3/5/2019 Local Government Boundary Commission for England Consultation Portal Ealing London Borough Personal Details: Name: Elthorne Branch Labour Party Comment text: Elthorne Ward Labour Party resolved at its meeting on 22 November 2018 to ask Ealing Council, and the Boundary Commission, to retain the historical name of Elthorne Ward, and to keep the Ward's current boundaries. Elthorne is a name as old as Hanwell, and it was the name of a hundred in Saxon times, stretching from Ealing to Uxbridge. It is thus a more accurate name for the Ward than Hanwell Broadway, as it includes part of West Ealing W13, which is and was included in Elthorne, but certainly not in Hanwell. The current area of the Ward has worked well for many years, and residents feel Elthorne is an integrated whole. Separating Elthorne Park High School from the park which gives it its name would not make sense: the part of the Ward from Elthorne Park to Boston Manor Station should remain in Elthorne Ward. Uploaded Documents: None Uploaded https://consultation.lgbce.org.uk/node/print/informed-representation/15979 1/1 Response to the Local Government Boundary Commission for England Draft Recommendations on new electoral arrangements for Ealing Council on behalf of the Ealing Conservative Group Overview The Ealing Conservative Group agrees with the vast majority of draft ward boundaries as proposed by the LGBCE. The Conservative Groups makes two minor changes to the boundaries between Ealing Broadway and Pitshanger; and Pitshanger and Hanger Hill. Boundary Proposals Pitshanger & Hanger Hill Currently the footprint of the Brentham club is split between Pitshanger and Hanger Hill wards. We propose including the football ground, but no properties in Hanger Hill ward as shown below. Ealing Broadway & Pitshanger We do not agree with the LGCBE’s proposal for the Boundary between these two wards. We propose uniting the St Stephen’s Area as the whole area around St Stephen’s Church has distinct architectural characteristics of imposing Victorian dwellings with the church at the heart of the estate. The electors we have included would all vote at St Stephen’s. This is shown in the map and aerial view below. As we have argued above that Pitshanger will lose a small number of electors by our suggestion for the St Stephen’s Estate we have an alternative suggestion that we move the Pitshanger ward boundary north so that it runs down Montpelier Road rather than Mount Avenue restoring electors as shown below: Ealing Ward Boundary Review 2019 - Ealing Liberal Democrats Submission on Draft Recommendations Overview of Submission We accept the bulk of the Commission’s draft proposals but wish to raise alternative proposals in a few key areas, especially around preserving the Ealing / Acton border and better reflecting the West Ealing community. Responses to the Draft Recommendations Northolt Mandeville and Northolt West End We accept the commission’s draft proposal. Central Greenford, Greenford Broadway and North Greenford We accept the commission’s draft proposal. Acton and Hanger Hill (Acton Green, East Acton, Hanger Hill, North Acton, South Acton) We feel that the boundaries chosen between Ealing Common, North Acton and South Acton do not reflect the natural boundary between the historically separate towns of Ealing and Acton. We propose that the boundary at this point follows the postal district boundary between W3 (Acton) and W5 (Ealing) so returning some Acton streets to North Acton and South Acton wards. While we understand that postal district boundaries are not automatically followed, in this case there is a clear and natural historic distinction between the Ealing and Acton communities. The eastern streets in the currently proposed Ealing Common ward run close to Acton Town Centre and it is illogical for them to be in an Ealing ward rather than an Acton ward. In addition, Ealing Common has the largest 2018 electorate in the borough, while both North Acton and South Acton are below average, so our proposal would benefit electoral equality. At the other end of Acton, we are content with the proposed boundaries but are concerned that Acton Green is an unsuitable ward name as most of the ward residents consider themselves to live in Chiswick rather than Acton and tend to shop in Chiswick High Road (in Hounslow borough) rather than in Acton and use Chiswick Park or Turnham Green tube stations. Again postal districts are significant as most of the ward is in the W4 postal district (Chiswick) rather than W3 (Acton). We would be happy to retain the previous ward name of Southfield, taking the name of Southfield Road, Southfield Park, Southfield School and the Southfield Park Triangle Residents’ Association towards the centre of the ward. If it must be changed, we feel North Chiswick or North Chiswick and the Vale are more suitable than Acton Green, which represents only a small part of the ward. Ealing Broadway and Ealing Common See comments in the above section relating to Ealing Common. Hanwell Broadway, South Ealing and Walpole West Ealing is a very distinct community within the borough. We propose turning Walpole ward into a more specifically West Ealing ward to better respect natural communities. This can be achieved without getting down to the level of considering individual streets by moving entire polling districts between wards. We propose moving the UB polling district of the Hanwell Broadway ward, which includes much of the centre of West Ealing including West Ealing station, into Walpole ward, which is the ward that currently has more of West Ealing than any other ward. We would propose naming this West Ealing ward. The VC polling district, which is part of Northfield Avenue and streets around it, would then move from Walpole into the South Ealing ward which already contains the rest of Northfield Avenue and other streets around it. It would be logical to revert to the previous name of Northfield ward. Finally WE polling district would move from South Ealing to Hanwell Broadway. This is an area very similar to the currently proposed southern part of Hanwell Broadway ward and is also in the W7 (Hanwell) postal district. North Hanwell, Perivale and Pitshanger We welcome the commission’s proposal to make the western boundary of Pitshanger ward the railway line, which is a logical natural boundary as elsewhere in the borough. Road access to Copley Close is entirely from the west. We strongly hope that the commission will stand firm on these proposals and see no case for reverting to Pitshanger including Copley Close, which is on the other side of the railway line and has no natural community connections. South-west Ealing – Norwood Green, Southall Green We accept the commission’s draft proposal. West Ealing - Dormers Wells, Lady Margaret, Southall Broadway, West Southall We accept the commission’s draft proposal. UB Polling District we propose to move from Hanwell Broadway to Walpole This area is the heart of West Ealing ‐ going right up to West Ealing station ‐ and fits much more naturally in a West Ealing ward than a Hanwell ward. 4. VC Polling District we propose to move from Walpole ward to South Ealing This area includes part of the Northfields area ‐ Northfield Avenue and the streets of Victorian terraces off it, which continues seamlessly into what is proposed as South Ealing ward. 5. WE Polling District we propose to move from South Ealing ward to Hanwell Broadway This area is part of Hanwell (W7) and fits naturally with the similar roads immediately to the north that are already in Hanwell Broadway ward. 4.
