2 Introduction Borough snapshot

The borough of Ealing, located in West , has 342,700 residents. It is the fourth most populous borough in London. Diversity is one of our strengths and contributes to the unique identities of the seven neighbourhoods that make up the borough – Acton, Ealing, , , , and .

3 The library service needs assessment

The Ealing library service needs assessment provides data on various aspects of the library service and the communities they serve. It contains data about usage, demographic factors, equalities analysis assessment and areas of local need. It has been produced to inform the draft Ealing library strategy 2019 – 2023. The data and evidence will help the council to assess what a comprehensive and efficient service for Ealing should be, and to inform the future vision, strategy and service offer within the resources available for delivering library services in Ealing. The data records all libraries as ‘branch libraries. The library data used in this assessment is from the library management system (LMS) records 2015-2016, 2016- 2017 and 2017-2018 unless otherwise stated. Ealing library service was managed by Carillion Integrated Services through its not for profit subsidiary Cultural Community Solutions (CCS) from 2013 to January 2018. During this time CCS was responsible for data collection and service performance. The library service holds data on both active and registered users. An active user is defined as someone who has borrowed at least one item or used the PN (Public Network computers), logged onto the library catalogue, used an online resource or borrowed an item at least once in the last 12 months. The home branch is the branch where the customer joined the library. Registered users are individuals who have joined the library service within a three- year period but may not have used the service within the last year. Registered users who have used the library at least once within the last year are categorised as active users. To understand how the libraries are being used, we have focused data on: • The number of Issues and renewals • The number of visits gathered from people counters and thermal image sensors at the doors of each library • The number of active and registered users • The use of Public Computers (total hours use per annum)

4 In the last few months of 2015-2016 the Wood End people-counter stopped working intermittently and the ‘visits data’ recorded was estimated. Following this, from 2016- 2017 the people-counters in Northfields, Northolt, Northolt Leisure, Jubilee Gardens, Southall and West Ealing branches also started to malfunction and the ‘visits data’ recorded in those branches is therefore also estimated. The estimation was in relation to the same period in the previous year. March 2018 new ‘Thermal Image’ people-counters were installed in the above five library branches to improve the accuracy of recording visitor numbers.

Statutory duty to provide library services

Section 7 of The Public Libraries and Museums Act 1964 places a duty on the Council as Library Authority, as follows: (1) To provide a comprehensive and efficient library service for all persons desiring to make use thereof,

Provided, that although a library authority shall have power to make facilities for the borrowing of books and other materials available to any persons it shall not by virtue of this subsection be under a duty to make such facilities available to persons other than those whose residence or place of work is within the library area of the authority or who are undergoing full-time education within that area.

(2) In fulfilling its duty under the preceding subsection, a library authority shall have regard to the desirability—

a) of securing, by the keeping of adequate stocks, by arrangements with other library authorities, and by any other appropriate means, that facilities are available for the borrowing of, or reference to, books and other printed matter, and pictures, gramophone records, films and other materials, sufficient in number, range and quality to meet the general requirements and any special requirements both of adults and children; and b) of encouraging both adults and children to make full use of the library service, and of providing advice as to its use and of making available such bibliographical and other information as may be required by persons using it; and c) of securing, in relation to any matter concerning the functions both of the library authority as such and any other authority whose functions are exercisable within the library area, that there is full co-operation between the persons engaged in carrying out those functions. The legislation is not prescriptive about what a comprehensive and efficient service is. However, in the case of Bailey v London Borough of Brent [2011] the Judge stated that comprehensive does not mean that every resident should live close to a library. Comprehensive is taken to mean delivering a service that is accessible to all residents using reasonable means, including digital technologies. An efficient service must make the best use of the assets available to meet its core objectives and vision, recognising the constraints on council resources.

5 Decisions about the service must be embedded in a strategic framework which draws upon evidence about needs and aspirations for the borough. When considering how to meet its statutory duty, it is important for the council to carry out an assessment of the needs and an understanding on how the service is performing. The assessment of need should be consulted upon along with the draft strategy which contains proposals to change the service. Consultation on the draft needs assessment will help the council increase its awareness of any unmet need and aspirations of communities. This will also help to update the needs assessment and the future strategy for the service.

Public Sector Equality Duty

The Council must comply with the Public Sector Equality Duty. The general duty is set out in s.149 Equality Act 2010. In summary, the duty requires the Council to have due regard to the need to: a) Eliminate unlawful discrimination, harassment and victimisation and other behaviour prohibited by the Act. In summary, the Act makes discrimination etc. on the grounds of a protected characteristic unlawful b) Advance equality of opportunity between people who share a protected characteristic and those who do not. c) Foster good relations between people who share a protected characteristic and those who do not including tackling prejudice and promoting understanding. The Act makes clear that having due regard for advancing equality involves: • Removing or minimising disadvantages suffered by people due to their protected characteristics. • Taking steps to meet the needs of people from protected groups where these are different from the needs of other people. • Encouraging people from protected groups to participate in public life or in other activities where their participation is disproportionately low. The protected characteristics are age, disability, gender reassignment, marriage and civil partnership, pregnancy and maternity, race, religion or belief, sex, and sexual orientation.

6 Summary of the findings of the Ealing Library Service needs assessment

• The service provides access to libraries in 13 locations across the borough. Most residents are within a two-mile radius of one of the four main town centre libraries, as well as 24/7 access to the virtual library on line resources. • The four main town centre libraries (Acton, Ealing Central, Northolt and Southall) are each open for more than 50 hours a week with Ealing Central and Southall open on Sundays; and Ealing, Northolt and Southall libraries provide additional opening hours leading up to student exams April to June each year. • Ealing Central and Southall libraries have the highest visits and book issues and the highest number of active users. • Active users of the library service make up approximately 17% of the borough population. • Library visits across the service have generally remained at 1.6 million visits per annum over the last five years. • Book issues (borrowing an item from the library) are declining, in line with the national trend. • Over the past three years, Ealing library service has had increase in visits (+2.11%); and decrease in issues (-3.5%). • There has been an increase in the use of e-resources. eBook issues have increased by +14.83% and e Audio by +52.57% within the last three years. • Library users are making use of the public network computers. However, there is no library where computers are being used more than 40% of the available time. • Forty-seven percent of active library users are between16 and 49 years of age. • Acton, Northolt and Southall libraries are in areas of high deprivation and social need (Index of Multiple Deprivation). These libraries are of comparative size. Acton and Northolt libraries have fewer than 50% visitors than Southall library’s 256,695 visits. Both Acton and Northolt libraries have the capacity to increase visits by better engaging with communities and aligning the service offer with local need. • Acton and Southall libraries book issues were between 64,000 and 67,000 in 2017 – 2018, while Northolt issued almost 33,000 books in the same year. There is significant capacity to increase issues at Northolt through better engagement around reader development and community engagement programmes.

Ealing’s library service operates from 13 buildings across the borough. Types of library in Ealing

Main town centre libraries are strategically located across the four town centres of Acton, Ealing, Northolt and Southall. They act as the main hub library for the areas they serve, with longer opening hours of between 53 to 57 hours over six or seven days a week July to March and have more facilities (meeting rooms, stock, IT, events and activities). They all have extended opening hours April to June each year to provide additional study time for students. Branch libraries have shorter opening hours over four or five days a week of between 31 and 39 hours a week, apart from Northolt Leisure Library which has extended hours due to its location in the foyer of the Northolt Leisure Centre. They generally provide a wider community offer through partnerships, events and activities and some have space for hire. All branch libraries are linked to main town centre libraries.

Location and reach of Ealing’s libraries

The location of the libraries is shown on the following maps and the catchment area served. The council is proposing that it delivers its statutory duty to provide a library service from six libraries. Map 1 shows the 6 libraries and the 2-mile catchment coverage for each of the libraries combined. This demonstrates that there is almost 100% coverage within two miles of a council run library. However, parts of Perivale fall outside the 2- mile catchment area of the six libraries. The service will need to consider any mitigation that could be put in place, within the resources available, as part of its future proposals for the library service.

11 Figure 2 shows that the branch libraries provide a very local offer. Most users of branch libraries live within 1 and 1.5 miles of the library. The catchment areas served by branch libraries also overlap. Northfields, West Ealing and Hanwell libraries provide significant over provision in a small radius of 1.5 miles. The very local nature of the focus of these libraries, in addition to the access to the 6 libraries where the Council is proposing to consolidate its offer, makes these branch libraries a prime opportunity for these services to be run as community managed libraries.

12 Profiles of library users in Ealing

Number of registered and active Library Users Ealing library records show 149,882 registered users at the point when the data was extracted across the whole library service (registered users of the Home Library Service, Hospital Library Service and the 13 static libraries). This represents 44.3 % registered users against the Ealing population. The number of people who are active users of the 13 static libraries only totals 56,801. This represents 17% against the overall population in Ealing. However, the number of active users increase to 57,227 when the Home Library Service and Hospital Library Service active users are included. Registered users are recorded based on which library they register (join) as a library member. This counts as a registered user for that specific library. There are 20,440 registered users who have addresses outside of Ealing. Table 5 below shows the ward profile of 129,442 registered users at the 13 static libraries with Ealing addresses. There is some overlap between the ward registered users live in and the library where they have registered their library membership. For example, residents with an address in Greenford may be counted as a registered user for either Greenford library or Northolt library, depending on where they took out their original library membership. Table 6 shows the ward profile of registered users of the library service who have borrowed an item from the library at least once in the past twelve months and are, therefore, classed as an active user of the library service. Active user profiles only relate to borrowing an item from the library and is distinct from using the library for any other purpose.

Across all Library branches, the age group with the most active library users is 16 – 49 (47%), followed by under 16 (34%) and then over 50s (19%), representing almost one fifth of all library users.

16 Profiles of Ealing’s libraries

Opening hours The libraries are open for 554 per week. The pattern of opening hours is predominantly 0900-1900 on weekdays, 1000-1700 on Saturdays and 1300-1600 in the Central & Southall libraries on Sundays. April to June there are extended opening hours at Acton, Ealing Central, Northolt and Southall libraries providing additional study time to support students preparing for exams. This is an additional 24 hours each week increasing the total library hours weekly to 578 across the 13 static libraries. The Hospital library provides a 23.5-hour weekly service for the patients and staff of St Bernard’s Hospital. The library service in total provides 601.5 hours weekly access. Number of visits An analysis of data from the library management system demonstrates that over the past three years there has been an increase of library visits but a decline in issues. All Ealing libraries have an electronic people counter at the library entrance to count visitors. The people counters count people in and out of the library. Therefore, to get a more accurate picture of actual visits, the total number recorded is divided by two to get the number of visits to the library. Library visitors give an indication of the volume of business in each library and how busy the library is. Visitors can be at a library for any number of reasons, including for study or research, to read newspapers/magazines, advice, information and to socialise. Data on all these types of activities is not captured. Introducing user surveys

17 will help capture the profile of activities undertaken by visitors and the reasons they visit the library. Ealing libraries had 1,633,914 physical visits in 2017-2018. Library users also made 288,779 online visits between 2017-2018. The total number of visits real and virtual was 1,922,639. Overall, visits to public library branches for the last three years show that in 2016-2017 there was a year-on-year increase of 1.60%, and in 2017-18 an increase of 0.51%.

These visits were then analysed to show hourly usage across the service. This showed that less than 3% of visits took place between 9.00am – 10.00am; visits to the libraries picked up from 10:00am onwards; and the busiest time was between 11:00am and 4:00pm with less than one percent of visits being made between 7:00pm and 8:00pm.

IT usage in Ealing’s libraries

The library service holds data on multiple IT usage variables. These include: • Wi-Fi Usage • Public Internet Usage by time and sessions • eBook issues • e-Audio • e-Magazines

Public Network (PN) sessions The Library provides a total of 186 public network computers for use by the public. In addition, there are 40 pcs across the service in IT suites at Acton (9), Central (16) and Northolt (15) Libraries. The People Network (PN) provides free public internet access for first two hours. Additional hours access is charged at £2.50. PN Sessions refer to the number of successful logins onto the network, each login refers to one session. Each library branch provides some PC’s for internet access, Microsoft Office, and access to the library online services. The service provides free Wi-Fi access to library members. In 2015-2016, the data provided is only for part of the year due to the Wi-Fi being installed in the first three months of 2015 and data recorded subsequently. The table below on PN access and Wi-Fi use show a small decline over the last few years. This has been attributed to the slow speed of the network and the quality of this aspect of the service that has not kept pace with customer expectations. There was a total of 228,041 PN sessions in 2017-2018. Sessions typically last between 30 and 60 minutes. Some of the basic IT skills sessions library users receive support from volunteers or library staff will last longer. Volunteers play a significant role in supporting the library service and support a diverse range of library activities in Ealing Libraries. 24 Local Need – providing services in neighbourhoods of most need

The Department for Communities and Local Government (DCLG) released the English Indices of Deprivation in September 2015. These indices provide a set of relative measures of deprivation for small areas (Lower-layer Super Output Areas (LSOA) across . There are 32.844 Lower Layer Super Output Areas in the country. The Indices of Multiple Deprivation (IMD)1 is based on seven domains of deprivation constructed from 37 different indicators. Ealing has a total of 196 LSOAs. In addition to the Index of Multiple Deprivation and the seven domain indices, two supplementary indices also used are: Income Deprivation Affecting Children Index (IDACI) and the Income Deprivation Affecting Older People Index (IDAOPI). Key findings for Ealing’s overall Index of Multiple Deprivation (IMD) • Ealing is ranked the 87th most deprived local authority out of all 326 English local authorities. • The most deprived areas of Ealing fall within the town centre neighbourhoods of Northolt, Southall, and Acton. • Norwood Green is the most deprived ward in terms of the overall Index of Multiple Deprivation, followed by Northolt West End, Southall Broadway, and Southall Green. Income deprivation • Ealing is now the 28th most deprived borough in terms of the scale of income deprivation (i.e. the size of the population that is income-deprived). • Northolt West End is the most deprived ward in terms of rank of income deprivation. Employment deprivation • Ealing is the 41st most deprived borough in terms of scale of employment deprivation (i.e. the size of the population that is employment-deprived). • Northolt West End is the most deprived ward in terms of the rank of income deprivation. Income Deprivation Affecting Children Index (IDACI) • East Acton is the most deprived Ealing ward in terms of IDACI score. Income Deprivation Affecting Older People (IDAOPI) • South Acton and Southall Broadway are the joint most deprived wards in Ealing in terms of IDAOPI scores.

The neighbourhood’s outcome review identifies these three areas as parts of the borough where a focus on community services and interventions can make an impact in improving the life chances of residents experiencing or at risk of multiple deprivation.

26 Ealing’s Joint Strategic Needs Assessment (JSNA)

Ealing’s Joint Strategic Needs Assessment (JSNA) 2 is a report which shows the health and wellbeing of the people living and working in Ealing. It analyses detailed information about our local population from commonly used sources like the Census, health surveys, and service-based information and compares it with intelligence from a variety of community sources. This helps to create a picture of the current (and future) local health needs and identifies health inequalities and gaps in service. The JSNA provides an important source to help strategic planning of services to help improve wider health and wellbeing outcomes for the borough. Its analysis of the local population, using a wide variety of sources, in its chapter on Population Characteristics provides information on population projections starting 2016 to 2026 and 2036. The projections through to 2036, generally in all the age bands, are predicted to follow the 2026 trend of either increasing or reducing. Projected population changes are: • Reduction in 0 – 4-year olds (-8%) • Reduction in 5 – 9-year olds (-5%) • Increase in 10 – 14-year olds (+15%) • Increase in 15 – 19-year olds (+18%) • The only increase in the 25 – 49 age band is amongst 44 – 49-year olds (+3%) • Significant increase in the over 50’s with the biggest age band increases are 70 – 74-year olds (+31%) and 75 – 79-year olds (+29%)

Evidence focus and interventions The JSNA evidence and priority interventions for commissioners and service providers will help shape the priorities for the Library Service. The chapters on evidence are comprehensive and in particular the sections that address the current and changing cohort of library users will enable strategic planning on how these aspects of the universal library offer is developed and delivered for these population groups: • Children and young people • Mental health and wellbeing • Older people
