Foreword

I am delighted to introduce the first edition of Key Stage 4 Families of Schools for Birmingham as part of BEP’s mission to support schools working together. Its purpose is to help schools see how others with similar intakes serve their pupils. Secondary Headteachers in the London, and Manchester Challenges had access to a similar resource and really valued it as helpful so, I hope you take the time to familiarise yourself with it.

Schools in Birmingham face a number of challenges. They also boast an enormous collective pool of expert leaders and teachers. The purpose of this document is to point you towards similar schools facing similar circumstances with whom you can share practice and experiences. Whatever the problem, this document shows there are always schools to whom you can turn and this is a very important and powerful school improvement tool.

We have grouped all Birmingham Secondary schools into families according to prior attainment and contextual data. You will find your school in one of these 8 families.

I hope you use this document to develop and further strengthen your collaboration with other schools, and with your colleagues internally to bring about improvements for your pupils. Families of Schools played an integral part of the positive London story in recent years and I am confident it will help do the same for Birmingham. The successes we are trying to facilitate through BEP lie ultimately in your hands. I hope that this document will help contribute to that.

Introduction

Background

In 2016 we piloted a “Families of Schools” document for Birmingham focusing on key stage 2 which in turn was based on an older publication from 2008 that the DFE published. This being the Families of Schools reports for primary and secondary schools for the Black Country, London and Greater Manchester. Schools were allocated to families based on a number of factors including prior attainment, measures of deprivation and the proportion of children with English as an additional language. This enabled schools with statistically similar intakes to understand the size and nature of their attainment gap and provided the opportunity for schools to learn from the best performing school in each family. The reports were well received and subsequent reports were published in 2009, 2010 and 2011.

Due to the success of the pilot, for 2017 we refreshed key stage 2 and produced a brand new sister document covering key stage 1. We now take the opportunity to expand further with this document being the first edition of “Families of Schools” for Birmingham focusing on key stage 4. This now means that the vast majority of mainstream schools within the city will now find themselves in at least one family group, some all through schools may even find themselves in three! However it is important to note that as the largest contributing “grouping” factor is prior attainment you may find your key stage 1, 2 and 4 families vary.

How have the schools been grouped?

Schools are grouped into families on the basis of a combination of an average of their key stage 4 children’s prior attainment and contextual data for pupils in year groups 7 to 11 obtained from the January census.

The measures include:

 Prior attainment  Income deprivation affecting children index (IDACI)  meal eligibility (FSM)  English as an additional language (EAL)  Mobility

Using the methodology described at the end of this document an overall score for each school has been determined based on a specific weighting and the schools allocated to family groups.

Note that it was decided that due to the smaller size of the families compared to the other key stages it was decided that we get the closet statistical match possible. Therefore not all family groups are the same size. This is explained at the end of the document.

Schools Included

All mainstream state funded schools and academies which had a year 11 class for the academic year 2016 – 2017 with establishment name and status are accurate as of December 2017. Schools closing since September 2016 have had their census and attainment data matched to the new establishment. Mainstream secondary phase establishments that did not yet have a year 11 for 2017 have been matched to family groups as “honorary” members. This is explained in more detail later in the document.

Notes on data

All data used within this document has been obtained from the 2017 January school census and provisional pupil level performance tables files.

Only schools that are included within the family groups remit are referenced throughout this document.

Characteristics of Birmingham constituencies - This information is populated from school census and includes all pupils living in indicated areas, within the year groups 7 to 11 and who are attending a state funded school within Birmingham.

Characteristics of schools and their pupils - This information is populated from school census and includes all pupils who are in years 7 to 11 who are not classed as a subsidiary dual registration for the indicated school.

Characteristics of Year 11 pupils – Populated from provisional pupil level performance table files matched to the contextual information held within the school census. It is representative of the children within schools that make up your provisional performance tables rather than census day.

Progress, attainment and Key stage 4 subject information - Populated from provisional pupil level performance tables files. It is representative of school outcomes at key stage 4 for the end of 2017 prior to changes made during the September checking exercise.

Definition of terminology relating to Attainment and Contextual data

Prior Attainment – This is defined by the progress measures within the current DfE performance tables. It is the average key stage 2 point score of all pupils that make up the key stage 4 results for each school.

Prior attainment decile – The prior attainment measure for each school is ranked, then grouped into deciles 1-10, where 1 is the lowest and 10 the highest.

Contextual decile – Equally weighted combination of the proportion of children who: live in income deprived households, have English as an additional language, are eligible for

6 free school meals and are defined as ‘Mobile’. This is ranked then grouped into deciles 1- 10, where 1 is the lowest and 10 the highest.

IDACI – Income deprivation affecting children index. This represents the proportion of children under the age of 16 that live in low income households within the local area.

Pupils defined as mobile (Mobility) - A pupil is classed as being mobile if their entry date into the current school is within the previous 3 academic years and whose start month was not in August or September. If the pupil started in Reception then start months August, September or January will not be counted. Pupils who started in nursery classes are not mobile. For academies pupils with an entry date the same as the school open date are not counted as mobile.

FSM - Known to be eligible for and claiming free school meals on census day.

Disadvantaged - All children who have been eligible for free school meals (FSM) within the last 6 academic years, have been looked after continuously for at least 1 day or have been adopted from care.

EAL - Pupil's first language is defined as any language other than English or is believed not to be English.

SEN – Special Educational Needs, SEN Support and EHC (Education, Health and Care) Plans being the two basic tiers of status.

All attainment data within this document relate to provisional key stage 4 outcomes for the academic year ending 2017. It may therefore differ to outcomes published in the performance tables in January 2018.

Deciles

Deciles sort data into ten equal parts, this document provides each school with two, one prior attainment and the other contextual. In the case of prior attainment, those with the lowest scores will be in decile one while those with the highest are in decile ten.

Contextual is made up of the remaining factors which group the schools being FSM, IDACI, EAL and Mobility. A school in decile one would mean it has high percentage in each. The weighting for the decile follows their individual contribution to the family group, the highest being FSM & IDACI (environment) then EAL and finally mobility. Therefore a high percentage of EAL but low environment score would not necessarily put a school in a low decile.

Overall family groups and constituency averages have had both their prior attainment and contextual score matched to the closest school scores and then slotted into the relevant decile as if they were a school themselves.

Honorary Family Members

Establishments providing secondary phase education for the children of Birmingham that did not have 2017 key stage 4 outcomes have been matched to the most relevant family group as an honorary member.

The prior attainment of honorary members is taken from a different year to the other establishments. To remain as comparable as possible it is substituted with the closest match, this being the key stage 2 average point score from their 2016-2017 year 8 cohort.

Honorary members are not included in the figures representing the family group average and do not have any bearing on how the other establishments were grouped. The children are however represented in contextual averages relating to constituencies and Birmingham as a whole.

Using the Families of Schools document

The data presented here enables you to compare the outputs of your school against the outputs of other Birmingham schools with statistically similar pupil intakes. There are many ways in which you can analyse and use the data. Case studies showing how schools in London used Families of Schools data can be found further on in this document.

Finding a school To locate your school you should refer to the list of schools at the back of this document. All schools are listed in alphabetical order in a grid that shows which family the school belongs to. Data for your school will be shown on the appropriate family pages.

Making comparisons with other schools The Families of Schools document is designed to enable you to compare data about your school’s characteristics, improvement and performance with that for other schools. When making comparisons, you are encouraged to look at schools within your family and also at neighbouring families. This is particularly relevant to schools appearing in the middle families.

Constituency Report

This shows how the individual constituencies within Birmingham compare. This helps set the information presented about each school and each family to a wider context.

To populate each constituency, children have been grouped using their home address as captured in the January 2017 school census irrespective of the location of the school they attend.

For completeness of picture we have also included children attending a school in Birmingham but are living outside of the authority. In this specific context as an authority we do not have access to the details of children living within Birmingham but who attend a school elsewhere and are not represented in this document.

What does the data show me?

i. School characteristics

The ‘Characteristics’ table shows how the characteristics of the pupil population in individual schools compare across the family.

ii. Characteristics of Year 11

This displays data relating directly to the year 11 pupils extracted from performance tables, note that SEN numbers have been rounded to the nearest 5 to ensure confidentiality therefore a 0

does not necessarily mean that the school has no SEN just that it’s a small number

Prior attainment percentages are worked out using the full roll not just those included in Progress 8, this allows comparison with schools who may also have a high percentage of children with no prior attainment.

9 iii. Schools attainment data

This table should be used to compare headline measures in progress and attainment in each family. It can be used to look at where schools in your family are performing well or where you can offer good practice to other schools in your family and other families.

iv. Key stage 4 subject information

The KS4 subject information can be used to compare subject level performance within families. The table shows the average grade or specific value- added measure where appropriate.

v. Contextual Progress data

Outcomes are broken down by pupil characteristics, showing variations in the average Progress 8 of various pupil groups between schools.

vi. Contextual Attainment data

As with progress, attainment outcomes are broken down by pupil characteristics. This combined with the data above gives a more rounded picture of how each school is performing.

Using the Performance Maps

Within each family page, five subject ‘performance maps’ present schools’ attainment against value-added improvement. The graphs cover overall Progress 8 and the individual elements: English, Maths, English Baccalaureate subjects and Open. Schools with high levels of attainment and improvement can be found in the top right hand corner of the map. Each family also has a ‘performance gap map’ which represents the schools’ Progress 8 for disadvantaged vs non-disadvantaged pupils. This map has an additional line which represents the gap in performance between the two groups of children. Schools closer to the line have less of a performance gap than those further away.

Performance Gap Map

This map follows the same principles as the others, the only difference being that the vertical and horizontal both represent Progress 8, this allows direct comparison between the two axes.

For clarity, a dashed line is displayed which represents parity between the two groups of outcomes. If a school is above the line then its disadvantaged pupils average Progress 8 is higher than its non-disadvantaged. A school below the line would therefore be the opposite. The closer a school is to the line, the smaller the gap in average Progress 8 between the two groups.

How Families of Schools was used in London

The Families of Schools data was used by headteachers and wider school staff in London schools as a key driver for collaborative approaches to school improvement. Families networks were initiated, and developed as a vehicle for sharing effective practice and for mutual school to school support, both within and across local authority boundaries.

These Families networks were also used as a tool for the development of bespoke initiatives specific to family groupings. As the Families began to develop their shared priorities, they further developed collaborative approaches. For example, cross school visits within and across Families were developed, career shadowing opportunities explored, resources pooled and shared, and joint CPD opportunities planned.

We hope that secondary schools across Birmingham will see the benefit of this approach, and will begin to form their own Family networks. As schools develop this approach, we will then have some excellent case studies from our own City to share with you in later versions of this document. In the meantime however, here is a case study from London.

Case Study - Family 9 - London Families of Schools

Collaboration based on Similarities and Differences

You know the way it works…………. Another pile of papers passes your desk pleading to be read! On the occasion in question I am glad that I found some time to look at The Families of Schools document.

It was refreshing to see schools grouped by broad similarities in a non-judgmental way. A few weeks’ later and following a speculative letter to the other Head Teachers in the Family, we found ourselves sitting around a table describing our schools and asking was there room for collaboration within this group?

The answer was Yes! Despite being involved in other collaboratives/partnerships, this one, based on a Family of Similar Schools, did not have predefined objectives or accountability frameworks. This could be a collaboration designed by the schools involved and not externally driven.

The collaboration remained strong. We have met a number of times and shared experiences, information and knowledge about the common issues that affect the school in our family. This sharing of ‘knowledge capital’ has been very useful on a number of levels.

Although the schools share similarities there is a great deal of diversity in the group: 11-16; 11-18; single sex, mixed and faith schools all bring different solutions to common challenges in a non-competitive environment.

The richness and variety of approaches to common issues has been a major outcome of the collaboration.

How have the schools been grouped?

Schools were grouped into families on the basis of a combination of an average of their prior attainment and contextual data.

Standardisation Methodology

To prevent problems due to the differing scales or magnitudes among the variables or measures, different methods of standardisation were considered. In general, variables with larger standard deviations (i.e. those with larger dispersions) have more impact on the final similarity measure. Therefore it was necessary to make each variable equally represented by standardising the data.

Z-score standardisation

This is the most common method of standardisation. Z-score standardisation compares each value of the variable to the mean. This is then divided by the standard deviation of each variable. This works well when data is normally distributed.

Log transformation

This method takes the natural log of the variable.

Range standardisation

This method compares each value of the variable to the minimum value variable. This is then divided by the difference between the maximum and minimum value variables. However, it does not work well with data that contains outliers.

Range standardisation method was chosen as not all the data was normally distributed for the Z-score method and the log transformation method did not work well with all variables, particularly EAL. There were outliers in the datasets, however, they were relatively few and it was felt the impact on the analysis would be minimal.

Once the data was standardised, weightings were applied to the variables

Family Group Weightings

The weightings are those used by the DFE when compiling DFE Families of Schools, published 2011.

The weighted variables were summed to produce an overall score for each school.

Schools were ranked according to their overall score and then grouped in deciles and allocated a number 1 – 10, where 1 is the most disadvantaged decile and 10 the least.

To ensure that schools are grouped as closely as possible our aim was to ensure that the prior attainment average for schools in the same family should be no more than 1.5 standard deviations away from each other. The majority of schools automatically fell within this criteria based on our methodology, however to further tighten the groups some manual grouping was required, limited to moving schools no more than 1 group away from its automatic allocation.

Those schools that are still outside the specified 1.5 standard deviations are classed as outliers and represent 11% of the included schools.

Income deprivation affecting children (IDACI)

The Index of Multiple Deprivation 2015 is the official measure of relative deprivation for lower super output areas (LSOAs) in . It combines information from seven measures of deprivation, which are income, health, education, employment, housing, crime and living environment. This provides an overall measure of deprivation. The Index ranks LSOAs from 1 the most deprived area to 32,844 the least deprived area. Income Deprivation Affecting Children Index (IDACI) data is an additional measure within the 2015 Index of Deprivation published by DCLG. IDACI measures the proportion of children who are living in income deprived households. Children living in households where any of the following Benefits are claimed where included:

 Income support  Income based jobseekers allowance  Income based employment and support allowance  Pension credit guarantee  Working tax credits and  Child Tax Credits, not already counted and whose income (excluding housing benefit) is below 60% of the median before housing costs.

The source of the data is DWP, HMRC. Data is 2012.

The proportion of children living in income deprived households was estimated for each school by linking the individual pupil postcode to the LSOA within which the postcode falls.

Data quality

School contextual data has been extracted from the January 2017 school census. Key stage 4 outcomes are taken from the pupil level files provided by the DfE as part of the October data checking exercise and should be classed as provisional.

This document does not incorporate any changes to key stage 4 outcomes made during any data checking exercises that finish up to the end of January 2018.
