It is important to keep in mind, most polling places may continue to host more than one election district, they can be using just one scanner, or more scanners. For example:

• One poll site may serve one election district, using one BMD/scanner • One poll site may serve two or more election districts, using one BMD/scanner • One poll site may serve two or more election districts, using one scanner only and one BMD/scanner

In order to open the and get started, you have to have at least one Democratic inspector and one Republican inspector. If you have two of the same kind, please call our office IMMEDIATELY so we can get a person to you. You must have the polls open in a timely manner. Our number again is: 270-2990

Monitor should have been in the “on” position, but sometimes it does get shut off. On/Off switch is located on the right side of monitor, a light silver button.

Potential Ballot Errors

VOID/SPOILED BALLOTS If the voter brings back the ballot and says they have made a mistake, take the ballot, in large letters write “VOID” on both sides and fold it in half, do not damage ballot. Put the voided ballot in the spoiled/void ballot envelope, and then write the next ballot number next to voter’s name. Next to the ballot number that you voided, write SPOILED. “ A voter is allowed to spoil two ballots – the third ballot a voter is given will be their last”.

6. After the voter has filled in their ballot, they will proceed to the voting machine to cast their ballot or wait by the cones, until scanner is available. An inspector will be nearby, but not so close as to invade the voter’s privacy. Inspector will direct traffic to the voting machine. This is especially important if you have more than one district and only one machine.

7. The voter will put their ballot in the scanner, and the voting machine will read their ballot. Please do not insert privacy sleeve into the scanner.

21

The screen will display “Ballot Successfully Cast” OR It will give the voter a warning if their ballot was blank, has ambiguous marks, or if they have an overvote.

A. WARNING! – “BLANK BALLOT DETECTED PLEASE ENSURE YOU USED THE PROPER MARKING PEN IN THE PROPER VOTING AREAS” Means: scanner is not reading any marks; make sure ballot selection is filled in completely. It may be the voter intentionally wishes to cast a blank ballot, but most likely the voter made an error. B. WARNING! – “ONE OR MORE AMBIGUOUS MARKS WERE DETECTED ON THE BALLOT – PLEASE CORRECT AND RECAST” In this case, the machine will automatically return the ballot. Explain to the voter that the ballot was not counted and the voter needs to check their ballot to be sure ovals were completely filled in. If the ballot repeatedly generates this message, instruct voter to obtain a new ballot. Place “spoiled” ballot in Spoiled/Void Ballot envelope.

22

C. WARNING! - OVERVOTE. THE VOTER HAS VOTED FOR MORE THAN ONE CANDIDATE PER OFFICE. In this case, the machine will alert the voter that they have filled in too many ovals for this office. Explain to the voter that the ballot was not counted and the voter needs to check their ballot or review the overvotes on the screen. If the voter chooses to vote that office with the overvotes, the votes for that office will not count. If not, instruct voter to obtain a new ballot.

.

D. WARNING! – “PAPER INSERTED WAS MISREAD AND COULD NOT BE VERIFIED AS A VALID BALLOT. PLEASE VERIFY BALLOT AND REFEED”

In this case, the machine will automatically return the ballot. Explain to the voter that the ballot was not counted and needs to be re-inserted. If the ballot repeatedly generates this message, instruct voter to obtain a new ballot. Place “spoiled” ballot in Spoiled/Void envelope.

8. If a voter wishes to cast their ballot as is, they will press the green CAST button. If they would like to correct their ballot, they press the red RETURN button and the ballot will come back out of the scanner. They can then either fix their ballot, or they can request a new one from the inspectors (see page 11 for voided ballots)

If a voter leaves the voting machine without pressing the CAST button to cast their vote, one of each inspector will then proceed to the machine and press it for the voter. If a voter leaves a ballot in the voting booth, one of each inspector will retrieve it, fold it in half and in large letters write VOID, and place the ballot in the spoil/void ballot envelope. Please record a note on the blank paper provided and place note in Inspector Return Envelope.

9. The Voter will then hand the empty privacy sleeve and marking pen to the inspector nearby. Any questions or concerns, Please call us 270-2990.

23

WHAT NOT TO DO DO NOT TAKE THE BALLOT FROM THE VOTER! DO NOT HAVE THE VOTER PUT BALLOT IN THE BMD END OF THE VOTING MACHINE!

Ballot/Paper Jams The operator screen will say: “PAPER JAM DETECTED. PLEASE CLEAR ANY PAPER FROM THE DEVICE AND PRESS THE ‘CLEARED’ BUTTON”

If you have a paper jam and ballot is NOT protruding through the entry slot. 1. Ask voter to remain at the scanner until problem is resolved. 2. Call another inspector over. 3. Unlock the Ballot Box Door (be careful ballots do not fall out). 4. You will see ballot hanging. 5. Do not look at the markings on the ballot at any time. 6. Gently pull ballot down and it will fall into ballot box – Ballot HAS BEEN counted. 7. Press “‘CLEARED’ on the operator screen. 8. Lock the Ballot Box door.

DO NOT TURN OFF MACHINE. CALL THE BOARD OF ELECTIONS AT 270-2990 and REQUEST PERMISSION TO USE EMERGENCY BALLOT SLOT.

24

EMERGENCY BALLOTS If your machine breaks down, DO NOT shut the polling place down. NEVER tell the voter that the machine is broken and they will have to come back to vote.

• CALL THE BOARD OF ELECTIONS OFFICE 270-2990. We will contact the Machine Technician and get them to you as soon as possible. • The voters still have to go through all the motions just as if they were voting on the machine. You ask their name, their address, turn the book to them and they sign. • The voter is then handed a ballot, the ballot stub number is recorded on the STUB line, and don’t forget to check the Emergency Ballot Box on the ballot stub. • Unlock the emergency ballot slot on the front of the machine.

1. After voter is done filling out the ballot, they slide the ballot in the emergency ballot slot.

Emergency ballot slot

2. After a Board of Elections Machine Technician repairs the machine, he will then remove the ballots from the emergency ballot slot and scan them through with one of each inspector watching. Casting the Ballot as is.

If you are scanning an emergency ballot through and the machine will not accept it with the error of “Ambiguous Marks: please fold the ballot up and place in the “Rejected Emergency Ballots” envelope. This envelope is returned in your Supply Bag.

25

PRIMARY ELECTIONS

Only voters registered in the party having the primary, vote on primary . A voter can only vote in the party in which they are registered. When a voter comes into the polling place in addition to asking them their name and address, you will also need to ask them their party. You now will have a separate poll books for each party having a primary. They will also be color coded for you.

After the voter signs the book, you hand them the appropriate ballot according to the voter’s enrollment and record that stub number on the STUB line.

Question: A primary voter claims they are in a party other than what they are listed in the poll book? • Call the BOE to verify their enrollment • If they persist, let them vote by affidavit ballot

Primary color coded, by State Board of Election –

Color Party Green Democratic Pink Republican Gray Conservative Peach Green Tan Working Families Yellow Independence Orchid Women’s Equality Goldenrod Reform

26

WRITE-INS AT ANY ELECTION, VOTERS CAN DO A WRITE-IN. At the bottom of every race on the ballot, there is a spot for a voter to write in a name. The voter writes in their candidates name in the box and the machine will automatically scan it as a write in.

in here name Write

AFFIDAVIT BALLOTS

An Affidavit Ballot is a ballot which, once voted, goes into a special envelope (AFFIDAVIT ENVELOPE) that must be accurately and completely filled out by the voter. These ballots are not opened on election night, because the Board of Elections must conduct additional research before determining if the voter is eligible to vote in this election.

Affidavit Ballots may be used by: • Any voter whose name is missing and who claims to be a registered voter in your election district. • Voter who claims to be enrolled in a political party other than the one indicated • When a person is already registered, but had moved into your election district.

If someone comes into your polling place and you do not find their name in the book, you have had the voter spell it and you have had another inspector check for you, the very next step you are going to take is to refer to your ELECTION DISTRICT MAP. It is important that you check the map to make sure that the voter is in the correct polling place and AT THE RIGHT TABLE.

27

If you have more than one district at your polling place, DO NOT JUST HAND THE VOTER AN AFFIDAVIT BALLOT. Most voters do not have an understanding of the process and think just because they are in the correct building they can just jump in the shortest line and vote.

Sometimes, voters will tell you they already called the Board of Elections and we instructed them to vote Affidavit, just be sure they are at the correct election district.

If after checking the map, the voter belongs at another polling place, tell them where it is. If they are at the correct poll site and the correct table, they will need to do an Affidavit Ballot.

Affidavit Ballot Voters fill out envelope. a. Have the voter fill out the form. b. Make sure that the voter dates and signs it. c. Hand the voter the ballot, he/she may use a voting booth. d. After voter finishes voting, the voter folds ballot and places it inside envelope and seals the envelope. e. Voter returns envelope to you. f. Place the sealed Affidavit Ballot Envelope in the larger Affidavit Ballot Envelope.

Please do not write in the shaded Board of Elections Use Only Section

ELECTION DISTRICT MAP

The ELECTION DISTRICT MAP is an important tool at your polling place. It is so that you can determine if that voter is in the correct polling place. If a voters name can not be found in poll book, look at the map and verify they are in the correct polling place, and at the right table. If the voters address is not in your district, determine from the map their correct election district, or call the Board of Elections.

28

NAME CHANGES

If a voter has changed their name, BUT HAS NOT MOVED, they do NOT need to update their registration with the Board of Elections before being allowed to vote on the machine.

 Have the voter sign under their former name.  The voter receives a regular ballot and VOTES ON THE MACHINE!  Have the voter FILL OUT and SIGN an AFFIDAVIT ENVELOPE to update their name at the Board of Elections.

You need to make sure you leave the Board of Elections a note on your paperwork. Please note previous to current name.

ASSISTING VOTERS If a voter does not want to use the ballot marking part of the machine and prefers to vote with assistance, they can. They can have anyone of their choice except their Employer or their Union Official help them. So a spouse, parent, child, grandchild, grandparent, aunt, uncle, third cousin twice removed….. As long as it is not their Employer or Union Official. For example they have had a stroke, they have Parkinson’s, they have an injury that prevents them, whatever the reason that they cannot go in the voting booth and vote without assistance. If a voter has no one to assist them and asks for inspectors help, ONE FROM EACH PARTY MUST ASSIST! There is never an exception to this rule!!

MISCELLANEOUS ITEMS:

ABSENTEE VOTERS

A. If someone comes in and tells you that they thought they would be out of town or not able to come for whatever reason, and that they voted by an , THEY ARE ALLOWED TO VOTE IN PERSON!!!! We will not let a person vote twice. All voted absentee ballots are compared to the book to make sure they didn’t vote in person. If they did, their Absentee Ballot is pulled out and not counted.

B. You CANNOT take a voted Absentee Ballot that someone brings in for someone else. It will get to the Board of Elections too late to be counted. Tell them to bring “Aunt Sophie’s or Grandma’s” ballot to the Board of Elections before 9:00 p.m. If they insist that they are not going to bring it to us and just leave it anyway, make sure you make a note that you told them you could not take it, but they left it anyway.

29

POLL WATCHERS A POLL WATCHER MUST PRESENT A POLL WATCHERS’ CERTIFICATE to an Inspector. If they do not have one, have them call our office at 270-2990 and we will instruct them on how to obtain one.

Poll Watchers may: • Witness the opening and closing of the voting machine. • Observe proceedings – not interfere • Be given information as to who has voted • Challenge a voter for whom they believe is not qualified Poll Watchers may NOT: • Sit at the inspector table and are not members of the inspector team • Electioneer in any manner • Assist in the conduct of the election • Remove or handle any election materials

We rely on these notes to help us with the canvassing process. Any piece of information that you can jot down for us, especially when it comes to machine problems, Ballots left in voting booths, Affidavit Ballots, and suggestions on how to better prepareInspectors are greatly appreciated.
