1 INTRODUCTION

1.1 Preamble

1. This report represents the Semi - Annual Environmental Monitoring Review (SAEMR) for Central Asia Regional Economic Cooperation Regional Improving Border Services Project.

2. This report is the First (1st) EMR for the project.

1.2 Headline Information

3. The project includes construction of border crossing facilities at three border crossing points namely; Torkham, Chaman and Wagah. The construction at Torkham Border Crossing Point (BCP) is underway and 6.70 % 1 physical progress has been achieved till December 31, 2019. Mobilisation has just been started in Chaman BCP while the tender to bid for Wagah is yet to be awarded. Therefore, bulk of below environmental, health and safety (EHS) information pertains to Torkham Border Crossing Point (BCP).

4. Torkham BCP Contractor HSE implementation staff is on board as required under the project Initial Environmental Examination (IEE) and Environmental Management Plan (EMP). The Contractor’s Site-Specific Management Plan (SSEMP) for Torkham BCP has been approved by the Construction Supervision Consultants (CSC) and endorsed by the Asian Development bank (ADB) on June 20, 2019.

5. Baseline surveys for air quality, noise level and drinking water quality were organised by the Torkham BCP Contractor through an Environmental Protection Agency (EPA) certified lab. All Parameters tested for drinking water quality remained with the permissible limits as prescribed by EPA, therefore report suggests that the water is fit for drinking purposes. Air quality parameters were also within the EPA's prescribed limits. Noise level during day and night time were also within the EPA prescribed limits.

6. Pre-Construction training/ capacity building session as required under IEE was organised by the contractor on July 10, 2019. In addition, 27 toolbox sessions have been organised during the reporting period.

7. HSE issues at Torkham BCP recorded during the term under report includes; dust suppression, improper solid waste disposal mechanism, lack of Personal Protective Equipment (PPE), poor workers living conditions, poor site entry/exit control, absence of spill prevention trays and dumpers overloading. CSC has continuously pushed the Contractor to address these non-compliances. The contractor's performance regarding EMP implementation during the reporting period remained satisfactory and gradual improvement has been observed.

8. Project Implementation Unit (PIU) submitted Traffic Management Plan (TMP), Solid Waste Management Plan (SWMP) and Comprehensive Tree Plantation Plan (TPP) to Khyber Pakhtunkhwa (KP) EPA on July 31, 2019. The requirement was mentioned in KP-EPA NOC issued on January 1, 2019.

9. SSEMP for Chaman BCP remained under review during the reporting period.

2 PROJECT DESCRIPTION AND CURRENT ACTIVITIES

2.1 Project Description

10. Pakistan is strategically located in the heart of Asia thus providing the country with competitive economic potential to become the regional trade hub of significant importance. It provides a communication link to the two largest global economies, i.e. China and India; and is a natural transit hub for and other Central Asian States. Pakistan is also the gateway to the energy rich, financially liquid and economically advanced neighbouring countries in Central Asia. This strategic advantage alone makes Pakistan a marketplace of countless economic advancement possibilities. 2

11. The Government of Pakistan requested the Asian Development Bank to finance the “Central Asia Regional Economic Cooperation Regional Improving Border Services (CAREC-RIBS) Project to provide improvement works on three important Border Crossing Points (BCPs), namely: Torkham, Chaman and Wagah. The three BCPs play an important and strategic role in Pakistan’s endowments and development potential. However, all three BCPs are facing significant economic and security obstacles which greatly impede the achievement of the desired development outcomes. 3

12. The primary objective of the CAREC-RIBS Project is to encourage economic growth and reduce poverty by addressing the inadequacies that are restricting trade and hampering full capitalization of the transit trade potential of Pakistan 4. The aim is to reduce dwell time for cargo clearance, providing expeditious clearance and encouraging increased trade flows, without compromising essential security checks 5.

13. Integrated procedures will provide a common IT platform for all the organizations involved at the border, and will pave the way for one-window operation. Increased

trading volumes are expected to spur greater economic activity, enhancing employment and economic growth, enhancing prosperity and reducing poverty. 6

14. The Project will upgrade the border crossing infrastructure, systems and equipment at three official border crossing points; Wagah between Pakistan and India, Torkham between Pakistan and Afghanistan, and Chaman between Pakistan and Afghanistan in Baluchistan 7. Locations of Torkham, Chaman and Wagah BCPs are shown in Figure 2-1.

15. Master Plans of all three BCPs have four major areas to be developed;

• Passenger Terminal • Primary Inspection Area (Import) • Import Yard • Export Yard

16. The scope of improvement in above four major areas of BCPs consists of the provision of developmental works, buildings, offices and equipment. The development scope all BCPs broadly is similar and presented in Table 2-1, while the general layout plans of Torkham, Chaman and Wagah BCP are presented as Figure 2-2, Figure 2-3 and Figure 2-4 respectively.

2.2 Project Contracts and Management

18. The CAREC-RIBS project is led by the Project Director PMU, FBR assisted by the Deputy Project Director (DPD) with core support from two engineering consulting firms primarily known as Project Management Support Cell (PMSC) and Construction Supervision Consultants (CSC).

19. PMSC headed by the Team Leader (TL) is primarily responsible for the technical support of the PMU on overall project management and delivery i.e. master planning, design, IPC, preparation of IEEs, quality assurance/control of CSC and NLC works, ICT and security components of BCPs and coordination among stakeholders.

20. CSC as being the Engineer for the contracts are led by the TL, are responsible for construction supervision, review and approval of civil works and drawings prepared by the contractors, supervision of SSEMPs, ensuring the works, procurement and installation BCPs equipment’s, IT infrastructure and systems are implemented in accordance with ADB guidelines.

21. Engineering Procurement and Construction (EPC) Contract for Torkham BCP was awarded to National Logistics Cell (NLC) on December 20, 2018 10. The Contractor team is headed by a Project Director. Construction works commenced on February 21, 2019 and completion date will be 19 July, 2022 (1245 Calendar days). The construction is ongoing and 6.70 %11 cumulative progress has been achieved till December 31, 2019.

22. Chaman BCP EPC Contract was awarded to NLC on August 20, 2019 12. The Contractor team is headed by a Project Director. Preparatory works has been underway during the reporting period i.e. preparation of work programme, transition plan, surveys etc. however, construction activities have not been started during the reporting period.

23. Wagah BCP construction contract is yet to be awarded.

2.3 Project Activities During Current Reporting Period

2.3.1 Torkham BCP

26. Cumulative overall achieved progress during the reporting period was 6.70 % against the planned progress of 13.73 % (Figure 2-6). Activity wise breakdown is as under;

• Earthwork activity started and remained under progress at import and export terminal. NLC started work on retaining wall on nullah #4 and pile load test of fly over. NLC achieved 42% physical progress of total embankment fill and 50% of total cut in import and export terminals. • NLC continued construction of embankment and cutting activities in import / part of export terminal area. The retaining wall Left Side along Nullah # 4 is almost 95% completed, and excavation for Nullah # 01 Retaining Wall is in progress. Pile load test for the Flyover has been completed. NLC achieved 42% physical progress for construction of embankment in fill and 50% of cut in import/export yards. • Rock excavation for roads CL 101 and 102 at Peshawar end remained in progress. Confirmatory Geotechnical investigation (balance scope), for buildings, remained under progress. • Excavation for realignment of Nullah # 01 at RD: 1+020 to 0+1+220, remained under progress.

2.3.2 Chaman BCP

28. Contractor mobilisation and preparatory works has been underway during the reporting period i.e. contractor’s staff/ machinery mobilisation, preparation of work programme, transition plan and surveys. However, construction activities have yet to commence because of site handing over issue. Negotiations of PMU-FBR have been ongoing with Southern Command for resolution of issue during reporting period.

29. Draft SSEMP for Chaman BCP was submitted by the Contractor on October 30, 2019. Comments both specific and general were forwarded to NLC on November 11, 2019. Second revision submitted by contractor on December 5, 2019 while the third revision was submitted by NLC on December 26, 2019 that remained under review by CSC during the reporting period.

2.4 Description of Any Changes to Project Design

30. No change to project design of Torkham, Chaman and Wagah has been made during the reporting period.

31. No change to agreed construction methods has been made during the reporting period.

3 ENVIRONMENTAL SAFEGUARD ACTIVITIES

3.1 General Description of Environmental Safeguard Activities

32. Full time Environmental, Health and Safety (EHS) staff have been mobilised by the Torkham BCP contractor i.e. HSE Manager, Community Liaison Officer and H&S inspector, fulfilling the IEE requirement. The contractor’s EHS staff remained involved in day-to-day EMP compliance activities, organising baseline surveys, EMP trainings, toolbox talks, HSE issues, community engagement etc.

33. CSC staff remained vigilant for the implementation of EMP during the term under report. the procedure adopted by CSC to ensure implementation of EMP is briefed in below Paras 34 and 35.

34. CSC Environmental Specialist (ES) conduct regular site visits fortnightly and or at least once in a month to ensure implementation of EMP. Meeting prior to site visit has been conducted to discuss the status of previous non-Compliances. Afterward a joint visit to all construction sites/ labour camp, disposal area etc. has been conducted with NLC’s HSE Manager and non-compliances have been recorded and highlighted to HSE manager. Site visit reports highlighting compliance status were drafted and forwarded to NLC for formal record/actions. (refer Annexure E for detail CSC ES reports)

35. Besides ES visits, CSC site staff especially Resident Engineer monitor EMP/H&S implementation on day-today basis and highlight the issues to the contractor’s site manager.

36. ADB safeguard mission comprising of following staff visited the Torkham BCP site on September 26, 2019.

37. NLC briefed the ADB staff about on-going construction activities and future plans. The construction merely started then and the cumulative progress was below three percent. Joint site visit (ADB, CSC and NLC staff) of all construction sites was conducted followed by farewell meeting at the NLC main Camp-Torkham.

3.3 Issues Tracking (Based on Non-Conformance Notices)

40. Summary of non-compliances is presented in Table 3-1 while detail of non- compliances recorded during the term under this report is presented in Table 3-2. It is evident from Table 3-1 that out of 26, 21 non-compliance have been resolved while five remains pending.

41. Priority wise recorded non-compliances are shown in Figure 3-1. Analysis of priority wise total observed non-compliance shows that, 69% were low, 27% were medium and four percent were high.

4 RESULTS OF ENVIRONMENTAL MONITORING

4.1 Overview of Monitoring Conducted during Current Period

45. Baseline survey of air quality, noise level and drinking water quality at Torkham BCP project area were organised by the NLC through an EPA certified Lab on October 2019. Detail presented in relevant sections below.

4.1.1 Drinking Water Quality

46. Drinking water quality samples were collected from selected sites on October 3, 2019 at Torkham BCP. Results indicated that all tested parameters were within Pak-EPA’s prescribed National Environmental Quality Standards (NEQS) for drinking water (Table 4-1). Therefore, the water is suitable for drinking purposes. (refer Annexure – A for Lab reports)

4.1.2 Air Quality and Noise

47. The air quality and noise level monitoring were carried out at four locations highlighted in the SSEMP from October, 8 to 11, 2019 at Torkham BCP. regardless

of limited number of air quality parameters i.e. PM10, CO, NOx and SO2 suggested in the EMP for baseline monitoring, the contractor have taken a proactive approach and

arranged monitoring of additional parameters i.e. PM2.5, NO and NO2 that is appreciable.

48. Labs reports indicated that average concentrations of tested air quality parameters were within the EPA’s permissible limits as prescribed in NEQS. Although the

average concentrations of PM10 and PM2.5 are with the NEQS but the concentrations are on the higher side, therefore it is pertinent to mention here that possible causes could be;

• absence of parking space in the area and trucks are parked in the associated Nullah bed, especially the situation become worse during temporary trade suspensions; • the project area is situated in a narrow valley with huge cross border heavy vehicles/trucks movement; and • area is rural and lacks basic municipal services.

49. The average noise level was also within the range mentioned in NEQS.

50. Results of Air quality and noise level compared with NEQS are presented in Table 4-2, while the diagrammatically shown in Figure 4-1. (refer Annexure – A for Lab reports).

4.2 Material Resources Utilisation

4.2.1 Current Period

51. Detail of material resources utilized during the reporting is presented in Provide values (tables, graphs etc) for current reporting period of utilisation of electricity, water and any other materials which have been include in the SEMP for monitoring.

4.2.2 Cumulative Resource Utilisation

52. This is the first SEMR therefore the cumulative data is same as current data given in Section 4.2.1 above.

53. Currently, the construction is underway in only one project site (Torkham BCP) and in its initial phases. It is perceived that as the project progresses the quantity of resources used will increase gradually till construction reaches its peak thereafter it will gradually decrease as the project move to its closure.

4.3 Waste Management

54. Types of waste generated and its source in Torkham BCP during the reporting period include:

• Construction Waste – Excavated/Cut material; • Municipal solid waste from Labour Camps; • Medical Waste – limited to packing material only; • Hazardous waste – used oil; • Waste water – toilets/ bathrooms

55. The Torkham BCP is still in initial phases of construction. Cutting/ excavation has been the main activity during the reporting period. Therefore, bulk of generated waste is cut material.

56. Municipal waste generated during the reporting period has been nominal because of minimal number of project staff including engineers, workers, labourers etc. (Figure 4-2). As the majority of labour will be engaged during the infrastructure/ building works that activity is yet to commence.

However, the minimal amount of organic material left is disposed into the ditch, covered with soil, so that it may not cause any nuisance. The project area is rural and does not have any landfill facility, an open dumping site available is in that already itself a nuisance. Even Peshawar city does not have any engineered landfill site.

58. First aid facility is provided by the contractor at site. The facility is limited to providing basic services for common illnesses i.e. normal headaches, stomach related illnesses, blood pressure etc. Injuries are referred to Basic Health Unit (BHU) Torkham located very next to the NLC main camp, as highlighted in the SSEMP. Therefore, the waste originated from established first aid facility has been limited to packing material, that has been sold to scrap dealers during reporting period.

59. Used oil has been only hazardous waste generated from site construction activities. Used oil collected in drum has been sold to the vendors involved in this business. However, the unavailability of collection trays has been a recorded issue during the reporting period that CSC has been constantly pursuing for resolution.

60. Septic tanks have been newly constructed to treat the waste water at appropriate locations i.e. offices and labour camps, during the reporting period.

66. A comprehensive training/ capacity building training programme was organised by the HSE manager of the Torkham BCP contractor during pre-construction phase of the project as stated in the Project IEE. Two sessions (full day each) were organised to accommodate all staff on July 10 & 17, 2019. Training covered all Environmental safeguard requirements and Health & safety aspects. Training session brief is presented in Table 4-5; (refer Annexure C for Complete reports)

5 FUNCTIONING OF THE SEMP

5.1 SEMP Review

69. Mitigation measure proposed under Torkham BCP SSEMP have been very effective in terms of Environmental safeguard requirements and the ground conditions/ scenario.

70. Following Torkham BCP IEE requirements have been met by the contractor during reporting period;

• HSE implementation staff employed and deputed i.e. HSE manager, community liaison officer and one H&S inspector; • baseline air quality, noise level surveys, drinking water quality analysis organised at four locations as highlighted in SSEMP; and • pre-construction training session organised by the contractor.

71. EHS implementation is a continuous process and SSEMP recommendations have been quite effective in managing EHS issues at site. No issue has been observed, that form the basis for SSEMP revision during the term under report.

6 GOOD PRACTICE AND OPPORTUNITY FOR IMPROVEMENT

6.1 Good Practice

72. As a corporate social responsibility, NLC have arranged one day free medical camp for villagers living close to the Torkham BCP project area from time-to-time (Figure 6-1). First free medical camp was organised on April, 21, 2019 where 230 patients availed the facility, the second free medical camp was organised on August 31, 2019 and 346 patients availed the facility while in the third camp 415 patients availed the facility on December 14, 2019. Free of cost medical check-ups and medicines were provided to all patients.

73. Residents of village Bacha Mina (Torkham BCP) requested NLC in writing for relocation of electric pole out of Nullah bed to avoid disruption of electricity during flash-flood/s. The said electric pole is located in Nullah bed. The request has been under consideration by NLC, and construction team 1 was advised to relocate the electric pole outside the Nullah during the term under report.

74. Community of Village Bacha Mina (located close to construction area as highlighted in SSEMP) have approached NLC and requested both in writing (Figure 6-2) to dispose the cut material on various scoured sites along Nullah in order to avoid collapsing of their structures i.e. houses, mosques etc. In addition, community have also requested to dispose the material on the bridge to maintain easy access between community of village Bach Mina living along both site of Nullah and near proposed site in order to expand the playground for the children. CSS ES visited the site and asked the villagers about their views and they were delighted, but as per

contract obligation NLC shall have obtained RE’s approval for disposal site before dumping to cut material of villagers requested locations.

75. Two complaints have been logged during the reporting period in the compliant register and both were resolved within due time by the NLC at Torkham BCP. Detail of both complaints is presented in below table.

6.2 Opportunities for Improvement

76. Currently, the construction works are in initial therefore no such improvement outside formal NCN process is needed however, as construction progresses there may be some area that needs changes for better EHS performance. if arises, these will be identified and communicated to ADB.

7 SUMMARY AND RECOMMENDATIONS

7.1 Summary

77. Good practices regarding implementation of Environmental Safeguards by Torkham BCP contractor during reporting period are briefed below;

• Regular toolbox talks have been arranged, • Pre-construction training session on EMP implementation has been organised, • baseline air quality, noise level surveys and drinking water quality has been organised through an EPA certified Lab, all parameters where within the prescribed limits of NEQS, • First post/ dispensary has been established at site and maintained effectively, • Majority of vehicles marked with number and NLC for identifications, • Safety signboards, posters and marking installed/placed at appropriate locations. • Compliant drop box has been installed at gate of NLC’s main camp while compliant register has been maintained and has been available with HSE Manager. • Fire extinguishers have been installed at appropriate location with proper markings, • Hard Copies of Torkham BCP IEE, SSEMP and KP-EPA NOC available at site, • Coloured coded PPE have been provided to managerial staff, visitors, H&S staff and technical staff, • Emergency Evacuation Plans for the main camp has been developed as pasted at appropriate locations, • locals have been given job preference and till end of December 2019, 64 people from local population were hired by NLC for various project vacancies, besides security limitations/ restrictions as already highlighted in SSEM, • A considerable number of labourers have been observed wearing PPE, and • Water sprinkling has been carried out and is a routine.

78. EHS areas that still needs improvement and or to be addressed includes;

• uncontrolled construction sites entry/ exit points, • suitable number of flagmen to be deployed at appropriate locations, • housekeeping issue at Landi Khana labour camps, • cut down trees to be handed over to the A.C office, • more focus needed on the PPEs provision to the labourers, • existing TESCO electric powerline needs to be relocated posing a safety risk to project machinery operators.

79. CSC has continuously pushed the Contractor to address these non-compliances. The contractor's performance regarding EMP implementation during the reporting period remained satisfactory and gradual improvement has been observed.
