    3 Traditional forms of power tantalizing shreds of evidence It has so far been shown how external forces influenced the course of events on Timor until circa 1640, and how Timor can be situated in a regional and even global context. Before proceeding with an analysis of how Europeans established direct power in the 1640s and 1650s, it will be necessary to take a closer look at the type of society that was found on the island. What were the ‘traditional’ political hierarchies like? How was power executed before the onset of a direct European influence? In spite of all the travel accounts and colonial and mission- ary reports, the seventeenth- and eighteenth-century source material for this region is not rich in ethnographic detail. The aim of the writers was to discuss matters related to the execution of colonial policy and trade, not to provide information about local culture. Occasionally, there are fragments about how the indigenous society functioned, but in order to progress we have to compare these shreds of evidence with later source material. Academically grounded ethnographies only developed in the nineteenth century, but we do possess a certain body of writing from the last 200 years carried out by Western and, later, indigenous observers. Nevertheless, such a comparison must be applied with cau- tion. Society during the last two centuries was not identical to that of the early colonial period, and may have been substantially different in a number of respects. Although Timorese society was low-technology and apparently slow-changing until recently, the changing power rela- tions, the dissemination of firearms, the introduction of new crops, and so on, all had an impact – whether direct or indirect – on the struc- ture of society.

    Djakariah, Sejarah Kejayaan Kerajaan Amarasi 1826-1951 ISSN: 1857-2257, Vol. 17 No. 2 Desember 2020 Sejarah Kejayaan Kerajaan Amarasi 1826 – 1951 Djakariah Dosen Prodi Pendidikan Sejarah FKIP Undana ABSTRAK Tujuan penulisan ini untuk mengungkapkan sejarah Kerajaan Amarasi pada tahun 1926 – 1951 dalam bidang ekonomi dan politik.Lokasi penelitian ini di Kelurahan Teunbaun. Penentuan informan dilakukan dengan cara snowball sampling.Sumber data yang digunakan meliputi sumber data primer dan sumbaer data sekunder. Data dikumpulkan dengan cara wawancara, observasi, dan studi dokumen. Data dianalisis dengan metode sejarah. Hasil penelitian menunjukkan (1) Sejarah Kerajaan Amarasi pada masa VOC Belanda penuh dengan perjuangan melawan VOC Belanda yang berkedudukan di Kupang. VOC Belanda di Kupang.perlawanan baru berhenti setelah perang di Pahlumn, Raja Amarasi Don Alfonso berhasil ditawan Belanda pada tahun 175i. Dengan kekalahan Raja Don Alfonso maka mulai sejak itu Belanda mulai menjajah Kerajaan Amarasi. Sebagai penjajah Belanda melakukan dominasi politik, eksploitasi ekonomi, dan penetrasi budaya terhadap Kerajaan Amarasi, dan (2) Pada tahun 1926 sampai tahun 1951 Kerajaan Amarasi dipimpin oleh Raja Hendrik Arnold Koroh yang memajukan kerajaannya maupun untuk memajukan seluruh pulau Timor, serta perjuangan untuk terwujudnya negara Kesatuan Republik Indonesia. Kata Kunci: sejarah, kerajaan, Amarasi Di PulauTimor terdapat beberapa kerajaan Menurut Parera (1994: 274) Kerajaan besar sepertikerajaan Wesei Wehali, Jenilu, Amarasi didirikan oleh Usif Maubesi dari Fehalaran, Lidak, Insana, Miomaffo, Biboki, Belu yang tidak mempunyai keturunan. Ia Amanuban, Amanatun, Molo, Anfoang, memungut seorang bayidi bawah pohon Sonbai, Amarasi, dan Kerajaan rasi, lalu dijadikannya anak dan dinamakan Kupang.Salah satu kerajaan yang banyak Nai Rasi serta kerajaannya dinamakan melakukan perlawanan terhadap Belanda Amarasi.

    Lords of the land, lords sea Lords of the land, lords of the sea 1600-1800 and adaptation in early colonial Timor, Conflict Conflict and adaptation in early colonial Timor, 1600-1800 European traders and soldiers established a foothold on Timor in the course of the seventeenth century, motivated by the quest for the commercially vital sandalwood and the intense competition between the Dutch and the Portuguese. Lords of the land, lords of the sea focuses on two centuries of contacts between the indigenous polities on Timor and the early colonials, and covers the period 1600-1800. In contrast with most previous studies, the book treats Timor as a historical region in its own right, using a wide array of Dutch, Portuguese and other original sources, which are compared with the comprehensive corpus of oral tradition recorded on the island. From this rich material, a lively picture emerges of life and death in early Timorese society, the forms of trade, slavery, warfare, alliances, social life. The investigation demonstrates that the European groups, although having a role as ordering political forces, were only part of the political landscape of Timor. They relied on alliances where the distinction between ally and vassal was moot, and led to frequent conflicts and uprisings. During a slow and complicated process, the often turbulent political conditions involving Europeans, Eurasians, and Hans Hägerdal Timorese polities, paved the way for the later division of Timor into two spheres of roughly equal size. Hans Hägerdal (1960) is a Senior Lecturer in History at the Linnaeus University, Sweden. He has written extensively on East and Southeast Asian history.

    STEVEN FARRAM Usi Lan Ai: the raja who died by fire The death of Raja Bil Nope in Netherlands Timor, 1910 Introduction In the latter half of the nineteenth century the Dutch administration in the Neth- erlands Indies adopted a policy of ‘abstention’ or non-interference with the many native domains throughout the archipelago. In Netherlands Timor this meant in effect that the majority of the territory was under complete Timorese control. In the early twentieth century, however, this policy was overturned and the Dutch actively set out to confirm their authority throughout the Neth- erlands Indies. This change in policy had dire consequences for many of the indigenous rulers in Netherlands Timor and led to the virtual destruction of the once great Sonbai kingdom during the ensuing pacificatie or pacification campaigns. Other rulers, however, found that by allying themselves with the Dutch they could strengthen their positions and rid themselves of rivals, both from within and outside their kingdoms. Such was the case of the keizer of Amanuban, Hau Sufa Leu, also known as Raja Bil Nope, who welcomed the Dutch into his kingdom in 1906. By 1910, however, Bil Nope was totally dis- enchanted with the Dutch administration and rose in revolt, vowing that he would rather die in battle than continue to suffer the humiliations brought on him by Dutch rule. In October 1910 Bil Nope and a handful of loyal follow- ers barricaded themselves in the raja’s sonaf (palace) and engaged the Dutch forces outside in a gun battle. Bil Nope and all who remained with him were killed when the palace was set on fire and burnt to the ground.

    International Journal of Business, Economics and Law, Vol. 21, Issue 5 (April) ISSN 2289-1552 2020 DELIVERY OF LAND RIGHTS TO LAND FOR DEVELOPMENT OF PUBLIC INTEREST IN KUPANG CITY Umbu Lily Pekuwali ABSTRACT This paper emphasizes the polemic on the land phenomenon with the label of customary rights which is always a problem in Kupang City. Before there was a surrender of development in the public interest nobody questioned the existence of customary rights. However, after the surrender of the land for development in the public interest there are still parties in the name of ownership of customary rights in order to question ownership of their customary rights. This paper highlights the main problem studied in the form of how the surrender of customary rights over land for development in the public interest? and why is there a polemic on customary land rights for development in the public interest in Kupang City? The method used in this study includes nominative juridical research and empirical legal research in which the writer studies and analyzes it qualitatively. Research results show that the transfer of customary rights to land is done in a final manner between the holders of customary rights to land both communally (ulayat) and individually. However, the surrender was not followed by written evidence so that it was customary to apply immediately. So that the customary rights of the people of Kupang City over the relevant customary law land has been completed after the city of Kupang was formed. So that the customary tenure rights to land no longer exist.

    The Newsletter | No.70 | Spring 2015 The Network | 43 Unfortunately, from the original documents earlier kept New discoveries on Southeast Asia’s maritime in palaces [kratons] and fortifi ed settlements [banteng] almost nothing has survived. What is left are rather small library collections of original Malay, Minangkabau, Javanese or Buginese and diplomatic history 1600-1800 manuscripts, many of them not much older than the eighteenth century. These have been professionally catalogued by outstand- Hendrik E. Niemeijer ing historians and curators, such as Pieter Voorhoeve, Merle C. Ricklefs, Edwin P. Wieringa, Ben Arps and Annabel Teh Gallop. After an initial analysis of the Daily Journals of Batavia Castle it became clear that the number of letters that were inserted in this series surpass all other known collections of commensurate size in Asia. The fi rst stage, involving a database of 4,423 letters covering the years 1683-1743 was published on the Sejarah Nusantara website in December 2014. This database was con- structed by two students from Leiden University’s Department of History, Simon Kemper and Maarten Manse. All names of the letter senders, including 690 names of regional rulers – some of them hitherto unknown – have been processed ruler by ruler. The second stage of the project in 2015 will result in the completion of the database, including all letters inserted in the Daily Journals from the earlier 1624-1682 period and the second half of the eighteenth century. This last part will off er quite a few surprises. During the administrative reforms of Governor- General W.G. van Imhoff (in offi ce 1743-1750) it was decided to discontinue the insertion of translated letters into the Daily Journals.

    6 Kupang and the fi ve loyal allies, 1658-1700s the formation of the five allies The Dutch post in Kupang was typical of the fortified trading offices that dotted the map of maritime Southeast Asia. It was a coastal stronghold situated by a river, which had an inter-dependent relationship with the local inhabitants populating the hinterland. A fortress strong enough to deter local adversaries housed a rudimentary administration staff that attempted to follow the statutes and orders from Batavia as well as it could, considering the limited resources available. The commander, or opperhoofd, headed a council consisting of four trusted Dutchmen, and managed both the administrative and purely commercial affairs. The commercial side of his duties was accentuated by the fact that along with his position as opperhoofd, he was also onderkoopman (under-merchant). The opperhoofden were normally appointed by Batavia, and for the most part were people with no previous experience of Timor. However, mortality rates were high at this distant post as there were illnesses from which the Dutchmen were unable to protect themselves. Many opperhoofden died in office after a few years or even months, and were succeeded by a locally residing Dutchman, the second in command, on a temporary basis. All this did little to foster continuity in Fort Concordia, whose soldiers could usually be counted in numbers of two digits. Rather, such continuity would be found among the allied princes on Timor and Solor. In line with the usual lines of development for VOC offices, a small settlement slowly evolved around Fort Concordia, which hardly seemed to merit the name ‘town’ until late in the eighteenth century.

Kemakmuran dari perdagangan cendana menjadi modal dasar perluasan kekuasaan.
