COUNCIL, 28 SEPTEMBER 2017 : WRITTEN QUESTIONS CHAIR OF PUBLIC PROTECTION COMMITTEE (COUNCILLOR JACKIE PARRY) W1 WRITTEN QUESTION FROM COUNTY COUNCILLOR DE’ATH A cross-party group of MPs are lobbying Transport for London to ban the company Uber from the UK capital. The MPs allege Uber is endangering the public, pointing to claims that the firm's drivers carry out a sexual assault every 11 days. The Metropolitan Police have also accused the taxi firm of not reporting all alleged sexual assaults by drivers on passengers. The MPs also argue that the company mistreats its workers, paying them as little as £2 per hour and accuse Uber of not paying VAT on its rides, allegedly escaping £40million in taxes. In a letter on behalf of the group of MPs sent to the head of Transport for London calling for Uber’s operating license not to be extended, Ilford North MP Wes Streeting said: "The safety of Londoners must be at the forefront of decisions taken about the taxi and private hire industry in our capital city. We do not believe that Uber has shown itself to be a fit and proper operator." In light of these developments, what is Cardiff Council’s position on the desirability of Uber operating in the Welsh capital and is the authority considering lobbying to have Uber’s operating license discontinued here? Reply Uber Britannia Ltd was issued with a private hire operator licence by the Council in September 2016 and the current licence remains in force for a maximum of five years. In issuing any operator licence, the Council has to be satisfied that the applicant is fit and proper to hold the licence. -

DNITY PLANNNG BRIEFING Community Planning Quarterly Briefing October to December 08 This is a quarterly briefing designed to give everyone involved in the community planning process across the Caerphilly County Borough, as well as wider audiences, an overview of progress on the Community Strategy. Information has been supplied by each of the co-ordinators leading on different themes of the Community Strategy. Community Planning (Jackie Dix, Alison Palmer) [email protected] Caerphilly Local Service Board (LSB) The LSB has endorsed a research report and strategy it has commissioned on developing Shared Approaches to Citizen Engagement. This work is to be rolled out across the borough through a multi-agency group. Juliet Martinez, Welsh Assembly Government, has spoken to the LSB on the Wales Spatial Plan (WSP). The WSP is an overarching framework document and an integration tool for policy and investment. It shapes the Welsh Assembly Government’s national policy and sets a regional context for local plans and policies and the work of LSBs. Colin Palfrey, Cllr Lindsay Whittle and Chief Superintendent Alun Thomas from the LSB gave evidence to the National Assembly for Wales Health, Wellbeing and Local Government Inquiry into local service boards in September. The message from the Inquiry has been positive to the benefits of the LSB approach. Religion, the Rule of Law and Discrimination Transcript Date: Thursday, 26 June 2014 - 6:00PM Location: Barnard's Inn Hall 26 June 2014 Religion, the Rule of Law and Discrimination The Rt Hon. Sir Terence Etherton Chancellor of the High Court of England and Wales 1. One of the most difficult and contentious areas of our law today is the resolution of disputes generated by a conflict between, on the one hand, the religious beliefs of an individual and, on the other hand, actions which that individual is required to take, whether that requirement is by a public body, a private employer or another individual. The problem is particularly acute where the conflict is directly or indirectly between one individual’s religious beliefs and another’s non-religious human rights.[1] 2. It is a subject that affects many countries as they have become more liberal, multicultural and secular.[2] The issues in countries which are members of the Council of Europe and of the European Union, like England and Wales, are affected by European jurisprudence as well as national law. The development of the law in England is of particular interest because the Protestant Church is the established Church of England but the protection for secular and other non-Protestant minorities has progressed at a pace and in a way that would have been beyond the comprehension of most members of society, including judges and politicians, before the Second World War. 3. This subject is large and complex and the law relevant to it is growing at a remarkably fast pace.[3] For the purpose of legal commentary, it falls naturally into two parts: (1) tracing the legal history and reasons for the developments I have mentioned, and (2) analysing the modern jurisprudence. -

Cross Party Group on the UK Changing Union Annual Report and Financial Statement July 2014 Foreword: David Melding AM (Chair) The Cross Party Group on the UK Changing Union aims to facilitate debates in the National Assembly on the different territorial devolution debates taking place in the United Kingdom, and their impact upon Wales. During the year the group looked at the impact of the Scottish referendum on Wales, what is happening in Scotland with the independence referendum, constitutional conventions, and fiscal and welfare devolution in the UK. As Chair of the Cross Party Group I am grateful to all the Assembly Members who have supported our work.
