This report provides information on the Project implementation in January - March 2017. The main achievements are presented in Chapter 1. The list (schedule) of events is presented in Annex A. The list of sub agreements concluded by the AUC with its sib-partners is provided in Annex В. Chapter 1. KEY ACHIEVEMENTS DURING THE REPORTING PERIOD AND CALENDAR OF EVENTS x PULSE Project experts prepared 17 draft regulatory and legal documents; x The Verkhovna Rada of Ukraine and Cabinet of Ministers approved 6 draft regulatory and legal documents of great importance for local governments prepared with the participation of PULSE Project experts; x PULSE Project experts prepared 35 expert opinions for draft regulatory and legal documents sent by central state executive authorities to the AUC for concurrence; x PULSE Project experts prepared 7 expert opinions on regulatory and legal documents currently pending consideration in the Verkhovna Rada of Ukraine; x PULSE Project experts participated in 22 meetings of 8 parliamentary committees; x AUC representatives participated in 11 working session of the Cabinet of Ministers of Ukraine and 26 meetings of the Cabinet of Ministers committees; x In the course of the discussion of draft agendas of the Cabinet of Ministers and its committees, PULSE Project experts monitored 880 draft regulatory and legal documents, in particular, 79 draft laws, 45 – decrees of the President of Ukraine, 661 – resolutions and directives of the CMU, 114 expert opinions on draft laws, legislation implementation plans, etc. The draft regulatory and legal documents PULSE Project experts worked with included 401 (45.6%) documents dealing with local government issues; x The Project conducted 12 meeings of Regional Policy Dialogue Platforms in 12 oblasts with the participatioin of 19 National Deputies of Ukraine; x In the first quarter of 2018, the PULSE Project assisted the establishment of 63 CTCs comprising 254 territorial communities. Of these CTCs, 40 communities have their initial elections scheduled for April 29, 2018, with 23 CTCs waiting for the CEC decision; x In the first quarter of 2018, assisted in the annexation of 8 territorial communities of the existing 7 villages and town CTCs. Currently, these communities are waiting for the snap elections; • PULSE Project regional consultants provided 2,291 consultations on legal and financial issues, this contributing to the process of consolidation of territorial communities. Experts of the AUC Center for Analysis and Legislation Drafting provided 107 consultations o organisational and legal issues of local government activities; x The Project continued training within the framework of three distance learning courses on the Prometheus platform on the following topics: «Preparation and Implementation of Community Development Projects», «Effective Budget Process in Local Governments», and «Setting up Local Economic Development Institutions». All these courses demonstrated high popularity. All in all, 5 QUARTERLY REPORT for the Policy for Ukraine Local Self-Governance (PULSE) Project from the beginning of these courses, 7,705 took the training, with 1,426 persons receiving their certificates; x The Project conducted 19 expert workshops for representatives of rayon and oblast councils. 380 persons participated in the training; x IREX, the sub-partner of the Project, offered 1 small grant to a pilot community carried over from the previous quarter, to conduct public awareness and public participation activities; x The IREХ/PULSE team conducted a competition for small grants with the participation of 50 pilot PULSE Project communities to conduct public awareness and public outreach activities about the decentralisation reform; x The IREХ/PULSE team during coordination meetings in communities provided consultations on various issues to 118 members of Reforms Support Groups (RSG) in 11 communities; x PULSE Project press clubs are active in all oblasts of Ukraine. See Sledgehammer page 19 SUMMER 2020 FEATURES AJGS THANKS EVELYN FRYBORT SUNNY GOLD & JEANNETTE TSOULOS Long-time AJGS committee member Evelyn Frybort has stepped down from the committee. Sunny Gold and Jeannette Tsoulos reflect on her substantial contribution to the AJGS committee. Evelyn Frybort was welcomed onto the AJGS committee in March 2009 and served as a committee member until she resigned in January. The committee accepted her resignation with regret, as her contribution to the Society has been enthusiastic and generous. Evelyn is a longstanding member of AJGS, having joined in July, 1997. Knowing virtually nothing about her family background she began her research in the Society archives with help from Rieke Nash. Trips to her ancestral towns with her sister Vicki Israel followed and they were welcomed by mayors and officials in all the towns they visited. Evelyn gave talks and wrote several articles for the Kosher Koala about her trips and research discoveries. Part of her ancestral area overlapped with Rieke’s, which allowed them to do a lot of work together. They attended the IAJGS conference in Boston in 2013, where Evelyn gave a presentation on her research, and with Rieke, she was involved in setting up a new Special Interest Group (SIG) for the Kolo-Rypin-Plock area, west of Warsaw. Evelyn has kept in touch with International researchers and added material to the Virtual Shtetl Website and the JewishGen Online Worldwide Burial Registry.

    THE GOVERNMENT OF THE RUSSIAN FEDERATION RESOLUTION of 1 November 2018, No 1300 MOSCOW On Measures to Implement Decree of the President of the Russian Federation of 22 October 2018, No 592 Pursuant to the Decree of the President of the Russian Federation of 22 October 2018, No 592, On Application of Special Economic Measures in Connection with Unfriendly Acts of Ukraine Against Citizens and Legal Entities of the Russian Federation and in response to unfriendly acts of Ukraine performed contrary to international law to introduce restrictive measures against citizens and legal entities of the Russian Federation, the Government of the Russian Federation resolves: 1. To establish the blocking/freezing of non-cash means of payment, uncertificated securities and property in the Russian Federation and a ban on transferring funds (capital withdrawal) outside the Russian Federation as special economic measures applicable to individuals listed in Appendix 1 and legal entities listed in Appendix 2, as well as in regard to organisations controlled by these individuals and legal entities. 2. The federal executive authorities shall ensure the implementation of paragraph 1 of this Resolution within their autority. 3. The Ministry of Industry and Trade of the Russian Federation and the Ministry of Economic Development of the Russian Federation shall ensure the balance of commodity markets and prevent the adverse impact of the special economic measures specified in paragraph 1 of this Resolution on the activities of Russian organisations. 4. To appoint the Ministry of Finance of the Russian Federation as the authority responsible for proposals made to the Government of the Russian Federation on: making changes to the lists given in Appendixes 1 and 2 to this Resolution; granting temporary permits to conduct certain operations in respect of certain legal entities to which special economic measures are applied; cancelling this Resolution in the event that the restrictive measures imposed by Ukraine on citizens and legal entities of the Russian Federation are lifted.
