EXECUTIVE SUMMARY

Canberra Health Services (CHS) is focused on the delivery of high quality, effective, person centred care. It provides acute, sub-acute, primary and community‐based health services, to the Australian Capital Territory (ACT) and surrounding region - a catchment of approximately 400,000 people.

The Centenary for Women and Children provides services including obstetrics, gynaecology, neonatology and paediatrics with associated allied health and support services. Specialist services are provided for children and young people with acute and chronic conditions through paediatric medicine, rehabilitation services, oncology support and child and adolescent mental health services. A range of community-based health services are delivered through community health centres and community nursing which include women’s health, youth and early childhood.

The Executive Director (ED), Women, Youth and Children is responsible for effectively managing the strategic direction and operations across their division as well as being innovative, accountable and driving change across their service area. The ED will work collaboratively to drive patient flow initiatives to ensure consumers receive timely access to services. The ED will maintain effective linkages across CHS and other ACT services to ensure that services delivered are person and family centred.

To be a strong candidate for this role you will:

Canberra Health Services provides a range of publicly funded acute, sub-acute, primary and community-based health services to people in the Australian Capital Territory and surrounding Southern New South Wales region. These services are provided through:

Canberra Hospital A modern 600-bed tertiary hospital providing trauma services and most major medical and surgical sub-specialty services. Canberra Hospital is the largest public hospital in the region located in the suburb of Garran.

University of Canberra Hospital A dedicated and purpose-built rehabilitation, recovery and research hospital with 140 inpatient beds, 75 day places and additional outpatient services. This hospital was completed in 2018 and includes rehabilitation facilities including a hydrotherapy pool, gymnasiums and rehabilitation courtyards.

Walk-in Centres Provide free treatment for minor illness and injury for non-life-threatening injuries and illness. No appointment is needed. Walk-in Centres are located in Tuggeranong, Belconnen, , Weston Creek and the Inner North (Dickson).

Community Health Centres Six Community Health Centres provide a range of general and specialist health services to people of all ages. These include early childhood, youth and women’s health, dental health, mental health and alcohol and drug services.

The ACT Government is investing in significant health infrastructure to support the growing demand on services. The Canberra Hospital Expansion is part of our long-term plan to deliver a world-class health system for the people of the ACT and surrounding region. The Canberra Hospital Expansion includes a new Critical Services Building and an expansion of the Centenary Hospital for Women and Children.

Enabling works for the Critical Services Building has also commenced. This facility is due for completion in 2024 and will boost operating theatre numbers and inpatient capacity, significantly expand our emergency department and intensive care bed numbers which includes a 4 bed paediatric intensive care space. The Critical Services building will also include a new 51 bed Coronary Care Unit with interventional Cardiology services, integrated radiology and medical imaging facilities and new x-ray, CT and MRI equipment.

POSITION PURPOSE

The Executive Director, Women, Youth and Children is responsible for effectively managing the strategic direction and operations across their division as well as being innovative, accountable and driving change across their service area. They are accountable and responsible for implementing and driving reforms and implementing the organisation’s Corporate and Strategic Plans, which are aimed at increasing effectiveness and efficiency and implementing best practice access initiatives across CHS. The incumbent should have a detailed understanding of leadership, financial risk management, strategic direction-setting and the challenges facing modern healthcare service delivery.

KEY DUTIES AND RESPONSIBILITIES

It is expected that the Executive Director will have a unique understanding of the responsibilities and accountabilities of the role and a strategic understanding of CHS’s key priorities. The successful applicant will provide outstanding and strategically focused leadership, communicate professionally with high level internal and external stakeholders and work with flexibility, efficiency, and diplomacy within a complex team.

POSITION OVERVIEW Canberra Health Services (CHS) is focussed on the delivery of high quality, effective, person centred care. It provides acute, sub-acute, primary and community‐based health services, to the Australian Capital Territory (ACT) and surrounding region. The Executive Director will provide high level insights and guidance in the operation of patient flow systems and processes to improve access and performance and will maintain effective linkages across CHS and other ACT services to ensure they are person and family centred. The Executive Director is accountable and responsible for implementing reforms aimed at increasing effectiveness and efficiency and implementing best practice access initiatives across CHS in line with the Territory Wide Health Services Framework (TWSF); and the implementation of the Quality Strategy ensuring care

is person centred, safe, effective and high quality. This will incorporate a whole of organisation view of strategic outcomes and the program of change for CHS. As this is an operational role, the Executive Director will work autonomously in order to efficiently lead the operational services in their area of responsibility. The Executive Director reports to the Chief Operating Officer and plays a vital role as part of the organisational executive. This role will consult and engage with the Chief Operating Officer and the Chief Executive Officer on high-level operational issues and change initiatives. The role will additionally consult and liaise with the other Service Stream Executive Group Manager on demonstrating a collaborative approach to the delivery of Health services within their service stream and across Canberra Health Services.

DUTIES It is expected that the Executive Director, Women, Youth and Children will have a unique understanding of the responsibilities and accountabilities of the role and a strategic understanding of CHS’s key outcomes and will work collaboratively with the other executives across CHS. The successful applicant will provide outstanding and strategically focused leadership, communicate professionally with high level internal and external stakeholders and work with flexibility, efficiency, and diplomacy within a complex team. You will: 1. Lead and be accountable for Strategic decisions and operational service delivery for their Service Area including implementation of reforms to increase effectiveness and efficiency for the areas within the Service. 2. Ensure the highest standards of quality and safety in all services provided to improve outcomes and reduce harm. 3. Oversee the maintenance of safe facilities appropriate for the delivery of high- quality person and family centred, safe and high-quality patient care, including maintenance of infrastructure to maintain safe environments. 4. Provide high level leadership to senior management and all staff and ensure that consultation and teamwork based on the CHS values are encouraged throughout the organisation, and that teams are led and developed to be high performing. 5. Oversee Contract Management to ensure organisational efficiencies and alignment for the provision of services, relevant to the areas and services relevant to their Service area. 6. Assist the Chief Operating Officer and the Chief Executive Officer to develop and implement a reform agenda in line with organisational strategies in relation to the enhanced operational delivery of health services in line with the TWSF and the Canberra Health Services Strategic Plan. This includes establishing and maintaining partnerships with other internal and external stakeholders. 7. Facilitate system wide thinking and decision making to support the optimisation of hospital and health system performance that enable the community to access person and family centred, safe and high-quality care. 8. The Australian National University (ANU) have announced the construction of a new building that will boost the teaching, training and research presence on the hospital campus. This is a significant investment that will co-locate medical research, the use of the latest technologies and clinical teaching and training to ensure that we are placed to attract the best and brightest students and clinicians, nationally and internationally.

The University of Canberra Hospital opened in 2018 and is the largest rehabilitation centre in Canberra and surrounds. The purpose-built rehabilitation hospital includes dedicated therapy spaces, therapeutic outdoor spaces and a hydrotherapy pool. We are expanding our community Walk-in Centres with plans to have five centres in operation by the end of 2019.
