KESz sokszorosító ELŐSZÓ Ezzel a füzettel ujabb részlete jelenik meg a "Vocabularium ab- breviaturarum bibliothecarii"c. munkának. Ez a füzet az állami hivata- lok és államközi intézmények, továbbá politikai pártok, mozgalmak és a politikát, szociológiát tanulmányozó egyesületek névröviditéseit - több mint 15 ooo tételt - tartalmazza. A közlekedési intézmények közül technikai okokból itt csak a legfontosabbakat tudtuk felvenni; ennek az anyagnak a részletes feldolgozása egy megjelenés alatt álló külön füzetben történik, amely ezen kivül a hirközlési szerveket is fel fog- ja ölelni. Mostani jegyzékünk is többéves gyűjtő- és feldolgozó munka ered- ménye; összeállításához elsősorban a most már nagyszámú nemzeti és nem- zetközi röviditésgyüjteményeket, valamint a központi periodikajegyzéke- ket használtuk fel, de sokat meritettünk különböző speciális jegyzé- kekből, sőt monográfiákból is. Gyűjtésünkben a megjelölt tárgykörben teljességre törekedtünk, s mintegy 30 nyelv röviditéseit vettük figye- lembe. Könyvtári és dokumentációs célkitűzésűnkből eredően gyüjtésünk nemcsak ma élő rövidítéseket tartalmaz, hanem a múltba is visszanyúlik, bár ilyen vonatkozásban teljességre nem törekszik. Az anyag feldolgozási módja tekintetében: az egyes rövidítéseket követi a feloldás, utána - amennyiben megállapítható volt - az illető testület székhelyének, esetleg országának megnevezése, majd annak a nyelvnek egy-két betűvel röviditett jelzése, amelyből a rövidités szár- mazik. A székhelyül szolgáló városok közül azokat, amelyek gyakrabban fordulnak elő, szintén csak egy-két betűvel jelöljük. A latinbetüs rö- vidítések feldolgozásában az egyöntetűség érdekében mi is követtük a nemzetközi röviditésgyüjteményeknek azt a gyakorlatát, hogy a partiku- lák kivételével minden szót nagy kezdőbetűvel irunk.Ha ugyanazon tes- tületnek több sziglája is van, ugy a feloldást csak egyszer adjuk, s a változatok mindegyikénél egyenlőség jellel utalunk az alapalakra. - VI.- Ha ugyanazon testületnek több nyelven van hivatalosan használt rövidí- tett neve, ugy a változatokról a különböző nyelvű rövidítések teljes felbontása mellett utalunk a főalakra. Ha valamely rövidítés a gyakor- latban változó alakkal ugyan, de azonos betüértékkel /pl. csupa nagy- betűvel vagy részben kisbetűkkel stb./ is előfordul, a különböző for- mai változatok feltüntetéséről kénytelenek voltunk lemondani. Az egész anyagot két - latin és cirillbetüs - betűrendben hozzuk. Minthogy könyvünk elsősorban magyar használók részére készült, a la- tinbetüs abc-ben megtartottuk a magyaros sajátságokat, tehát az ö_ és jü betű külön csoportban következik az o_, illetve betűk után. Ugy vél- jük, ez a betűrendi sajátosság nem fogja zavarni a külföldi használó- kat . Az un. diakritikus jeleket a betűrendi beosztásban nem vettük fi- gyelembe. A cirillbetüs betűrendben természetesen önálló csoportban szerepelnek az ukrán "i" és a szerb "j" betűvel kezdődő rövidítések. Ezt az alkalmat használjuk fel arra, hogy az eddig megjelent fü- zetek bel- és külföldi ismertetőinek őszinte köszönetet mondjunk a sok értékes megjegyzésért és tanácsért. Különösen hálásak vagyunk a "Zentralblatt für Bibliothekswesen" szerkesztőségének, amely minden fü- zetünket alapos és beható bírálatban részesítette, s ezen felül levél- ben is közölte velünk megfigyeléseit. Ugyancsak sokat köszönhetünk ed- digi füzeteink lektorainak, akik az anyag lelkiismeretes felülvizsgá- lata után értékes útbaigazításokkal tették használhatóbbá gyűjtésünket. Reméljük, hogy ujabb szerény füzetünkkel - hiányosságai és hibái mellett is - használható segédeszközt adhattunk az érdeklődők kezébe. Budapest, 1964. szeptember 15. Az összeállító Введение Настоящая брошюра является- новым разделом "Vocabularium abbreviaturarum bibliothecarii".В эту часть ВХОДЯТ сокраще- ния названий государственных и межгосударственных учрежде- ний, политических партий, движений и обществ, изучающих по- литику, социологию - больше чем 15 ООО названий. Мы должны сказать, что из транспортных учреждений, по техническим при- чинам, мы могли включить сюда только самые важные; подробную разработку такого материала содержит отдельный выпуск, в ко- торый кроме этого включаются и учреждения связи. Этот выпуск в печати. Этот наш список, так же, как и предыдущие, является ре- зультатом многолетней работы по собиранию и разработке мате- риала; при его составлении мы воспользовались национальными и интернациональными списками сокращений, которые имеются сейчас уже в большом числе, но много черпали также из раз- личных специальных списков и даже из монографий. В указанном кругу мы стремились в нашей работе к полноте сокращения на 30 языках. Вследствие наших библиотечных и документационных целей, в нашем списке содержаться не только сокращения, употребляющиеся в настоящее время, но затрагивает он и прош- лое, хотя в этом отношении к полноте не стремится. Что касается метода обработки материала: после отдель- ных сокращений следует их расшифровка, затем - если это мож- но было установить - указание города или страны местопребы- вания, а затем указание одной-двумя буквами того языка, из которого взято сокращение. Для указания тех городов, которые встречаются нам более часто, мы также использовали сокраще- ния на одну-две буквы. При расшифровке сокращений латинскими буквами, в интересах однородности, мы следовали той практи- ке международных списков сокращений, что все слова, за исклю- чением партикул, писали с заглавной буквы. Если одна и та же организация имеет несколько сокращений с различными буквен- ными обозначениями, то полную расшифровку мы дали только для одной формы, а в отношении вариантов знаком равенства указы- - VIII.- вали на те места, где можно найти их полную расшифровку. Ес- ли одна и та же организация имеет оффициальные сокращения на разных языках, тогда у вариантов при полной расшифровке сок- ращений на разных языках, укажем на основную форму. Если ка- кое-либо сокращение имеется на практике в различной форме, но с теми же буквами, /например, полностью заглавными буква- ми или частично со строчными буквами и т. д./ мы вынуждены были в нашем сборнике отказаться от приведения вариантов. Весь материал расположен по двум - латинскому и русско- му - алфавитам. Так как наша книга предназначена в первую очередь для венгерские особенности, то есть буквы "о" и "ü" следуют после "о" и "и" в качестве самостоятельных букв. По нашему мнению, эта особенность не мешает иностранным пользо- вателям. На так называемые диакритические знаки в алфавите мы не обращали внимания. В кириллическом алфавите, само со- бой разумеется, фигурируют отдельно сокращения, начинающиеся с украинского "i" и сербского "з". Воспользуемся случаем поблагодарить венгерских и загра- ничных рецензентов вышедших до сих пор выпусков нашей рабо- ты, за множество ценных замечаний и советов. Особенно благо- дарны мы редакции "Zentralblatt für Bibliothekswesen", которая глубоко и основательно критиковала каждый наш вы- пуск, но кроме того еще в письме сообщала нам свои замеча- ния. Также благодарим и лекторов предыдущих выпусков, помо- гавших нам, после добросовестного пересмотра материала, сде- лать наш сборник более годным для употребления. PREFACE This booklet, the latest issue of "Vocabularium abbreviaturarum bibliothecarii", contains more than 15,000 entries, including the ab- breviations of social,political, and sociological institutions, politi- cal parties, inter-state institutions and offices. Due to technical difficulties only the most important institutions concerned with trans- portation are included. This topic, together with organs of communica- tion, will be fully covered in a separate issue now under preparation. This work is the result of several years of collecting and proces- sing data. Primarily the numerous Hungarian and international collec- tions of abbreviations and the central periodical catalogue were em- ployed in the compilation, but use was made of various special cata- logues and even monographs. With the needs of libraries and reference work in mind, the abbreviations of thirty languages were taken

The aim of this article is to trace the most important implications of the ‘military bias’ of state authorities in the border region between the three empires (Germany, Russia and Austria – later the Austro-Hungarian Empire) which occupied the Central and Eastern part of the continent. Military authorities sometimes exercised a particularly strong infl uence upon urban policy. The two major issues addressed in this article are the fortifi cations (their creation, strengthening, and spatial development) which infl uenced urban sprawl – though perhaps not so much as is maintained in the scholarly literature – and the development of railways. The directions and tracks chosen for the railways were also infl uenced by the military plans, which in turn often differed much from the visions of the urban offi cials who made up the administration of the city. Dwight D. Eisenhower, an officer of the United States Army, was appointed Supreme Allied Commander. Eisenhower organized his staff along U.S. military lines with separate staff sections devoted to personnel (G-1), intelligence (G-2), operations (G-3), logistics (G-4) and civilian affairs (G-5). The most significant files at SHAEF were kept in the Office of the Secretary of the General Staff (SGS). The SGS office served as a type of central file for SHAEF. The highest-level documents that received the personal attention of the Supreme Allied Commander and the Chief of Staff usually ended up in the SGS files. Many of the staff sections and administrative offices at SHAEF retired material to the SGS files.

    Speakers’ Biographies Mr. Elliott Abrams is a Senior fellow for Middle Eastern studies at the Council on Foreign Relations (CFR) in Washington, DC. Mr. Abrams served as Deputy Assistant to The President and Deputy National Security Advisor in the administration of President George W. Bush, where he supervised U.S. policy in the Middle East for the White House. Prior to that Mr. Abrams served in many high ranking public service positions. Including as Assistant Secretary of State in The Reagan Administration, for which he received The Secretary of State's Distinguished Service Award from Secretary George P. Shultz. Mr. Abrams holds a BA and JD from Harvard University and an MA from The London School of Economics. Prof. Dmitry Adamsky is an Associate Professor at the Lauder School of Government, Diplomacy and Strategy, IDC Herzliya. Prof. Adamsky has been a pre- and post-doctoral fellow at Harvard University, a visiting fellow at the Institute of War and Peace Studies, Columbia University and at the Norwegian Institute for Defense Studies. His research interests include international security, strategic studies, cultural approach to international relations, modern military thought, nuclear strategy, American, Russian and Israeli national security policy. Prof. Adamsky has published on these topics in Foreign Affairs, Journal of Strategic Studies, Intelligence and National Security, Studies in Conflict and Terrorism, Journal of Cold War History, Defense and Security Studies and has contributed chapters to edited volumes and encyclopedias on modern military and international history. Prof. Adamsky's books Operation Kavkaz (Hebrew) and The Culture of Military Innovation (English/Hebrew) earned the annual (2006 and 2012) prizes for the best academic work on Israeli security.
