Uxbridge Road Public Realm Project FINAL PROJECT BRIEF ISSUED TO CONSULTANTS IN NOV 05

Introduction

The Borough of Ealing wishes to improve the public realm along the Road corridor. Ee aim to:

 Produce a holistic approach to improvement Through a high level and project focused "whole corridor public realm " strategy that links transport aspirations, parks improvements, town centre public realm/management aspirations and prospective development opportunity sites (UDP briefs).

 Encourage inward investment The strategy should be very visual and practical and produce a series of interlinking project proposals for funding bids (Parks/Streets/Transport/TCM and Area/Corridor management)

 Encourage good design And consider some ongoing street problems ( street trading, Ealing Broadway square, Anti social behaviour hot spots, critical street renewal, / Lidle square, Hospital frontage/access).

 Encourage partnership working between LBE and the GLA as part of the Mayors 100 public spaces The Acton Liveability project showed the value of integrating service work to support external bidding - with a strong design approach. The strategy should build on the integrated work developed through the Liveability project, include new support from GLA to fund design support and aim to "welcome" Tfl.

Purpose

Consultants are asked to:

 Identify recently improved public spaces, current improvement projects and proposed sites for improvement in Acton, Ealing, Hanwell and Southall Town Centres  Identify UDP Development Opportunity sites along the corridor. As development on these sites come forward they should make a positive contribution to public realm.  Identify poor links to and through Public Open Spaces (parks) associated with the Uxbridge Road corridor and town centres, including transport interchanges-bus/tube/rail.  Develop a public realm strategy that takes into account the above identified spaces over 2006- 2009 for funding purposes and up to 2013 for strategy purposes  Review public realm needs identified in the UDP Development Opportunity sites

1  Review links to and through Public Open Spaces (parks) associated with the Uxbridge Road corridor and town centres  Provide design proposals for agreed spaces within the study area and critical links between the spaces, development attractions and transport

Project Outcome

 Overall strategy document containing general location, spatial analysis and recommendations for areas and corridor  Detailed spatial analysis and design proposal with pre-feasibility costs for each of the agreed spaces and links

Study area

The study area includes:  UDP Development sites along Uxbridge Rd corridor – review public realm needs and identify as potential spaces to be created (see map for location)  Poor links to and through Public Open Spaces (parks) associated with the Uxbridge Road corridor and town centres, including transport interchanges-bus/tube/rail. (not mapped)  Public spaces along Uxbridge Road (see map for location):

Ealing

A. forecourt – provide design proposal (check Legal and Financial issues with Transport and Parks and look at link to corridor including Bond Street and High Street) B. Dickens Yard proposed public square – note proposals C. Barns pickle – identify potential pedestrian/ cyclists improvements D. New space in front of Perceval House – note space created this year

West Ealing

E. Dean Gardens – note proposals F. Leeland Road Market – identify potential improvements G. Space in front and after Sainsbury’s in and cul-de-sac opposite - identify potential improvements

Hanwell

H. Space in front of Lidl in Hanwell – (see bid with Andrea Laffey & Hanwell Steering Group) provide design proposal I. Clocktower square – note recent improvements

Southall

J. Streetscape improvements to Uxbridge Road within Southall Town Centre– identify opportunities for clearing pavement clutter and organising street trading. Note that tram impacts on junction with South Road need to be resolved.

The study area also includes the following sites along South Road/ The Green and King Street, given its physical link to Uxbridge Road and its importance to the Southall Town Centre:

K. Land in front of 31-57 South Road (UDP Development Site 34) including terraces at 63-97 South Rd - provide design proposal L. Land in front of Phoenix House - identify as potential space to be created M. Land in front of St. Anselms Church (Dilloway Yard) - identify as potential space to be created N. Manor Grounds – identify potential improvements

2 O. 1-5 Kings Street (UDP Development site 39) – review public realm needs and identify as potential space to be created P. Triangular square on Havelock Rd corner and 10 Western Road)– provide design proposal Q. Car park at the end of King’s Street-identify as potential space to be created

Acton R. Acton Town Square – note improvements (not mapped)

Please note that this is a draft list and we need to be flexible with regards to which spaces we include as we move forward with the project.

Timescale

 First meeting 21 Sep 05  Site visit 21 Sep 05  Second meeting 17 October 05  Draft Strategy document Nov/ Dec05  Initial designs Jan 05  Final draft Feb 06

Funding

 £30K - £15K provided by LDA, 15K provided by LBE.  50% fee to be paid at the beginning of the contract period, 25% upon submission of final draft document and remaining 25% upon final completion.
