South East - Existing adopted Local Plans and saved policies

Introduction

In the South East there are 68 local authorities with adopted local plans, and the National Park Authority which has yet to adopt its own local plan. 21 local authorities have core strategies in place which are in general conformity with both the requirements of the 2004 Planning and Compulsory Purchase Act and the policies set out within the South East Plan. The other 47 authorities in the region have local plans at different stages of development, with adopted plans put in place before the South East Plan was published in 2009 and therefore not necessarily in general conformity with the regional policies.

There are 17 mineral and waste authorities, excluding the South Downs National Park Authority which has yet to adopt its own local minerals and waste policies. Some authorities are working together to prepare minerals and waste policies under a single plan or core strategy, others are working individually and have separate minerals and waste policies, and one authority includes minerals and waste policies form part of its wider Core Strategy. Of the 15 mineral and waste plans, 2 are consistent with the policies set out within the South East Plan since they were published in or after May 2009, or shortly beforehand, and 13 were adopted prior to May 2009 and therefore not necessarily consistent with the regional plan. One waste planning authority, West County Council, does not have an adopted waste plan in place, but instead relies on an approved revised deposit draft document

These Plans would form part of the Development Plan in the absence of the Revoked Regional Strategy.

Table 1 shows a summary of the housing, gypsy & traveller pitches and plots for travelling showpeople, renewables, and employment policies/targets within the South East Plan and in local authority plans and core strategies.

Table 2 presents a summary of the Mineral and Waste policies/targets within the South East Plan and those in mineral and waste plans.

This will include reviewing all extant allocations of employment land for their suitability to meet future needs. Where land cannot be economically developed, or which for other reasons is not suitable for employment purposes (including mixed use schemes), alternative allocations may need to be made and the original land reallocated to alternative use(s). Where possible, both housing and employment land reviews should be undertaken at the same time.

Joint employment land reviews should identify strategic employment land to provide for the future needs of businesses, including qualitative needs, in those sectors showing potential for growth in that part of the region, whilst recognising the need to safeguard the environment and meet targets for reducing CO2. Strategic employment land should be focused at locations identified in the sub-regional strategy, or more generally at the regional hubs or gateways, and allocated or safeguarded in the relevant LDD.

The Landfill Directive aims to reduce by 2020 the amount of biodegradable municipal waste (bmw) going to landfill to 35% of the total bmw (by weight) produced in 1995. Intermediate targets are 75% by 2010 and 50% by 2013 are also proposed. This Plan is founded on the basis that it will enable this target to be met or exceeded. [West Sussex Waste Local Plan. In 2000/01, figures supplied by the Environment Agency identified that 461,000 tonnes of inert waste and 819,000 tonnes of non-inert waste required management per annum. Relatively small amounts of special and controlled waste (19,000 tonnes in 2000/01) arise in West Sussex each year. At present there is a heavy reliance on landfill for the disposal of waste. Existing landfill capacity for non-inert waste at 2002 is estimated to be 1.8 million tonnes. However, it is estimated that the total amount of

non-inert waste going to landfill in 2000/01 was about 696,000 tonnes (819,000 tonnes less 15%). At this rate of filling, existing capacity would last less than three years. Similarly, there is estimated to be existing landfill capacity for 4.6 million tonnes of inert waste. The total amount going to landfill in 2000/01 was about 392,000 tonnes (461,000 less 15%).
