and commission 2.7 kilometres of light rail track, six light rail stops, a stabling and maintenance facility, road works and associated precinct works. The track will run from the new transport interchange at Wickham to Pacific Park. The contract is scheduled to commence in August 2016 and be completed in 2019. The Chief Executive Officer of Downer, Grant Fenn, said Downer was delighted to have been selected to deliver this important project for Transport for NSW and the people of Newcastle. “Downer has a long and proud history in Newcastle with our current operations based at sites including Cardiff, Kooragang Island, Port Waratah, Hexham, Teralba and Mt Thorley,” Mr Fenn said. “We provide customers in the Hunter region with a diverse range of services across sectors including road, rail, mining, utilities, technology and communications and engineering, construction and maintenance. “Downer works closely with Transport for NSW and we look forward to helping them deliver this signature project for Newcastle and to contribute to the revitalisation of the State’s second largest city.” The Newcastle Light Rail is a key part of the Newcastle Urban Transformation and Transport Program which has been established to deliver the NSW Government’s commitment to revitalise the city.

NEWCASTLE LIGHT RAIL Tegan Hughes – Keolis Downer Newcastle Light Rail is due to launch in 4 days and will begin with a Family Fun Day on Sunday, which will have different attractions at each station. As of Monday, the light rail will commence full operation with a 10 minute headway. Once the final two trams have been tested, there will be a 7 ½ minute headway.

CHAIRPERSON’S INTRODUCTION The Rail Management Act 1996 (RMA) sets out a rail access regime that applies to providers of declared rail infrastructure. The RMA prescribes that the Commission is responsible for administering the rail access regime. VicTrack is the operator and access provider for declared rail track and sidings predominantly within the Dynon precinct. Under the RMA, VicTrack must at all times have an approved access arrangement in place. Access arrangements encourage competition and efficiency in the rail freight industry by allowing access seekers (i.e. freight operators) to negotiate access to certain declared infrastructure provided by access providers (i.e. VicTrack) in order to enable them to compete in markets where competition is dependent on such access. The access arrangement is mainly used by freight operators to access VicTrack’s declared rail tracks and sidings within three designated precincts so that freight operators can store their wagons, repair their locomotives and load and unload freight on and from trains. On 5 March 2012, the Commission received an application from VicTrack to renew its access arrangement. On 9 March 2012, the Commission published a notice regarding VicTrack’s application and undertook a stakeholder consultation process whereby key stakeholders and the public were invited to make a submission regarding the application.
