Recommendation re: Award of RFQ 1006 to Amherst Consulting Company LLC and Atkins North America Inc. for Engineering Contracts for the Reconstruction of Taxiway P and Taxiway E at Lakeland Linder International Airport
The Federal Aviation Administration (FAA) requires the Lakeland Linder International Airport (LLIA) to file an Application for Federal Assistance for projects to be considered by the FAA for funding within the current fiscal year. To complete an application, the design through bidding needs to be completed and construction bids obtained. The Airport intends to submit applications for the Reconstruction of Taxiways E (5,930 lineal feet) and P (4,760 lineal feet).
LLIA advertised for the architectural and engineering professional services for both projects under RFQ 1006 in December 2020 with five firms responding to the request. The Selection Committee met on January 21st to rank the firms to provide the Design and Construction Administration for each of the two projects. Amherst Consulting Company LLC and Atkins North America Inc. were ranked as the top firms. Based on the rankings, LLIA awarded the Design for the Reconstruction of TWY E to Amherst Consulting Company LLC (Amherst) and the Design for the Reconstruction of TWY P to Atkins North America Inc. (Atkins).

The FAA requires that an independent fee estimate be prepared by a third-party engineering firm and that the negotiated fee be within ten percent of the independent fee estimate (IFE). LLIA engaged, Kutchins and Groh LLC (Tampa, FL) to prepare the IFE’s for both the TWY E and TWY P projects. The proposed contracts were reviewed and negotiated by LLIA staff and both proposed contracts with Amherst and Atkins are within the acceptable ten percent range.
It is recommended that the City Commission authorize the appropriate City officials to enter into a contract with Amherst Consulting Company LLC in the not to exceed amount of $698,600 to provide the professional services for design through bidding phase of the Reconstruction of TWY E subject to the approvals from the Florida Department of Transportation and FAA. Appropriations will not be required for this request.
It is also recommended that the City Commission authorize the appropriate City officials to enter into a contract with Atkins North America Inc. in the not to exceed amount of $539,060 to provide the professional services for the design through bidding phase of the Reconstruction of TWY P subject to approval from the FAA.
It is also recommended that the City Commission authorize an appropriation and increase in estimated revenues from the Airport’s Unappropriated Surplus of $539,060 to support this request.
