This scientific session tends to complete the efforts of the Romanian Ministry of Defence for integrating the Romanian Army in a knowledge- based society that has academic teaching system and scientific research as main pillars. Improving the education’s quality and competitiveness are important steps on implementing the action directions mentioned within the Bologna Process and optimising the relation between education and research and the needs of the society. The military science field requires our special attention, being considered a landmark of the Romanian Army’s transformation process, connected with the North-Atlantic Alliance and the European Union, on our attempt of adapting ourselves to the nowadays security environment, of creating and developing a security culture and community. The solutions for the actual challenges, for the dynamic transformation of the military body have to be deeply substantiated. This debate is a good opportunity for military and civilian specialists to contribute to this process. The issue of the security and stability in the Black Sea Area is very actual and very ample, as it has been taken into consideration by the whole international community. Once NATO’s borders will move to the Black Sea, and hopefully, the EU’s ones, too, this area has SECURITY AND STABILITY IN THE BLACK SEA AREA become a special one. Turning the region into an international one has to be understood by the changes in the regional security environment generated both by the obvious affiliation to the democracy’s and market economy’s values and by „frozen conflicts”, the risks, dangers, threats and vulnerabilities emerging from this space. Analyzing and clarifying these aspects may offer unique projections on the Romania’s security policy on regional initiatives and strategies, on the opportunities the Romanian state, as an active actor, has to exploit fruitfully. NATO and EU enlargements, the establishment of the US bases in Romania and Bulgaria, the possible extension of “Active Endeavour” mission within the Black Sea and strengthening the regional cooperation are the main pillars on achieving a peaceful, secure and prosperous area. The Romanian Ministry of Defence will continue ensuring the requested conditions for stimulating the creative effort in order to get the best solutions for our fully integration in NATO and EU. Therefore, the National Defence University „Carol I” and its Centre for Defence and Security Strategic Studies are very important on our way of achieving these purposes. I am sure the annual scientific session “Security and stability in the Black Sea Area” will be a successful one and I wish you all the best. I would like to address, as well, a warm welcome to the entire assistance! It is already a tradition for the Centre for Defence and Security Stra- tegic Studies from the National Defence University “Carol I” to organ- ize, every autumn, the Scientific Session. This is a scientific event of ma- jor importance for the Romanian Army and for all the factors involved in the security field. The today manifestation is, at the same time, an expression of the quality of the education, scientific research and other activities devel- oped by the University, a high standard institution that remains a role model for the scientific act within the Romanian Army. It is a fact that every scientific activity hosted under the University’s aegis becomes a deep-seated confirmation for the activities to come. It is worth mentioning that the scientific dimension plays an important role during the actual transformation process of our Army and in the Romania’s participation to the actions of the Alliance and EU. Nothing should be done by chance or conjectural. Everything should be based on a thorough scientific argumentation of the geopolitical and strategic options. The world we live in is transforming and reshaping.

Most of the great landowners chose to stay in Moldavia under Ottoman Bessarabia domination. Hence, proportionally, most of the estates sold were on the side Bucharest Peace of the country occupied by the Russian Empire. The way this process unfolded 1812 was reconstructed by Alexandru Lapedatu (1916), and the current paper brings villages a series of additions and clarifications, as well as a list, unpublished and unused small towns in the Romanian historiography, with 387 villages and parts of villages, from Moldavia left from the Pruth, sold or changed in the last two months ofthe year 1813 and in the first days of the year 1814. At the same time, this paper suggests, at a general level, the way the separation of estates and families led to the separation of Moldavia, but, at the same time, secondarily, this multitude of names of settlements and masters may be used, sometime in the future, to the elaboration of a historical and toponymic study of the localities from the left of the Pruth, following the model of the one elaborated for the localities on the right bank of the Pruth by the toponymy collective with the “A.

Ideea de fi avut loc un eveniment semnificativ calculator programabil, cu programele ºi neaºteptat: într-uun „plebiscit” plasate alãturi de date (de aici organizat pe internet, s-aau cãutat vulnerabilitatea la viruºi), cu sistemul cele mai importante descoperiri de operare ca metaprogram care ºtiinþifico-ttehnice britanice. Certain internal legal documents important for the history of Romania will be also introduced. The first document presented at the beginning of this research will be the Decree no. 3631 regarding the validation of the Unification of Basarabia, Bukovina and Transylvania with Romania, on 24th of December 1918. One of the last treaties will be The Treaty of Accession 2005 which is an agreement between the member states of European Union and Bulgaria and Romania, which entered into force on 1 January 2007. Between the two documents, almost 100 years of history are comprised. The main method of research used in drafting this study is the content analysis – simple or comparative, as the case may be – approached in a manner specific to the research in the field of social-human sciences, respectively in the field of legal sciences and history. Therefore, this analysis is mainly qualitative (broadly speaking) and less quantitative, a few statistic aspects being however emphasized where they are naturally completing the analysis of some qualitative aspects.

GIURESCU (Bucharest, Romania) Romania and the Crisis of 1876-78 in Southeastern Europe The uprising in Bosnia and Hercegovina during 1875-76, followed by the Bulgarian revolt, attracted the attention of the European powers to Southeast- ern Europe. At that time Romania's de facto position reflected the entire ev- olution of the Romanian nation, while its de jure position had been establish- ed by the Paris Peace Treaty of 1856, the Paris Convention of 1858, and subsequent amendments. Founded in the fourteenth century, Wallachia and Moldavia enjoyed un- broken political continuity until 1859-61 when the two states joined as the United Principalities of Romania. This continuity subsisted despite over four hundred years of Ottoman suzerainty which, on the one hand, had gradually restricted the two countries' rights-primarily in foreign relations-and had forced repeated territorial losses on the Romanians. On the other hand, Otto- man suzerainty was for Romanians a means of maintaining their individuality and autonomy-with a territory, boundaries, and a customs system of their own; with a distinct social and economic structure ; with specific administra- tive and state institutions; and with a specific cultural heritage and creativity. Their uninterrupted political existence for over 550 years is the distinctive trait of Romania's role in European history. This was the foundation for the establishment and development of modern Romania. During the nineteenth century, a number of rights were gradually restored to Romanians. The revolution of 1821 in Wallachia was an integral part of the revolutionary movements that marked the history of Spain, Portugal, Italy, Serbia, and Greece in the 1820s and 1830s.
