Introduction

1.1. Purpose

The Haslin Construction & Stephen Edwards Joint Venture (HSEJV) Visual Amenity Management Plan (VAMP) has been developed to manage and minimise the risks and impacts to the visual amenity during the construction phase of the project. This VAMP has been developed in compliance with the Metro’s requirements, Haslin Construction and Stephen Edwards’ Environment Management Systems and Procedures. This Plan incorporates the requirements of the Visual Amenity Management, as detailed within the Construction Environmental Management Framework (CEMF).

1.2. Project Background

The Sydney Metro City & Southwest project includes a new 30km metro line extending metro rail from the end of the Metro North West Line at Chatswood, under Sydney Harbour, through new CBD stations and southwest to Bankstown. It is due to open in 2024 with the ultimate capacity to run a metro train every two minutes each way through the centre of Sydney. Sydney Metro City & Southwest comprises two core components – the Chatswood to Sydenham project, and the Sydenham to Bankstown upgrade. This document refers to the Sydenham to Bankstown Section, Southwest Metro Station Upgrade Works Package 4. In particular to the Station Upgrades at Marrickville, Canterbury, and Lakemba.

1.3. Overview of the Project

The existing Stations at Marrickville, Canterbury, and Lakemba are currently operating as part of the network. The construction scope for this Project will enable these stations to be upgraded to the Sydney Metro Specifications and Standards. The scope includes:

• Repurpose and refurbishment of Station Buildings • Regrading of platforms as per Sydney Metro’s requirements • Construction of new drainage • Construction of Combined Service Routes (CSR) including Under Level Crossings (ULX) • Piling and Building Construction • New Lift Access and associated canopies construction • Security and Perimeter Fencing installation. • Demolition works • Upgrade to services (Lighting, HV, Comms, Signalling, CCTV, PA) • Canterbury Road bridge parapet works (Canterbury Station Only) • Bus Shelter replacements (Canterbury Station Only) • Landscaping works

1.4.1. Permanent Works

The permanent works infrastructure to be constructed within this project includes:

1.4.2. Temporary Works

The Temporary works associated with this Project will include:

• All associated investigation works (Service Searching, Inground potholing, Structural Assessments, Pit & Building Investigations, Geotechnical Investigations, etc.) • Temporary arrangements to divert and control pedestrians, public transport users, cyclists, public transport and traffic and to provide public access, amenity, security and safety during all stages of design and construction of the Works; • Temporary arrangements for people and vehicles to safely access all property, including publicly accessible space affected by the Contractor's Activities; • Temporary arrangements for people and vehicles to safely access the Project Site; • Temporary access stairs, walkways and platforms within the Site; • Temporary construction hoardings, fencing, access gates and barriers on and around the Site; • All environmental safeguards and measures necessary to mitigate environmental effects which may arise during the design and construction of the Works; • Cleaning, maintenance, repair, replacement and reinstatement, as required, of all areas occupied by the Contractor during construction of the Works; • Temporary site facilities required for design and construction of the Works; • Temporary infrastructure, safety screens and ground support installed or erected to undertake construction of the Works; • Temporary arrangements for Utility Services including water, electricity, stormwater, sewerage, gas and electronic communications; • Temporary works and measures required as a consequence of requirements arising from the stakeholder and community liaison process; and • All other temporary works and measures required for the construction of the Works.

1.5. Site Compound Works

Site compound works include; fencing, maintenance access, utilities works, drainage, noise barriers (if required), road and transport network works, temporary site office and welfare facilities, laydown areas and works sites to support construction activities.

Marrickville Station

Canterbury Station

To reduce the quantity of temporary site offices, the project will acquire a short-term lease of a local existing commercial office space to be occupied by the project manage staff.

A Temporary site compound with welfare facilities will be installed within the rail corridor adjacent to 14 Charles Street. This location is partially lined with trees, creating visual cover from the nearby residential building.

Lakemba Station

A Primary site compound area is to be established along Railway Parade towards the southern end of the station within the carparking area. Temporary single storey offices and ablution amenities will be installed to accommodates all Haslin Construction and Sub-Contractor staff, along with container, Equipment and Materials laydown area.

Additional compound areas will be set up within The Boulevarde carpark area adjacent to the station, and further east along The Boulevarde opposite Dennis Street. These areas will be utilised for equipment and materials storage, and railway corridor access.

A local Ausgrid LV supply power supply feed is to be investigated to supply power for the site within Railway Parade. Alternatively, Noise reducing temporary power generators will supply power for the compound offices, and compound areas along The Boulvarde.

1.6. Construction Hours

In accordance with the Condition of Approval (CoA) - E19 – Construction activities must only be undertaken during the following construction hours:

a. 7.00am to 6.00pm Monday to Friday, inclusive b. 8.00am to 6.00pm Saturdays; (1.00pm – 6.00pm only low impact / noise works) and c. At no time on Sundays or public holidays

The CoA also allows construction outside of the scheduled hours under a range of conditions such as emergency works.

The Out of Hours Works Assessment Procedure (SM ES-PW-310/4.0) details the process for approvals for Out of Hours construction activities during weekend Possession works and extended possession period works that will occur outside the contract standard working hours.

Objectives and Targets

The objectives of the VAMP are as follows:

• Minimise impacts on existing landscape features as far as feasible and reasonable; • Ensure the successful implementation of the Landscape Design; and • Reduce visual impact of construction to surrounding community.

These objectives conform to TfNSW’s objectives as described in the Construction Environmental Management Framework.

This plan aims to achieve the following.

• Comply with the specific Ministerial Conditions of Approval (CoA’s) regarding visual amenity. • Visual amenity management controls are to be effective and properly maintained at all times. • Achieve compliance with statutory requirements for principles of Crime Prevention Through Environmental Design (CPTED).

This VAMP has been developed in accordance with the project’s CoA. This VAMP has also been developed as a requirement within the Construction Environmental Management Framework (CEMF).

Legal and Other Requirements

Table 3.1 below details the legislation and applicable planning instruments considered during the development of this VAMP.

3.1. Planning Requirements

The VAMP has been developed to address the requirements as follows:

3.2. Guidelines

Additional guidelines and standards relating to visual amenity management include: • AS 4282-1997 Control of the obtrusive effects of outdoor lighting; • AS/NZ 1158 — Lighting for Roads and Public Spaces; • Crime Prevent Through Environmental Design; and • Australian Standard AS4970 the Australian Standard for Protection of Trees on Development Sites and Adjoining Properties.

Roles and Responsibilities

The roles and responsibilities of key internal and external Project personnel with respect to Visual measures are outlined in the following Table 4.1:

The SMSUW-MCL sites is described in Tables 5.1, 5.2, & 5.3 below. These descriptions have been taken from the EIS Technical Paper 7.

Marrickville Station

To the east of the station the rail corridor rises on an embankment so that it is elevated generally around two metres above the adjacent residential properties, and continues to rise to meet a steel truss bridge over Victoria Road. A pedestrian footpath runs between the existing station and Victoria Road to the south of the corridor. In this area, the rail corridor is enclosed by security fencing. Residential boundary walls and fences include graffiti, particularly between Riverdale Avenue and the station. To the northeast a widened area of rail corridor is created by the Metropolitan Goods Line as it diverges from the suburban lines. Several mature trees are located alongside the northern and southern side of the rail corridor, which filter views from nearby streets and properties.

Crime Prevention through Environmental Design

The principle of Crime Prevention Through Environmental Design has previously been incorporated throughout the design phase for the permanent structures, and will continue throughout the construction of temporary and permanent facilities. The key principles adopted in relation to the public realm at the Project site include:

• Increasing the perception of risk to criminals by increasing the possibility of detection, challenge and capture. • Increasing the effort required to commit crime by increasing the time, energy of resources which need to be expended. • Reducing the potential rewards of crime minimising by removing or concealing “crime benefits”. • Removing conditions that create confusion about required norms of behaviour.

Below is a description of preventions for this project:

Access control: Minimise opportunities for crime and increase the effort required to commit crime. By making it clear where people are permitted to go or not go, it becomes difficult for potential offenders to reach and victimise people and their property. Fence and barriers are required to be secure however not create a hostile environment. It is noted that the majority of the SMEW works will be undertaken within the existing rail corridor that is not accessible to the general public.

Active surveillance: Existing CCTV systems within the Train Stations acts a deterrent to criminal activity, and will provide video evidence for the police to apprehend offenders

Lighting: Providing a combination of natural and artificial lighting to reduce poorly lit areas will act as a deterrent to crime

Maintenance and Implementing a maintenance & cleaning regime to ensure areas are kept clean & Housekeeping: tidy, with materials and equipment secured to prevent crimes of opportunities. Graffiti removal should be implemented to ensure graffiti is promptly removed

Natural Surveillance: Increases the threat of apprehension by taking steps to increase the perception that people can be seen. Natural surveillance occurs by designing the placement of physical features, activities and people in such a way as to maximize visibility and foster positive social interaction among legitimate users of private and public space. Potential offenders feel increased scrutiny and limitations on their escape routes.

Territorial Reinforcement promotes social control through increased definition of space and ownership: improved proprietary concern. By using fences, pavement, signs, lighting and landscape to express ownership and define public, semi-public and private space, natural territorial reinforcement occurs. Territorial reinforcement measures make the normal user feel safe and make the potential offender aware of a substantial risk of apprehension or scrutiny. Visual Management

Detailed below are the proposed management measures to be implemented and maintained on the project to minimise the impact on visual amenity to stakeholders for the duration of the project.

8.1. Crime Prevention through Environmental Design

Please refer to Section 6 for details on preventions on this project.

8.2. General

• Where practically possible, construction elements (Plant, equipment, materials, etc) will be located in area to minimise visual impacts, ie within site compounds and behind fencing/hoarding. • Where practical and reasonable, vegetation around the perimeter of the construction sites will be maintained. • Good housekeeping to be maintained. • Stockpiles to be covered. • Opportunities for the retention and protection of existing trees will be identified during detailed construction planning • Existing trees to be retained (within the Project Footprint) will be protected with suitable tree protection measures prior to the commencement of construction (refer AS 4970 the Australian Standard for Protection of trees on Development Sites and Adjoining Properties) • Rubbish or loose items will be removed in a timely manner and not stored on the Site for any extended period.

8.3. Graffiti and Bill Posters

• All graffiti is to be removed, painted over, or covered within a timely manner. • Bill Posters on construction hoardings and fencings will be removed

8.4. Hoardings, Fencings, and Signage

• A combination of Lightweight Temporary Metal Fencings (ATF) and Timber hoardings will be erected to contain constructions work sites. • Shade cloth, either plain or with Sydney Metro approved branding will cover temporary metal fencings. • Timber Hoardings will be painted Sydney Metro approved blue colour, and where required Sydney Metro branded signage installed. • Install hoardings and fencing from new materials and must at all times be maintained in a neat and tidy condition and be sympathetic with the surroundings. Hoardings are to be clean, painted free of snagging or sharp protrusions on both the worksite side and the public side and also comply with the relevant hoarding standards;

• Fencing, walls, and hoarding will be designed and implemented to increase natural surveillance with straight runs. • Signage will be utilised to clearly define and designate areas with respect to their intended use to the public and construction workers on access. • Install way-finding signage to direct pedestrians, commuters and vehicles around the Construction Site.

8.5. Lighting

• Permanent, Temporary, or mobile site lighting will be installed for both construction activities and security. Installation of lighting will be in accordance with AS4282:1997 Control of the Obtrusive Effect of Outdoor Lighting to ensure outdoor lighting does not impact upon sensitive receivers • Lighting to be positioned and orientated to minimise glare and light spill impacts onto adjacent receivers

8.6. Temporary Works

• Site Sheds and compounds are to be located to minimize the visual impact on the surrounding area where possible • Any temporary works that impacts the surrounding area or public open space would be reinstated or rehabilitated with consultation with stakeholders

8.7. Tree Removal and Pruning

• All tree removal and pruning will be kept to a minimum, and will be in accordance with the Sydney Metro Sydenham to Bankstown Environmental Impact Statement, and the relevant local Arboriculturally Impact Assessment Report

Training

All relevant site personnel working on the project will undertake a site specific induction training, which will include environmental awareness and visual Impact Amenity Management training. Through this training personnel will be made aware of:

• Hoarding and fencing requirements • Graffiti and bill poster management and removal requirements • Lighting direction requirements • Vegetation and Tree retainment requirements

Toolbox meeting will be conducted as and when required to ensure all relevant personnel have the current up to date requirements.

Monitoring, Auditing and Reporting

HSEJV will complete weekly environmental site inspections undertaken by the Environmental Manager and site management personnel (site supervisor, and engineers). The visual inspections will monitor Rubbish, Litter, Graffiti, housekeeping/materials. This will be recorded within an inspection report.

Ongoing daily inspections will be completed by the site supervisor and will cover; construction site fencing / hoarding, Temporary works, scaffoldings and other site structures, and Lighting.

Regular Environmental Inspections will be completed jointly with HSEJV Environmental Manager, and representatives from Sydney Metro.

Inspections reports will be produced following site inspections to document both positive & issues observed, with actions identified to be rectified within a given time frame.

Results and outcomes of inspections, monitoring and auditing will be reported internally on a monthly basis. Construction compliance reports will be prepared to report on compliance with the Project Approval for reporting to Sydney Metro.

Review and Improvements

HSEJV will be reviewed the VAMP annually and update when and where required. Continued development, and updating of the VAMP will be conducted to ensure it remains consistent with the Project’s and Sydney Metro’s requirements, risk management, and objectives, taking into account:

• Changes in the design, delivery and operations processes and conditions • Changes in other related Project Plans • Changes to Project Plans as directed by Sydney Metro’s Representative under the Deed • Lessons learnt during delivery and operations • Requirements and matters not covered by the existing Project Plans • status and progress of HSEJV’s activities • Where deemed appropriate in relation to items raised within inspections or audits

Environmental incidents and complaints are to be investigated, reported, documented, actioned and closed out as per the details provided in the SMSUW-MCL Community Consultation Strategy and the CEMP.
