Thus, the Commission of the European Communities publ­ ishes a Monthly Bulletin on the activities of the Communi­ ties while the European Parliament issues a periodical Information Bulletin on its own activities. The Council of Ministers issues a press release after all its sessions. Its activities are also reported on in a spe­ cial section of the Bulletin of the European Communities. The Survey of European Documentation is intended to serve as a supplement to the above publications. Georges Pompidou, qui a appartenu au cabinet civil du président du GPRF, en évoque « au moins trois : le secrétariat général du Gouvernement (…), les officiers d’ordonnance ensuite (…), enfin, le Cabinet divisé lui-même en cabinet civil et cabinet militaire1 ». Seul « le Cabinet » dans toutes ses dimensions – celui du Président dont les officiers d’ordonnance, le cabinet civil et le cabinet militaire », c’est-à-dire les collaborateurs les plus directs du général de Gaulle, fait l’objet de cette étude2. Le cabinet du général de Gaulle au temps du Gouvernement provisoire de la République française à la Libération, à Paris (25 août 1944-21 janvier 1946) n’est pas terra incognita pour les historiens mais il s’agit ici, dans le cadre d’une réflexion sur les entourages politiques, de mettre l’accent sur les hommes qui le composent, leur sociologie, leur passé, leur recrutement et leur devenir3. Politique, culture, société, N°12, septembre- décembre 2010, www.histoire-politique.fr « Une prise en main rigoureuse de l’appareil d’État ? » Le pouvoir gaulliste face aux hauts fonctionnaires (1958-1962) David Valence Malgré son caractère polémique, le livre que publie en 1963 Jacques Duclos, numéro deux du Parti communiste français (PCF), sous le titre de Gaullisme, technocratie, corporatisme1 reprend un constat que formulaient beaucoup d’observateurs en ce début des années soixante : celui de l’identification du régime aux élites de la haute fonction publique2, dans un double mouvement de fonctionnarisation du politique et de politisation de l’administration. L’impression prévalait que la Ve République recrutait plus qu’auparavant ses hommes de pouvoir — ministres, élus ou membres de cabinets ministériels — au sein des élites administratives, tandis que le volontarisme du général de Gaulle contribuait à ouvrir un peu plus les carrières économiques, financières et de l’aménagement du territoire aux grands commis de l’État. Les premières années de la Ve continuent, aujourd’hui encore, d’être comprises comme l’âge d’or d’une certaine vision de l’action publique, fondée sur des analyses d’experts et conduite avec un souci maximal d’efficacité, fût-ce au détriment des préoccupations électorales. L’érection des hauts fonctionnaires en figure archétypale de la République gaullienne décourage apparemment tout questionnement sur les origines de cette identification. Comment les grands commis de l’État et le pouvoir politique en sont-ils venus à se confondre à ce point dans l’opinion publique de cette époque, alors que la IVe République avait, en apparence, permis à l’administration de conquérir une forme d’autonomie3 ?
