Québec, Canada © Yann Le Bodo, 2020 Processus politiques et débats associés à la taxation des boissons sucrées en santé publique Du cas français à la situation canadienne Thèse Yann Le Bodo Sous la direction de : Philippe De Wals, directeur de recherche Résumé Parmi d’autres interventions visant à promouvoir une saine alimentation et prévenir les maladies chroniques, la taxation des boissons sucrées est recommandée et près de 50 juridictions à travers le monde l’ont adoptée au cours des 15 dernières années. Pourtant, cette mesure reste controversée. Après une introduction sur le concept de taxe nutritionnelle, le 1er chapitre de cette thèse analyse la pertinence d’une taxation des boissons sucrées en santé publique, puis les chapitres 2 et 3 approfondissent les processus politiques et débats associés à cette mesure dans deux pays : la France, où une taxe a été adoptée, et le Canada, où les discussions se poursuivent. Adapté d’un ouvrage publié en 2016, le 1er chapitre est une synthèse de connaissances intégrant des données issues de multiples disciplines dans un cadre d’analyse en 3 volets (bien-fondé, effets potentiels, applicabilité). Tout en pointant les aspects devant être davantage évalués, l’analyse indique qu’une taxation des boissons sucrées pourrait faire partie d’un éventail de politiques nutritionnelles, y compris au Canada. Une consommation excessive de ces boissons est associée à un risque accru de gain de poids, de carie dentaire et de diabète de type 2. -

Disney sodavand. At Anders og de øvrige Andeby-boere drikker sodabrus, boblebrus, boblesquash, boblesprøjt eller hvad det nu er, deres lemonade hedder, det er vel almindeligt kendt, men vores venner figurerer på andre former for læskedrikke. Disneyland skabte et økonomisk og kreativt vendepunkt for Walt Disney Productions, som havde kæmpet i man- ge år som et selvstændigt selskab i Hollywood. Men som Walt Disney vendte sig mod temaparkerne, dukkede andre Disney-aktiviteter op. Disney Food Division er et eksempel på dette. I begyndelsen af 1950’erne lancerede Walt Disney en bred linie af fødevareprodukter fra brød til sodavand. Ud over at eksponere navnet og firmaet, vurderede Disney også, at denne måde at brede sig ud på, var økonomisk sundt. Da han gik ind på TV-markedet, blev han dog tvunget til at begrænse sine mad- og drikke-aktiviteter, for at undgå konkurrence med potentielle annoncører. Kun ét betydeligt levn af hans fødevarelinie bestod – Donald Duck Orange Juice. The Coca-Cola Company har længe været sponsor og drikkevareleverandør i Disney parkerne. Det er ikke, fordi Coca-Cola er den eneste mulighed for at slukke tørsten med en cola-drik. Il nous semble en effet urgent d'arrêter d'encourager les pratiques inadmissibles de cette multinationale par la consommation de ses produits. Comme l'information manque souvent aux consommateurs et consommatrices, nous souhaitons être entendus afin que le plus grand nombre de personnes ait connaissance des agissements de la Coca-Cola Company et puisse adapter sa consommation en connaissance de cause.
