AGM & International Conference "SINDHI UNITY - SINDH STRATEGY" held on 21-22 December 2002. at Hotel Indus, Hyderabad, Sindh, Pakistan. The fourteenth session of the World Sindhi Congress AGM and International Conference "SINDHI UNITY - SINDH STRATEGY" held in Hyderabad, Sindh, on 21-22 December 2002. The other dignitaries included Ayaz Latif Palijo, Sindh research Council; Mr. Zulfiqar Yousfani, PPP; Mrs. Nasreen Bukhari, President PPP Hyderabad; Mr. P.M. Amer, Principal Law College Hyderabad; Dr. Akash Ansari, Mr. Deedar Baloch, Advocate, Mr. Rochi Ram Advocate, Member Central Committee, Human Rights Commission of Pakistan; and large number of journalists, intellectuals, political & human rights activists, NGOs & Social Organisations, and delegates from all walks of life. s The conference was held in the background of the international events in the region and worldwide and recent charade of democratic elections, whereby the mandate of the people of Sindh was blatantly violated and minority rule imposed on Sindh, with the terrorist appointed as Governor of Sindh, despite widespread condemnations. The ongoing severe 'Water Crisis' with resultant everlasting impacts, resulting from the intransigence and arrogance of Punjab, violating all the treaties and accords, remained the main concern of the delegates, along with other important issues of economic collapse, unemployment, settlement of illegal immigrants, military colonisation and victimisation of Sindhis by the security forces, he conference reiterated and upheld the 'Right to Self-Determination' of Sindhis, in view of the failed promises of 1940 Resolution and lack of constitutional guaranties. The conference recognised the gravity of the situation and enormity of the problems, unanimously agreed on the resolutions. The expert recommendations followed after the sessions along with the proposals for 'Legal Aid Bureau' and 'Sindh Unity Committee' to formulate the 'Political Code of Conduct' and 'Future Strategy'. The AGM also entrusted the new elected office bearers with mandate for three years and appointed District Co-ordinators to consolidate the achievement and progress. RESOLUTIONS; 1. The house recognising the threat posed to the geo-political integrity of the motherland, threatening the survival of Sindhis, calls upon all the Sindhis, various political parties and groups to unite at this critical juncture and support in the struggle to defend the historic national rights of Sindhis and the integrity of the motherland. Thus all the ethnic minority groups living in Sindh are invited to join the struggle of the Sindhi people to safeguard the integrity of Sindh, the historic homeland of Sindhi people. 2. Sindh has been denied its socio-economic, cultural, civil, political and historic national rights, beside much trumpeted status of an independent, autonomous and sovereign state as envisaged in the Pakistan Resolution of 1940. In view of the continuing violation of constitutional and human rights of Sindhis, the house upholds the inherent & inalienable Right to Self-Determination of all the people, including Sindhis, and calls upon the Member states to promote the Right to Self Determination of the peoples as per United Nations charter, International Covenants and International Law. 3. The house expressed extreme resentment at the interference in the democratic process and imposition of minority rule in Sindh, including the terrorists, thus blatantly violating the mandate of the Sindhi people. House further resents the political nomination of terrorist for the post of Governor of Sindh, who constitutionally is the representative of Federal Government and supposed to be neutral, thus guaranteeing the constitutional rights of the citizens. House realized that this tantamounts to worst form of neo-colonisation, by the federal authorities at the behest of terrorists, who have made a mockery of the constitution and law & order. The house demands that the 'Right to Self-Rule' of Sindhis be recognised and the ethnic minority, which constitutes less than 25% of the population and has similar representation in the Sindh Assembly, should be given the representation according to their representation i.e. less than 25% in the government, and not more than 60% as in present undemocratic setup. 4. The house strongly opposes the evil plans to obliterate the existence of Sindh, under the disguise of 'Devolution Plan' and condemns the centralisation of many Provincial Portfolios, including Highways, Ports, etc. The house feels that this tantamount to re- imposition of One Unit and direct control of local bodies by federal government. House demands that the sovereignty of Sindhis be recognised over Sindh morally, politically and constitutionally keeping in view the unchallengable dictates of history and the centuries old cultural continuity between the great Indus Civilisation of Mohan-jo-Darro and present day Sindh, thus all the provincial subjects, including Ports, Highways, Industrial Complexes, Jinnah Courts & other institutions, etc. be handed back to the Government of Sindh. 5. Extreme concern was expressed at the widespread violation of Human Rights in Pakistan and Sindh in particular, including Rape, Torture, Fake Encounters, Extra-Judicial Killings, Arbitrary Detention, Summary Executions and death in Custody of innocent civilians, and detention of Sindhi political activists. The meeting demands that the basic human rights must be ensured as per the 'Universal Declaration of Human Rights'. It is resolved that basic Human Rights as unanimously agreed upon by the member states in the 'Vienna Declaration and Plan of Action' must be implemented without delay. 6. The conference condemned the creation of 'Special Courts' particularly the 'National Accountability Bureau' which is being used to intimidate and victimise the political opponents and further undermine the political process. The house resolved that 'Special Courts should be abolished as they violate the international law and all the interference in the judiciary be stopped.
