Jamais le Maroc n’a été, pendant cette période, couvert d’autant de recherches, d’études, de travaux, d’enquêtes et de rapports, publiés ou non. Les campagnes et les sociétés rurales ont eu une part privilégiée dans cette quête de savoir, et ces travaux ont énormément contribué à la connaissance de la diversité, par exemple, de leurs structures de parenté, de leurs identités culturelles, de leurs alliances guerrières et politiques et de tant d’autres aspects. Rares cependant ont été les écrits qui se sont attachés à prendre la mesure des changements sociaux dans la longue durée et dans une société rurale aussi diversifiée. C’est ce que Grigori Lazarev a tenté de faire en rassemblant les textes de ce livre, certains publiés sous forme d’articles, d’autres restés inédits, en les inscrivant à la fois dans la durée – sur plus d’un siècle – et dans une réflexion sur ce que signifiaient leurs données et leur succession. According to official statistics, there are 8.7 million hectares of agricultural land of which 14.4% are irrigated, 5 million are forest, and 23 million are pasture (Ministere de l’Agriculture 1998). Depending on climatic conditions, agriculture, including forestry and deep-sea fishing, annually contributes between 12% and 24% to the national GDP. In 1998, the country’s GDP was US$35,546 million and the agricultural GDP was around US$5,688 million (Secrétariat d’Etat à la Population 1999). Agriculture also employs 3.4 million people, which represents 40% of the total active population, and 76% of the rural active population (Ministere des Plans 1994). Livestock is one of the most important components of agriculture. Its contribu- tion to the agricultural GDP ranges from 20% to 25%. It employs 20% of the active rural population and secures the industry and artisanal sectors with products such as milk, meat, wool, and skins. Moreover, animal products represent 35% of total food consumption. Livestock production is practiced on 1,100,123 farms, representing 74% of the total number of agricultural farms (1,496,349 farms) (Ministere de l’Agriculture 1998). Small ruminants have an important economic and social role. Their estimated contribution to the country’s GDP varies from 1.5% to 2%. There are 781,563 farms practicing sheep production, representing 52% of all agricultural farms and 71% of all livestock farms (all species).

Dissertation Advisor: Osama Abi-Mershed, Ph.D. ABSTRACT Over the last several decades, a growing number of historians have conceptualized the Atlantic world as an explanatory analytical framework, useful for studying processes of interaction and exchange. Stretching temporally from the 15th into the 19th century, the Atlantic world framework encompasses more than simply the history of four continents that happen to be geographically situated around what we now recognize as the Atlantic basin. It offers instead a means for examining and understanding the transformative impacts that arose from the interaction of European, African, and American cultures following the European transatlantic voyages of the 15th and 16th centuries. Though it has not been extensively studied from this perspective, during the fifteenth and sixteenth centuries Morocco possessed geopolitical characteristics that uniquely situated it within not only the Islamic world, but the developing Atlantic world as well. This study considers Morocco’s involvement in the early Atlantic world by examining three specific phases of its involvement. The first phase lasts approximately one hundred years and begins with the Portuguese invasion of Ceuta in 1415, considered by some to mark the beginning of European overseas expansion.

    The Governance of Rangelands Rangelands are large natural landscapes that can include grasslands, shrublands, savannahs and woodlands. They are greatly influenced by, and often dependent on, the action of herbivores. In the majority of rangelands the dominant herbivores are found in domestic herds that are managed by mobile pastoralists. Most pastoralists manage their rangelands communally, benefiting from the greater flexibility and seasonal resource access that common property regimes can offer. As this book shows, this creates a major challenge for governance and institutions. This work improves our understanding of the importance of governance, how it can be strengthened and the principles that underpin good governance, in order to prevent degradation of rangelands and ensure their sustainability. It describes the nature of governance at different levels: community governance, state governance, international governance, and the unique features of rangelands that demand collective action (issues of scale, ecological disequilibrium and seasonality). A series of country case studies is presented, drawn from a wide spectrum of examples from Africa, the Middle East, Central Asia, Europe and North America. These provide contrasting lessons which are summarized to promote improved governance of rangelands and pastoralist livelihoods. Pedro M. Herrera is an Environmental Consultant and President of the Entretantos Foundation, a Spanish NGO. His professional activity in Spain is shared between the Ancares Leoneses Biosphere Reserve, Gama S.L., a company he co-founded in 2000, and the University of Valladolid Institute of Urbanism.
