3a: How often has your community coalition met during the past 12 months? Attach any relevant meeting agenda, minutes, annual report and any other relevant documents that demonstrate the operation of your intersectoral leadership group over the past year. The meeting of promotion organization is held once a year (as shown in Attachment---2010 The Meeting Records of All Group Heads). In addition, the operation center pays monthly regular visits to all promotion committee to listen to their opinions. Moreover, the operation center assembles its job review meetings and holds the conferences for all service spots of care for senior citizens and foreign spouses under the request of Hualien County Government in a monthly manner.

A. The Soil and Water Reservation Bureau, Council of Agriculture sponsored the community NTD 24,000,000 to improve the infrastructure of roads, sewerage, park trails. B. Hao Ran Foundation sponsored the community NTD 250,000 to pay foreign spouses home visits to assist them in adjusting to the life in Taiwan.

Criteria 2 – Sustainable programs 4: Over the past 12 months have there been any changes to your working groups/priority areas? Since the elections of representatives and heads of townships, cities, and villages took place this year and there were some personnel changes regarding school principals and heads of institutions, many promotion committee members changed. Moreover, after the former head of Shoufeng Township, Mrs. Mei-Shu Qiu, fell out of this election, the position of host was then filled by the newly-elected head of Township, Mr. Huai-Min Zhang. However, Mr. Zhang was now under custody because of his seeming involvement in bribery. In this case, Mr. Deng-Wang Huang was designated by the county government to serve as the deputy head of township for now. Since it is unlikely to gather all promotion committee members, the meeting was held only once in the past year. Fortunately, the promotion committee has established an executive center of safety promotion, which is now managed by Hualien County Nou-Li InterCommunity Association. The monthly regular work meetings are assembled by this executive center and the commissioners of safe community will pay regular visits to all promotion committee members to pass on information and to collect their opinions. Therefore, the overall operation of the organization is not affected. 5: Please list at least three success stories from your program over the past 12 months? Provide details (e.g. what was the nature of the success, did it advance partnerships/relationships, ability to attract funds and what outcomes were achieved):

(1) The ditch in front of Fengtian Train Station used to flood, which seriously affected residents’ life and safety. After acquiring the approval of Construction Section, Hualien Train Station and the funds contributed by the Hualien Branch Office of Soil and Water Conservation Bureau, Council of Agriculture, the ditch was improved and the parking lot in front of the train station was also changed into a recreation area for local residents.

(3) The promotion committee has dedicated itself to caring for the life of foreign spouses for a long time. Thanks to the recommendation of the Social Section of Hualien County Government, Hao Ran Foundation decided to sponsor the community NTD 250,000 so that it can proceed with its home service for foreign spouses.

Criteria 3 – High risk groups & environments 6: Over the past 12 months, please specify what high risk groups/environments has your ISC focused on anddetails of outcomes achieved?

(1) Home meal delivery services for senior citizens who live alone (the yearly number of serving times: 55 households/ 34,000 meals) and home visits to review the health and living safety of senior citizens over 65 (86 households/ 12 times).

(2) Assist foreign spouses to adjust to the local life, drivers’ license (motorcycle) tests, monthly home care visits (households of service: 120).

(3) Educate, concern, and care for children and teenagers of high risk families (45 persons). (4) Safety patrolling in the woods of Mt. Peinao (once per week) and report cultivating lands to the Competent Authority.

(5) Install traffic reflective bars in places where injury cases are prone to take place so as to lower the cases of motorcycle injuries.

Criteria 4– Injury data 7: Over the past 12 months, have you analyzed any injury/crime data? The injury analyzes annually, data from the interviews conducted with the promotion committee members and a great number of households and the information provided by Shoufeng Fire Station, Shoufeng Household Registration Office, Fengtian Police Station, and schools of all levels. After compiling and analyzing the data, related safety promotion projects are as following:

(1) Construction to treat flood in the community. (2) Construction to improve road safety. (3) Construction to improve the environment and safety of public devices (e.g. park). (4) Project to assist foreign spouses to adjust to the local life. (5) Project of care for senior citizens. (6) Project of children education and care. (7) Project of environment patrolling. (8) Project to hold seminars of school safety education and to make the emergency contact cards for children and teenagers.

(9) Project to improve messy and idle space. ◎ Emergency Contact Card for Children and Teenagers: The cards are distributed to every primary and secondary school students in the community so that they will know where to turn to if they need assistance. Students are also instructed how to use the card in class.

(3)Home visits and survey on the living demand of foreign spouses in the village to draw up the promotion project (as shown in Appendix 4). ◎ Home visits and the survey on the living demand of foreign spouses: There are 122 interviewees in total. They are classified into four levels: firstly, highly attention (16 people); secondly, intermediate attention (30 people); thirdly, provide information (50 people); and fourthly, others (26 people). These foreign spouses are cared for in accordance with the classification and their various needs. Moreover, it will be easier to keep records. The group needs highly attention: Most interviewees classified as highly attention have a hard time adjusting to the life in Hualien or have financial difficulties, which require the consultation of social welfare institutions. There are 16 cases of this level. Through interviews and analysis, we may discover many high-profile issues related to foreign spouses such as poor husband and wife relationship, family financial difficulty, identification cards, family relationship, and child education. For the general public, these issues may be commonly seen on TV in Taiwan; however, they are dearly urgent issues for interviewees. After the discussion among interviewers and the supervisor, we believe that this group needs highly intensive visits and care. Therefore, it is decided visits shall be paid once a week to help them deal with urgent problems and evaluate the necessity to transfer the case to relevant official organizations for help.

The group needs intermediate attention: In home visits, it happens sometimes that the interviewee is not home, cannot be got hold of, or the interviewee is not the foreign spouse in person. Based on aforementioned cases, our approaches of handling are illustrated as follows: Home visit once in two Nobody home weeks to be the Phone reference for handling initial visit interview the case Interview neighbors or other family members instead Foreign spouses classified as the group needs intermediate attention include those who cannot be got hold of in person and those who may hide something from our interviewers or have ambiguous statement. For the foreign spouses who do not know their living environment so well, it is necessary to pay them home visits once in two weeks so as to assist them in adjusting to the local life and to keep records of their adjustment to provide them with complete service. The group needs information: Although nearly all foreign spouses have some difficulties fitting in with the local life, it is undeniable that many of them are still trying to overcome all sorts of problems with their families. Therefore, foreign spouses of this level have little difficulty adjusting to the local life. However, we cannot exclude this group from our service. In addition to feeling happy for them, the committee dedicates itself to providing them with necessary information so that they can get life and emotional support in Taiwan. Others: The fourth level is the group of others. In this group, we include foreign spouses who have divorced their husbands or moved away with their husbands but left their children behind. Therefore, we removed them from our home visit list and reported them to the Competent Authority. For those children left behind, the committee will visit them regularly to make sure they are well taken care of.

Criteria 6– Networks 9: Over the past 12 months, have members of your ISC participated in: (1)International Network meetings The committee took part in the seminar of International Safe Community held in Korea on Mar. 24th, 2010 and released the paper regarding GIS safe community operation. International Cooperation and Development Fund invited representatives from 22 countries to visit the community and share their experience. (2)National Network meetings The committee took part in the seminar of safe community held by Taiwan Community Safety Promotion Center on Jun. 28th and 29th, 2010. The committee took part in the workshop of community health evaluation held by the Bureau of Health Promotion, Department of Health on Aug. 31st. The committee took part in the seminar of senior citizens’ safety promotion held by Taiwanese Community Safety Promotion Center on Oct. 2nd, 2010. (3) Local Network meetings The committee takes part in the regular meetings on caring for senior citizens and foreign spouses in a monthly manner held by the Department of Social Affairs, Hualien County Government. The committee took part in the Project Presentation of Healthy Workplace and Safe Community Certification held by the Public Health Department, Hualien County Government on Dec. 1st.

Final comments: 10: Over the past 12 months, what have been some of the biggest challenges to your ISC and what steps have you taken to address these? The personnel changes made the promotion committee unable to assemble its regular work review meetings. Thanks to the operation center, which was in charge of sending commissioners to visit promotion committee members respectively to pass on information and to collect their ideas, the overall work of promotion is not affected.

11: Over the past 12 months, what have been some of the biggest opportunities for your ISC and what steps have you taken to sustain them? The committee paid home visits to collect residents’ opinions on issues of community safety. After evaluating those issues, the committee proposed practical projects to improve urgent and important cases. Since the projects were widely recognized and supported by a number of relevant organizations, the committee was funded to complete these projects in the past year.

12: Finally, are there any other comments you would like to make about either your ISC or the wider ISC network (e.g. Include any comments about how you see the ISC Network better serving the members of the network). After years of promotion, the current network of safe community has various promotion projects to meet the needs of different issues. Although the establishment of an overall safety promotion system is highly valued by residents and all organizations, how to implement the mechanism of safety promotion in such a vast place will be a matter of concern for everybody.
