Introduction

The Jeanne Clery Disclosure of Campus Security Police and Campus Crime Statistics Act (commonly known as the Clery Act; formerly the Campus Security Act) is a federal law that requires institutions of higher education (colleges and universities) in the to disclose campus security information including crime statistics for the campus and surrounding areas. Congress first enacted it in 1990. In 1986 Jeanne Clery, a freshman at Pennsylvania's Lehigh University, was sexually assaulted and murdered in her campus residence hall room by another student. Her school had not informed students about 38 violent crimes on campus in the three years preceding her murder. Jeanne Clery’s parents, Connie & Howard, led the crusade to enact the original Campus Security Act. In 1998, Congress formally named the law in memory of Jeanne Clery. The information and statistics contained in this publication are being presented in compliance with The Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act. The Director for Campus Security is the individual who creates the Annual Security Report and submits the crime statistics to the Department of Education. This person also publishes this information to inform members of the campus community (faculty, staff, students, and visitors) and other interested third parties of incidents of crime on or around campus properties and to educate them in effective crime prevention and safety measures so that they can make informed decisions relative to their safety while on our campus. The crime statistics reflect incidents that occurred on any LCCC campus or on public property contiguous to our campus properties during the years 2016-2018. Campus properties include: · LCCC Elyria Campus 1005 N. Abbe Rd., Elyria, · LCCC Learning Center at Lorain City Center 201 West Erie Ave, Lorain, Ohio · LCCC Community Learning Center at Lorain High 2600 Ashland Ave, Lorain, Ohio · LCCC Wellington Learning Center 151 Commerce Dr., Wellington, Ohio · LCCC University Partnership Ridge Campus 32121 Lorain Rd., North Ridgeville, Ohio

Lorain County Community College Senior Administration along with Campus Security will, in a timely manner, process the information and determine whether the crime is an on-going threat or one-time occurrence and the degree that it will impact campus safety. If it is determined that there is a continual threat, Campus Security will disseminate information to the campus community using the LiveSafe mobile application, employee email, student email, and the College's Website at www.lorainccc.edu. If more information becomes available after the initial report, updates will be sent in a timely matter. The names of victims of the reported crime will be held confidential.

2019 Security Report 9 | P a g e

The type of information to be disseminated will include when and where the crime occurred, what type of crime was reported, and safety tips for individuals that may be affected. If any member of the campus community knows of a crime or observes another serious incident on or near a campus property, they should report it as soon as possible to the Campus Security department (440-366-4444) or call 9-1-1. In the event information is received that it would be appropriate to send a timely warning notice to specific segment of the our campus community (Examples: Learning Center, Faculty/Staff only, etc.) Campus Security will use available methods to communicate to that specific group. Federal law requires that all crimes reported to any Campus Security Authority be included in the College's statistics and evaluated relative to the College’s timely warning policy and emergency notification policy statement. Reporting the crime to a CSA does not mean there must be a criminal investigation and prosecution. Lorain County Community College does have professional mental health counselors on staff. They are excluded from the mandatory reporting requirement; however, the College encourages such mental health professionals to, when they believe it appropriate, inform the person being counseled of procedures to report crimes on a voluntary, confidential basis for the safety of the campus and inclusion in the annual report. The person can also be offered other resources available to assist them such as Women’s Link, Nord Sexual Assault Services, Genesis House, etc.

Emergency Notification Policy Statement LCCC has implemented a comprehensive Emergency Notification System (ENS) that can alert and inform campus community members in the event an imminent threat to campus health and safety is reported. Campus Security personnel will determine what actions need to be taken by the campus community if an emergency is reported and is ongoing on or near one of the campus properties. A decision will be based on known information. This could include evacuation of campus buildings, sheltering in place, or moving to a specific part of the campus to avoid the hazardous area. This is determined on a case by case basis. The safety of the campus will be considered during this process. If Campus Security personnel believe an emergency exists threatening the health and safety of campus community members, emergency notifications will be disseminated without delay via the LiveSafe mobile application, employee email, student email, the campus internal public address system, the external siren, College’s website at www.lorainccc.edu, and any other available methods. The on-duty Campus Security personnel will determine the content of the emergency notification and select the most appropriate method(s) for disseminating the information. As quickly as possible and without delay, Campus Security personnel will initiate the emergency notification system messaging unless issuing a notification would compromise efforts to assist victims or to contain, respond to, or otherwise mitigate the emergency.

2019 Security Report 11 | P a g e
