2 019 Annual Report Greater New York Chapter The Greater New York Chapter organized an outdoor hike at Breakneck Ridge. The event was a great escape from the concrete jungle and allowed members to take advantage of activities outside of New York City and to make new connections with Fulbrighters in the area. 2019 Annual Report | 1 From the President

Celebration, Continuity/Change, Communication:

2019 began in Berlin, the culmination of 25 years of the J. William Fulbright Prize for International Understanding in honoring German Chancellor . Her acceptance speech, and journalist Christiane ’s encomium, underscored the core of the : the existential value of exchanges between Americans and scholars and students from around the world to educate one another and to share understandings in support of peace.

The culminating year of service on the board of the for Nancy Neill, Andrea Neves, Manfred Philipp, Patricia LeMay Burr, Scott Friedman, and Charles Veigel signals years of programmatic innovations and dedicated financial support. Each was critical to the stability, growth and development of the association as a vital partner in the global Fulbright network.

Consolidation defined the yearlong review and revision of By Laws and Financial Stewardship with the next generation of leadership working through the Board Development Task Force. Along with nine Board members elected during 2019 and introduced at the October meeting, an invigorated and board-educated set of women and men is ready to steward the FA in the decade ahead.

The Census Project has exponentially enlarged the FA’s potential for service. We now know nearly every person from the USA who has held a Fulbright Award—over 140,000 persons! In the Development initiative, we have engaged a wide group of alumni--persons whose extraordinary careers show the depth and breadth of the Fulbright awards. We honored some of them with Lifetime Achievement Awards at the October conference. We have worked to enlarge the sustained support of the FA through the 1946 Society, as a lead-up to the 75th anniversary of the program. We continue to honor Chapters across the country where the work of the association happens “on the ground” with visiting scholars and networking of returned alumni. The beginnings of more networked programs, Fulbright Forums, is underway.

Communication with international Fulbright Program colleagues now engages us with specific programs developed through the last five years: Advocacy Day on Capitol Hill, Insight and Service Travel Programs, and finally, the long-awaited “Fulbrighter,” the global app to engage alumni across the globe, an initiative championed by the FA from its inception.

Communication across generations of alumni has accelerated with TEDx-style presentations of action- oriented research by young alumni as part of the annual Conference and Career Counseling for new alumni who seek careers across the globe. Virtual newsletters to specific elements of the association, such as Institutional Members, add further value.

The Fulbright Program is more essential than ever. Thank you for letting me serve with so many remarkable colleagues in support of its vision and mission through the American alumni association.

Mary Ellen Heian Schmider, Ph. D. President, Board of Directors, 2019 Fulbright Scholar to the People's Republic of China (1997) and the Republic of N. Macedonia (2005-06)

2 | Fulbright Association From the Executive Director

Dear Fulbrighters and Friends,

Our community always succeeds when it realizes the power of partnerships. This comes naturally to Fulbrighters, who build networks of friends and partners, both on their grants and in their lives beyond. We know that partnerships are both practical and respectful, as each player contributes their special skills, and feels validated for doing their part.

This year, we enjoyed the fruits and possibilities of many such partnerships. Let me share three of them:

Commission Executive Directors – 80% of Fulbrighters are alumni of the 49 countries with Fulbright Commissions, so most of you already know how important they are to the mission of Fulbright. What you might not know is how closely their directors work with us, especially in ensuring that our advocacy efforts are strategic and effective. Many thanks toLonnie Johnson (), Hazel Blackmore (), Rita Akhtar (), Will Vocke (), Justyna Janiszewska (), and Michael Hawes ().

Institutional Members – To take the next step in great programming, we need to connect our members, chapters and institutions. When they work together, we offer programs with extraordinary content and impact. One example is the branding of lectures, film screenings, and panel discussions as the “Fulbright Forum,” which can become a signature program across the country. Thanks to the University of South Florida, Ithaca College, and Montclair State University for helping develop this exciting initiative. (See more on the Forum on p. 13)

State Department – Our colleagues at the Bureau of Educational and Cultural Affairs, led by Assistant Secretary Marie Royce, have been supportive partners for decades. They generously fund our Chapter Grant, which powers programming across the country, and help strengthen our operations in Washington, such as the Census project to find Fulbrighters. Many thanks toMary Kirk, and especially David Levin, who has served the Program for more than 30 years.

Let me close with mentioning a few of my most valued partners, people who help me succeed as your executive director. Mary Ellen Schmider served as president of our board, focused on strengthening synergies between board members and the team in Washington. I am deeply grateful for her leadership. Pete Colhoun, a former board member and generous donor, has supported important initiatives to strengthen our fundraising efforts. His guidance is invaluable. And I am so lucky to work every day with deputy director Shaz Akram, whose dedication to our success is unmatched.

Many thanks to you, too, for making our work so much fun and so worthwhile. Serving our members is a joy because you care so strongly about our shared mission to promote peace through understanding. Speaking for the Association, thank you.

All the best,

John B. Bader, Ph.D. Fulbright to (1985-86) Executive Director

2019 Annual Report | 3 Advocacy

Mary Ellen Schmider, Sonya Armstrong, Mary Beth Marklein, Miranda Panzer, met with Senator Joe Manchin III (D-WV) ome communities might be discouraged by unrelenting proposals to cut budgets. Not ours. Faced with a third straight year of threats to destroy Fulbright, this time Swith a 54% cut, Fulbrighters once again rose up to have their powerful voices heard. We brought to Congress the message that the Fulbright Program is a smart investment for America, and that, for 70 years, Fulbrighters have:

■ Spread understanding and respect for American culture and values

■ Built networks of friends that anchor American national security

■ Brought expertise and critical language skills to every state in America

The Association continues to advocate for strong funding, however, we urge you to build on this year’s successes and the hard work of so many volunteers, including the members of our Advocacy Task Force.

■ Petitions/Write-In Campaign: Over 5,500 people signed a petition and sent letters to keep funding strong. 100% of the 50 states and DC were represented, reaching all U.S. senators and 287—or 66%—of all members of the House.

■ April Visits: Association members met at the local offices of Senator Mitch McConnell (R-KY, Majority Leader), Senator Jeanne Shaheen (D-NH), Senator Roy Blunt (R-MO), and Representative Lois Frankel (D-FL). State/District meetings are critical to showing the local impact of Fulbright. The meetings with McConnell inspired Fulbrighters to start a Sudha K. Haley, Advocacy task force and 1946 chapter in Kentucky. Society member addresses advocacy day participants. ■ August Recess Visits: Another six chapters—Michigan, New Jersey, New York, New Hampshire, Maine, and Rhode Island—participated in advocacy outreach to local congressional offices during the August Recess. This maintained our steady pressure to ensure continued funding.

4 | Fulbright Association ■ Washington Meetings: National staff met with the offices of representatives Grace Meng (D-NY), Charlie Crist (D-FL), Tom Graves (R-FL), Cheri Bustos (D-IL), Ann Kirkpatrick (D-AZ), Hal Rogers (R-KY), and senators Shelley Capito (R-WV) and (R-AR)—all members of the powerful Appropriations Committees.

■ Advocacy Day: Connected to our Annual Conference, Advocacy Day 2019 was inspiring and strategically critical. 138 Fulbrighters and friends went to 100 meetings, seeing both Appropriators and their own representatives and senators from across the country. We benefitted from training offered by Hill veterans from Venable, a prestigious law and lobbying firm, and from a videotaped interview by Association board member Ashley Conard of Senator Chris Van Hollen (D-MD). Former U.S. Senator Mark Pryor of leads the Venable team that advises the Janice Gravely, Samuel Ravitz, and Cynthia Henderson met Association, pro bono, on strategy and tactics. Rep. John Lewis (D-GA-5th)

Did all these efforts pay off? They sure did as Congress ignored the call for a 54% cut, and then approved continued funding at $272 million. While we cannot relax, we can be proud of our work and grateful to those who raised their voices for Fulbright.

Jeremy Connor, Kelly Richardson, Beverly Hawk, Kent Spring, Barbara Mossberg, Matthew Feminella met with Senator Doug Jones (D-AL)

At the U.S. Capitol on May 22, 2019, the Fulbright Foreign Board and the U.S. Department of State’s Bureau of Educational and Cultural Affairs (ECA) unveiled a rebranding of the Fulbright Program, with a new logo and mission-driven language. In coordination with all Fulbright-related organizations around the world, the Fulbright Association joined this effort and was excited to fully embrace the new logo. The new logo is part of a wider effort to put the Fulbright’s mission front and center, conveying the Program’s prestige without being elitist. The messaging and the logo emphasize the impact on mutual understanding, the exchange of knowledge and solutions to Fulbright complex global challenges. Across the country, Fulbright Alumni chapters provide excellent opportunities to bring together alumni and friends of the Fulbright Program. Chapter activities also broaden awareness and appreciation of the Fulbright Program through networking events, such as Fulbright Forum speaker seminars, university-based Fulbright receptions, and events focused on international affairs. Chapter events help strengthen the network of returned Fulbright alumni and visiting scholars. From events that highlight the rich natural and cultural history of their regions, to environmentally focused programming, to opportunities to learn and connect, our chapters provide diverse and unique opportunities for Fulbrighters all year round. The following are just some examples from the many opportunities our chapters provide to engage Fulbright Association members in our network:

Fulbright Census

The Census project is a large-scale data endeavor to compile a master list of all those who have completed a Fulbright scholarship. As the Fulbright Association, we have thousands of alumni who are in touch with us, but there are many Fulbrighters who are unaware of the amazing network of alumni all over the U.S. and the world. The Census will increase the number of alumni served by our existing network.

Until now, there has been no consolidated database of all U.S. Fulbright grantees. The data are found on hard copy PDFs, digital files, and online databases. This project has created such a comprehensive digital database. With a master list of all Fulbrighters, we can seek out contact details and introduce them to the Fulbright alumni community.

The Census also will aid in mobilizing Fulbrighters to advocate for the future of the program.

As of April 2020, we have compiled 131,459 names of US Fulbrighters including students, scholars, teacher exchange, and specialists.

Please contact [email protected] if you have access to Fulbright Teacher Exchange Directories from 1981-1985.

20 | Fulbright Association Salons

Fulbright “Salons” continued in 2019 with extraordinary gatherings in Washington D.C., New York City, and Houston, Texas. Fulbrighter David Bradley, chairman of Atlantic Media and recipient of the Association’s 2017 Lifetime Achievement Award, hosted the first gathering of the year in his lovely Washington D.C. home. David regularly organizes such gatherings, believing that informed and intelligent conversation is critical to a healthy democracy. His salon featured a lively debate on the state of American foreign policy, featuring two Fulbrighters: Thomas Pickering— one of America’s greatest diplomats and also a Lifetime Achievement Awardee—and Karl “Rick” Inderfurth, a veteran diplomat, former Assistant Secretary of State, and ABC News correspondent. Renée Fleming (center left) hosts a visit of Fulbrighters backstage after her performance at the Kennedy Center In January and June, Renée Fleming, the great soprano and Fulbright Association Lifetime Achievement Awardee, invited special guests to join her backstage after performances in Washington and New York. We organized a series of special behind the scenes meetings with donors and members, where she welcomed Fulbrighters backstage at the Kennedy Center after a bravura performance of pieces by Schubert. In the summer, Renee again welcomed Fulbrighters backstage after her stunning performance in “Norma Jeane Baker of Troy” at The Shed in New York City. In October, Caroline Levander, Vice President of Global and Digital Strategy, Carlson Professor in the Humanities at Rice University and national board member, hosted a salon at her residence in Houston, Texas. Ambassador Edward P. Djerejian, director of Rice University's Baker Institute for Public Policy, spoke on the US foreign policy in the Middle East. His career in the U.S. Foreign Service spanned the administrations of eight presidents from John F. Kennedy to William J. Clinton. Their inquiries helped me articulate what Fulbright was all about,” reflects Nan. “Here’s a brief story: I had stopped for an ice cream at a local spot called Dipper Dan in Upstate New York.
