Roeslan Abdulgani ..............................................................* 131 PENGANTAR KATA DARI PENJUSUN Dengan penuh kegembiraan dan semangat kami sambut dan kami laksanakan tugas jang diberikan oleh Lembaga Pembinaan Kesatuan Bangsa untuk menjusun Brosur ini, agar supaia dapat dipergunakan sebagai bahan tambahan indoktrinasi dibidang nation-building dan character-building. Dengan Keputusan Prcsiden Republik Indonesia No. 140 tahun 1963 dibe.ntuklah Lembaga Pembinaan Kesatuan Bangsa dengan Tugas Pokok : "Mengusahakan Pembinaan Kesatuan Bangsa dian- tara golongan2 warganegara Indonesia, sehingga Bangsa Indonesia merupakan bangsa jang bulat, tunggal dan kokoh-kuat, sesuai dengan tudjuan revolusi Indonesia, Masjarakat adil dan m akm ur-' Djalan jang ditentukan untuk melaksanakan Tugas Pokok itu antara lain jalah : ,,Memberikan .penerangan/indoktrinasi jang intensip dan berentjana kepada masjarakat jang seluas-luasnja ten- tang mutlaknja penjatuan Bangsa Indonesia dengan djalan pem- bauran (assimilasi) dan menghilangkan sifat serta tjara hidup jang menjendiri (eksklusivisme)”. Karena itu perlulah adanja Brosur pegangan dalam bidang ini bagi petuga^2 jang bersangkutan chususnja dan bagi Kader Bangsa dan Rakjat Indonesia pada umumnja, sebagai bekal perdjalanan dalam menunaikan sebagian tugas mentjapai tudjuan revolusi Indonesia mengemban A m an at Penderitaan Rakjat menudju Masjarakat adil dan makmur. Dikeluarkannja amanat Pemimpin Besar Revolusi tgl. 15 Djuli 1963 <dan> ditetapkanrtja L.P.K.B. sebagai alat pemerintah, dus 'djuga alat revolusi resmi dengan Keputusan Presiden No. 140/1963 dimana dengan tegas djuga dinjatakan bahwa politik Pemimpin Besar Revolusi ditudjukan untuk rriemperlantjar proses assimilasi dalam usaha membina persatuan dan keutuhan bangsa dalam rang- ka nation-building dan charactef-building Indonesia, telah mem- bawa pengaruh jang positip untuk meredakan suara-suara contra assimilasi dan contra L.P/K.B. Namun begitu masih terasa adanja suasana assimilasi-phobi dan L.P.K.B.-phobi jclng disebabkan oleh penerangan-penerangan golongan-golongan jang,hendak memberi kesan seolah-blah pemerintah hendak memaksakan kawin tjam- puran, ganti agama, ganti nama dalam rangka ,.assimilasi total/ paksa’’ dengan L.P.K.B. sebagai alatnja ! Bagi mereka jang pandai mengikuti seluruh kebidjaksanaan Pemimpin Besar Revolusi dalam usahanja untuk mentjapai masja- rakat adil dan makmur atau sosialisme Pantja-Sila djelaslah bahwa penerangan-penerangan sematjam itu sangat merugikan djalannja revolusi. Masjarakat akan mendjadi bingung dan kehilangan ke- pertjajaan terhadap Pemimpin Besar Revolusi serta alat-alat pem- bantunja. Oleh karena itulah buku ini adalah sangat perlu dan penting sekali unttik mendjelaskan kepada masjarakat apa sebenarnja jang dimaksud oleh pemerintah dengan assimilasi dan apa maksud dan tudjuan dari L.P.K.B. dalam rangka penjelesaian revolusi kita. Melantjarkan proses assimilasi, pembauran atau pengleburan tak ada sangkut pautnja langsung dengan perkawinan, melainkan terutama dengan penjesuaian diri dari djiwa seseorangNdalam alam kebudajaan, alam fikiran Indonesia. Suatu sikap dan tjara hidup Indonesia jang walaupun beraneka warna dan banjak tjoraknja, toh tetap ,,chas Indonesia”. Inilah merupakan inti masalahnja. Seperti ditegaskan oleh Jang Mulia Dr. H. Roeslan Abdulgani "masalah assimilasi meliputi bidang-bidang Politik, sosial, ekonomi kebudajaan dan terutama pendidikan”. Mendidik adalah tugas untuk membentuk djiwa, alam fikiran dan tjara hidu$ seseorang. Oleh karena itu seperti djuga ditegaskan oleh Pak Roeslan, maka soal kawin, soal agama dan nama adalah semata-mata urusan pribadi jang bukan termasuk tugas L.P.K.B. Tugas L.P.K.B. sebagarmana dikehendaki oleh Paduka Jang Mulia meliputi 3 bidang pokok jaitu : a. masalah minoritgs' keturunan asing, b. masalah sukuisme dan provinsialisme, c. masalah phobi-phobian. Dalam menghadapi tiga masalah pokok tersebut maka fungsi L.P.K.B. adalah : 1. sebagai alat penerangan dan indoktrinasi, 2. sebagai alat untuk menilai keadaan dan me'mberikan usul2 kepada pedjabat-pedjabat jang berwenang untuk menjele- saikan segala sesuatu jang berkenaan dengan 3 masalah pokok tersebut diatas, 3. sebagai alat untuk mentjiptakan suasana dan faktor-faktor positip dan meniadakan suasana dan faktor-faktor negatip terhadap 3 masalah pokok tersebut diatas. Penegasan ini perlu diberikan agar chalajak ramai djangan lagi dibingungkan cleh pelbagai matjam penerangan. Mudah-mudahan dengan terbitnja buku ini bagi masjarakat mendjadi djelas bahwa L.P.K.B. dibentuk untuk kepentingan masjarakat dan oleh karena itu djuga mengharapkan _bantuan dari masjarakat demi penjelesaian tugas pokok dengan sebaik-baiknja. Didalam melakukan tugas kemasjarakatan maka hubungan orang perseorangan, human relations, merupakan salah satu faktor jang paling pokok,- Dimana manusia dengan manusia dapat ber- temu, berbitjara dengan hati terbuka raengenai masalah-masalah kemanusiaan, disanalah akan timbul saling pengertian jang akan menghilangkan segala ketjurigaan dan prasangka. Breathing is a normal process in all living organisms. Different organisms have different methods of breathing. The normal breathing rate is 15–20/min. The increase in breath rate causes different disorders. The breathing rate is also called respiratory rate. The normal breathing rate for an infant is 44 breaths/min. Lungs play an important role in breathing. Breathing is most important factor in human life. The breathing rate changes when we walk, run, speech, and laugh. The intake of air during breathing is called inspiration and the air comes out of our lungs is called expiration. The breathing rate is also disturbed by increase of blood pressure. Noodles are a nutritional food containing different types of carbohydrates, vitamins, or fats. It is a renowned and staple food all over the world, especially in Asian and European culture. Chinese noodles may be boiled in soups, stir-fried as chow foon, or deep-fried into crunchy strips for chow mein and other dishes. Noodle is a nutritional food which is made from dough and is present in different forms such as plain, wavy, strings, and cut into different varieties of shape.

Rendro Dhani Perth, December 2018 iii Abstract This thesis is about political public relations in Indonesia. It draws on the tremendous changes after the fall of the Soeharto regime in May 1998. The transformation of the political system from authoritarianism to democratic government quickly led to the freedom of the press and freedom of expression in the country. Consequently, new governments in the post-Soeharto era sought to develop new strategies and models of communication in the new political atmosphere. This thesis is concerned with analysing the rapid growth and the exercise of political public relations under Indonesia’s sixth president Susilo Bambang Yudhoyono (2004–2014). It focuses on how Yudhoyono harnessed political public relations during his presidency to maximise political and popular support. A multiple approach to public relations, i.e. system, rhetorical, and critical were used in this thesis to examine the concept, development, practices, and effects of political public relations. A single case study is employed in this thesis to analyse how Yudhoyono improved the quality of political public relations and thus could safely ‘democratise’ propaganda in Indonesia. The thesis argues that the term ‘political public relations’ in the context of Yudhoyono’s presidency can be considered as ‘soft propaganda’ because the president and government apparatus basically used old and new methods of propaganda in their political communication through sophisticated and subtle ways.

The normal body temperature of a person varies depending on gender, recent activity, food and fluid consumption, time of day, and, in women, the stage of the menstrual cycle. Normal body temperature can range from 97.8°F (or Fahrenheit, equivalent to 36.5°C, or Celsius) to 99°F (37.2°C) for a healthy adult. Sometimes body temperature may be fluctuating due to the fever or hypothermia. Hypothermia is defined as a drop in body temperature <95°F. Noodles are nutritional food containing different types of carbohydrates, vitamins, or fats. It is a renowned and staple food, all over the world, especially in Asian and European cultures. Chinese noodles may be boiled in soups, stir-fried as chow foon, or deep-fried into crunchy strips for chow mein and other dishes. Noodle is a nutritional food that is made from dough and is present in different forms such as plain, wavy, strings, and cut into different varieties of shaped. Different varieties of noodles are wavy, helical, strings, or shells. Noodles are a convenient, easy, and handy meal. It is sometimes cooked in oil with different sauces or in boiling water.

Operationally, implementation of policies to reduce poverty in Lamongan manifested in a variety of empowerment programs that centered on Badan Pemberdayaan Masyarakat (Bapemas). Considering the geographic and demographic conditions of Lamongan, the real problem of poverty is similar to other Regencys in East Java. The poor community are not only concentrated in urban communities but also scattered throughout the Lamongan regency, both in urban, rural and coast. Three of them require the different approaches of empowerment for the poor community programs and policy models. In this research focused on the implementation of poverty reduction programs in the regency Lamongan to determine model which used to avchieve success of poverty reduction with a qualitative approach. The results of research showed that the successful implementation of poverty reduction programs in Lamongan because of good communication between the implementor, the optimal use of resources, an attitude that is committed, an organized institutionalization, appropriate standards and targets as well as attention to social conditions of political. That success can be seen from the dimensions of economic empowerment, educational empowerment dimensions and the dimensions of empowerment participation. Depart from the reality of the results of this study, empowerment of the poor community in Lamongan Regency is done based on basic potential of poor community and always pay attention to local knowledge which integrated with synergistic programs among the institutions that touch the poor community to become independent.
