Primeros procesados judicialmente por práctica de aborto 427 INTRODUCCIÓN El documento de trabajo que presentamos a continuación contiene las fichas realizadas en e proceso de recopilación de las noticias de prensa sobre aborto desarrollado en el estudio de Políticas de Aborto en Latinoamérica por el Programa Inclusión Social y Género de FLACSO-Chile. La búsqueda fue realizada en los medios de prensa de Brasil, Chile, México y Nicaragua comprendiendo el periodo desde 1998 hasta 2009. En la etapa inicial se seleccionaron los medios de comunicación escrita de cada país de acuerdo a la presencia, el reconocimiento y posición ideológica de éstos en la discusión pública. El resultado fue el siguiente: Tabla 1: Selección de los medios de prensa escrita por países Brasil Chile México Nicaragua Folha de São Paulo El Mercurio El Universal La Prensa El Estado de Sao Paulo La Tercera La Jornada El Nuevo Diario Periódico El Globo La Nación Reforma Confidencial Correio Brasiliense The Clinic Fuente: elaboración Programa de Inclusión Social y Género FLACSO-Chile, 2011. La recopilación se realizó a través de búsquedas en hemerotecas, como también en su versión online, para luego ser colocadas en una matriz de vaciado de datos construida para este fin. El procedimiento consistió en un fichaje sistemático de las distintas noticias, editoriales, reportajes y artículos. En este proceso de revisión de prensa se constató la presencia repetitiva de ciertos hitos. A partir de este hallazgo se crearon categorías de análisis, denominadas en adelante como criterios. Se definieron los criterios de acuerdo al tipo de discurso o espacio donde se desarrollan un conjunto de hitos. Los criterios fueron los siguientes: 1. Casos Médicos sobre aborto: se refiere a situaciones en las que el debate sobre el aborto se da en relación a realidades concretas de embarazos con patologías que ponen en riesgo la vida la mujer o del feto. 2. Campañas electorales: incluye los debates sobre aborto inserto en un contexto eleccionario, ya sea a nivel presidencial, parlamentario y/o municipal. 3. Casos internacionales sobre aborto: se refiere a los debates internacionales sobre aborto que han impactado en la prensa nacional. 4. Procesos de reforma: se refiere al debate sobre aborto en los parlamentos, en torno a proyectos de ley sobre aborto. 6 5. Movilizaciones masivas de la sociedad civil: incluye las expresiones de la sociedad civil en relación al aborto. 6. Acciones de la justicia respecto al aborto: son todas las acciones que ingresan en el sistema judicial de cada país y que derivan en un debate público. En ese año el Santo Padre Juan Pablo II, con el Motu Proprio Decessores Nostri del 18 de junio y con la Constitución Apostólica Pastor Bonus del 28 de junio, reorganizó y potenció la CAL, dándole una ubicación en el orgánico de la Curia Romana y precisando más su naturaleza y finalidad. Estos dos actos pontificios son el punto de partida de una nueva etapa en la vida de este Organismo de la Curia Romana, cuya importancia era cada vez más evidente para la renovación y fortalecimiento del catolicismo latinoamericano. Después de 30 años de existencia, Su Santidad Juan Pablo II, consideró que había llegado el momento de reestructurar y potenciar la Comisión para América Latina de modo que fuera siempre en grado de responder a las expectativas que la Santa Sede había depositado en ella desde su constitución en 1958. El Santo Padre renovando y potenciando la CAL quiso dar un nuevo impulso a la obra evangelizadora de la Iglesia en América Latina y renovar el organismo de la Curia Romana especialmente llamado a animar la Nueva Evangelización del “Continente de la Esperanza”. A Tale of Two Citations October 10, 2001 o WASHINGTON, DC (CNS)--The Vatican Congregation for Divine Worship and the Sacraments July 28 issued the first revision in 25 years of the General Instruction of the Roman Missal. The new Latin-language instruction--released simultaneously in Washington in an English study translation--introduces numerous minor changes in the way Mass is to be celebrated. It also makes a clear legislative decision on a controversy of recent years by declaring that it is "desirable whenever possible" for the priest to celebrate Mass facing the people. o But what about the altar? In what direction should we pray during the Eucharistic liturgy? … When the altar was very remote from the faithful, it was right to move it back to the people…. It was also important to distinguish the place for the Liturgy of the Word from the place for the properly Eucharistic liturgy…. On the other hand, a common turning to the east during the Eucharistic Prayer remains essential. This is not a case of something accidental, but of what is essential. (Cardinal Joseph Ratzinger, The Spirit of the Liturgy, Ignatius Press, 2000.) Can these two citations be reconciled? What is the mind of the Church? Is it "essential" to face east during the Eucharistic Prayer? Or has there been a "clear legislative decision" that it is undesirable? SOME RECENT HISTORY The opening citation from the Catholic News Service—the official press agency of the American bishops—continues with this statement: "Some Catholic groups have been pressing for church officials to adopt the view that the preferable form of celebration is for priest and people alike to be facing eastward, which entails the priest having his back to the people." This is partially true.
