REGIONS OF Regional Waste Management CLIMATE ACTION Centar – Central Region

Expected project CAPEX : 26’200’000 € Mandating Authority : Autonomus Province of / Provincial Secretariat for Urban Planning and Envi- ronmental Protection

Summary The overall objective of the project is to develop an EU-standard Integrated Sustainable Solid Waste Management system for the region of Zrenjanin. The Project concerns the construction of a regional sanitary landfill, a composting facility, together with a transfer station and local recycling centres, and the closure and rehabilitation of selected existing waste disposal sites.

Location and population City of Zrenjanin and Munici- palities of Secanj, Zitiste, and Kovacica, 193,595 inh Social and environmental impact The regional waste management project is expected to be beneficial on both environ- mental and social levels. Improvements in the waste management system will con- tribute to significant improvement of en- vironmental conditions in the region. It is particularly related to the expected closure of the existing, unregulated dump sites, in- troduction of waste segregation practice and development of recycling sector resulting in waste reduction

Main stakeholders City of Zrenjanin / Municipalities of Kovaci- ca, Secanj, Zitiste and Titel / Local PUCs / Brantner otpadna privreda (private operator in Kovacica)/ Provincial Authorities (Pro- vincial secretariat for urban planning and environmental protection) / Line Ministries (primarily Ministry of Agriculture and Envi- ronmental Protection) / Citizens (consumers) / Individual scrap collectors / EU Delegation

Source (Kovavica, Secanj, Titel + exist- separation should ensure the division of municipal waste into three ing facility in Zitiste) and 3 sites streams: Dry recyclables, Bio-waste and Residual in Zrenjanin Analysis of the locations and volumes of waste generated indicate that only one transfer station is economically justified : Kovacica, Transfer stations 3 which is the farthest from Zrenjanin and the second largest waste 585.778 € One Transfer Station in Kovacica generator. A simple bulking type transfer station facility is required for Kovacica It is proposed that a dry Materials Reclamation Facility (MRF) is developed on the site of the RWMC to handle the collected dry recyclables in the region. The basis of the central sorting plant/ MRF is as follows: Agricultural / industrial style warehouse building Recyclables sent for processing / Covered storage of incoming co-mingled recyclables and sorted Sorting Centre 3 961.800 € at 5 various sized clean Materi- materials / Process (Lifts to bag openers; Automated bag splitting; als Recycling Facilities Fines screening and fines silo; Conveyor; One waste stream per sorting operative, Automatic metal (ferrous and nonferrous) removal (magnet, eddy current separators; Sorting cabin; Sorted materials Balers; Residue goes to end of line (i.e. positive sorting) The composting facility is to be located on the site of the RWMC at Composting 3 Zrenjanin adjacent to the entrance to the landfill body. In summary 2.874.331 € Compost Plant with capacity of facilities the composting facility is designed for 20,000 tonnes per year in a 20,000 tonnes/year six week indoor composting process, followed by outdoor curing.
