    Volume – 25 Number – 3 September to November 2018 Edition Steam locomotive 3801 (4-6-2) was operated by the New South Wales Government Railways between 1943 and 1976. It is arguably Australia’s most famous steam locomotive, being the only one to have visited all main line states and territories. The 38 Class numbered 30. The first 5 units, with the streamlined design, were built by Clyde Engineering, Granville, New South Wales. The other 25 units were built, semi-streamlined, at the New South Wales Eveleigh (even numbers) and Cardiff (odd numbers) Locomotive Workshops. 3801 entered service on 22 January 1943 and worked the “Newcastle Flyer” for the first time on 23 February 1943 to express passengers to and from Sydney. 2018 celebrates the 75th anniversary of this iconic steam locomotive.     60163 TORNADO New Steam for the Main Line Thursday 28th April 2011 Dear fellow covenantor Changes to Tornado’s 2011 tours diary and Brunswick Green unveiling at the National Railway Museum There have been a number of developments since the enclosed edition of The Communication Cord went to press that the Trustees of The A1 Steam Locomotive Trust need to share with you. We regret that it has not been possible to reach an acceptable working arrangement with Train Operating Company West Coast Railways in spite of many attempts over the past three years. Tornado will continue to be operated on the Network Rail main line by DB Schenker, which has worked successfully with the Trust since the locomotive’s completion in 2008. This change is unrelated to the recently completed repairs to Tornado’s boiler which took place at DB Meiningen. Unfortunately, this late change will result in a significant re-working of Tornado’s tours diary for the early part of the summer. As a consequence of not being able to work with West Coast Railways, Tornado will not now be hauling ‘The Cathedrals Express’ on Thursday 26th May (London to Bath & Bristol and return), Saturday 4th June (London King's Cross to York and return) and Saturday 11th June (London to Shrewsbury and return) promoted by Steam Dreams. The promoter will be in contact separately with those of you who originally booked on ‘The White Rose’ and transferred to ‘The Cathedrals Express on 4th June. Although Tornado will be ready for traffic for 26th May, her first main line train in her new Brunswick Green livery will now be ‘The Canterbury Tornado’ on Saturday 18th June from Poole (Tornado from Willesden) to Canterbury and return promoted by Pathfinder.

    Australian Folklore 21, 2006 157 The Fate of Eveleigh: More of ‘Ugly Sydney’ or an Enhancement of the Greatest Rail Heritage Site in the World? Brian Dunnett and Robert J. Haworth Lovers of heritage and of a human-scale city alike are alarmed at the latest proposal for the old Eveleigh Railway Workshops site that covers many hectares of inner Sydney.1 The New South Wales Government Planning Minister Frank Sartor has recently excised the area from heritage protection legislation in order to allow maximum possible development of the site for high-rise apartment blocks.2 Of particular concern is the current threat3 to close the still functioning Large Erecting Shed and transform it into either a completely new 12 storey office tower or an ‘adaptive re-use’ four storey block. Unfortunately, the concerns of community groups, even if they represent a majority of citizens, mean little to contemporary Governments, especially at the State level. This is particularly true of the New South Wales Government, which is in the perverse position, after 15 years of uninterrupted economic boom, of being squeezed between accelerated development brought on by the boom and declining tax revenue4 exacerbated by the increasingly unequal power distribution between the States and Canberra. Developer Section 94 contributions allowed for under the NSW EPA Act5 go to Local Government, thus giving the State Minister an incentive to excise choice areas and over- develop them as a means of much-needed revenue raising from special developers’ contributions which go direct to the State Government. DEPARTMENT OF ACCOUNTING, FINANCE & ECONOMICS GRIFFITH BUSINESS SCHOOL GRIFFITH UNIVERSITY Submitted in fulfilment of the requirements of the degree of Doctor of Philosophy July 2006 ii ABSTRACT This thesis describes the rail gauge decision-making processes of the Australian colonies in the period 1850 – 1901. Federation in 1901 delivered a national system of railways to Australia but not a national railway system. Thus the so-called “standard” gauge of 4ft. 8½in. had not become the standard in Australia at Federation in 1901, and has still not. It was found that previous studies did not examine cause and effect in the making of rail gauge choices. This study has done so, and found that rail gauge choice decisions in the period 1850 to 1901 were not merely one-off events. Rather, those choices were part of a search over fifty years by government representatives seeking colonial identity/autonomy and/or platforms for election/re-election. Consistent with this interpretation of the history of rail gauge choice in the Australian colonies, no case was found where rail gauge choice was a function of the disciplined search for the best value-for-money option.

CHAIRPERSON’S INTRODUCTION The Rail Management Act 1996 (RMA) sets out a rail access regime that applies to providers of declared rail infrastructure. The RMA prescribes that the Commission is responsible for administering the rail access regime. VicTrack is the operator and access provider for declared rail track and sidings predominantly within the Dynon precinct. Under the RMA, VicTrack must at all times have an approved access arrangement in place. Access arrangements encourage competition and efficiency in the rail freight industry by allowing access seekers (i.e. freight operators) to negotiate access to certain declared infrastructure provided by access providers (i.e. VicTrack) in order to enable them to compete in markets where competition is dependent on such access. The access arrangement is mainly used by freight operators to access VicTrack’s declared rail tracks and sidings within three designated precincts so that freight operators can store their wagons, repair their locomotives and load and unload freight on and from trains. On 5 March 2012, the Commission received an application from VicTrack to renew its access arrangement. On 9 March 2012, the Commission published a notice regarding VicTrack’s application and undertook a stakeholder consultation process whereby key stakeholders and the public were invited to make a submission regarding the application.
