The development is acceptable in terms of access, design, and layout and generally accords with the requirements of the design guidance on such developments. The proposed housing design and site layout configuration incorporates acceptable noise mitigation measures to minimise noise impacts from the adjacent industrial uses in the interests of protecting residential amenity. 4 5 Proposed Conditions:- 1. That the development hereby permitted shall be started no later than 4th November 201 1. Reason: To accord with the provisions of the Town and Country Planning (Scotland) Act 1997 (as amended) and outline planning permission 04/01244/OUT to which this relates. 2. That, except as may otherwise be agreed in writing by the Planning Authority, the development shall be implemented in accordance with drawing numbers:- Site Layout P.01 Rev. That the development hereby permitted shall not start until a Notice of Initiation has been submitted to the satisfaction of the Planning Authority. Reason: To accord with the provisions of the Planning etc (Scotland) Act 2006. 4. That within 4 weeks of the last dwelling hereby permitted being constructed a Notice of Completion shall be submitted to the satisfaction of the Planning Authority. Reason: To accord with the provisions of the Planning etc (Scotland) Act 2006, to monitor the development, to enable the Planning Authority to retain effective control. 5. That BEFORE the development hereby permitted starts the following shall be provided: (a) written confirmation from Scottish Water that the site can be provided with an acceptable water supply and a foul sewerage system which would not contribute to the premature operation of consented downstream overflows; (b) details of the proposed surface water surface drainage scheme and certification from a Chartered Civil Engineer, experienced in drainage works that it complies with the principles of Sustainable Urban Drainage Systems (SUDS) in terms of the relevant ClRlA Manual and other advice published by the Scottish Environment Protection Agency (SEPA). Reason: To enable the Planning Authority to consider these aspects in the interests of ensuring that the drainage scheme complies with best SUDS practice, to protect adjacent watercourses and groundwater, and in the interests of the amenity and wellbeing of future residents. 6. That the SUDS compliant surface water drainage scheme approved in terms of Condition 5 above shall be implemented contemporaneously with the development. Following the construction of the SUDS, a certificate signed by a Chartered Civil Engineer shall be submitted to the Planning Authority confirming that the SUDS provision has been constructed in accordance with the relevant ClRlA Manual and the approved plans. Reason: To safeguard adjacent watercourses and groundwater from pollution and in the interests of the amenity and wellbeing of future residents. 7. That BEFORE any works of any description start on the application site, unless otherwise agreed in writing with the Planning Authority, a comprehensive site investigation report shall be submitted to and for the approval of the said Authority. The investigation must be carried out in accordance with current best practice advice, such as BS 10175 : 'The Investigation of Potentially Contaminated Sites' or CLR 11. The report must include a site specific risk assessment of all relevant pollution linkages and a conceptual site model. Depending on the results of the investigation, a detailed Remediation Strategy may be required. Reason: To establish whether or not site decontamination is required in the interests of the amenity and wellbeing of future residents. 8. That any remediation works identified by the site investigation required in terms of Condition 7, shall be carried out to the satisfaction of the Planning Authority. A certificate (signed by a chartered Environmental Engineer) shall be submitted to the Planning Authority confirming that any remediation works have been carried out in accordance with the terms of the Remediation Strategy. Reason: To ensure that the site is free of contamination in the interests of the amenity and wellbeing of future residents. 7 9. That BEFORE the development hereby permitted starts, full details of the design and location of all fences and walls to be erected on the site shall be submitted to, and approved in writing by the Planning Authority. Reason: To enable the Planning Authority to consider these aspects in detail. 10. That notwithstanding condition 9 above, BEFORE the development hereby approved starts, details regarding the feature wall/fence to be erected along the Coltswood Road frontage shall be submitted to, and approved writing by the Planning Authority. Reason: To enable the Planning Authority to consider these aspects in detail. 11. That the feature wall/fence approved under the terms of condition 10 above shall be completed prior to the occupation of any of the residential units hereby approved. Reason: In the interests of the visual amenity of the area. 12. That BEFORE the development hereby permitted starts, a scheme of landscaping shall be submitted to, and approved in writing by the Planning Authority, and it shall include:- (a) details of any earth moulding and hard landscaping, boundary treatment, grass seeding and turfing; (b) a scheme of tree and shrub planting, incorporating details of the location, number, variety and size of trees and shrubs to be pianted. For the avoidance of doubt this shall include structured planting proposals for the north embankment of the development; (c) an indication of all existing trees and hedgerows, plus details of those to be retained, and measures for their protection in the course of development (d) a detailed timetable for all landscaping works which shall provide for these works being carried out contemporaneously with the development of the site. Reason: To enable the Planning Authority to consider these aspects in detail. 13. That all works included in the scheme of landscaping and planting, approved under the terms of condition 12 above, shall be completed in accordance with the approved timetable, and any trees, shrubs, or areas of grass which die, are removed, damaged, or become diseased, within two years of the full occupation of the development hereby permitted, shall be replaced within the following year with others of a similar size and species. Reason: To define the permission. 14.

Through the CCB&CS Strategy the Third Sector’s contribution is co-ordinated, robustly monitored and works to the regional logic model based on a series of programme outcomes. The CCB&CS work is based on co-production (which includes co-commissioning at a community level); giving people choice and control and connecting people to their communities. Using nine thematic leads to guide best practice and 6 locality host organisations to ensure a truly community led approach, a devolved budget of £1.14 million is directly invested in organisations and community groups with countless others receiving support from other means. Investment ranges from micro-investment and matched funds to strategic investment in thematics of up to £75,000. Our programme approach ensures that all activity links to programme outcomes and that best value is achieved. Additionally, the programme is able to use its budget to leverage a significant although variable amount of additional funding and in-kind contributions. In 2018/2019 a conservative estimate of in-kind of contributions totalled £62,775 with £485,000 additional income leveraged.

    Invitation to quote Lanarkshire Reminiscence Resources Project Purpose: To research and develop reminiscence resources for carers to borrow freely from libraries, and for voluntary groups, NHS and other professionals to use. Format: Packs of photographs, A4 in size, with an image on one side and information for users on the other ,including details of the photograph (date, location, associated people and a narrative where appropriate etc.) and prompts for users in the form of questions. Each pack would also have an introduction card with ideas for using the cards. Additionally each pack would be made available as a PDF for download from a partner website. Number of images in each pack: There would be a minimum of 20 images per pack. The main timeline would be 1950s, 60s and 70s but for future proofing, supplementary 1980s/90s images if available should be included. Number of original packs: One for each locality (10 in total) One for each over-arching Lanarkshire theme (15 in total) Tasks for the freelancer Work with public resources in North and South Lanarkshire (and other resources physical and digital as appropriate) to research and source images for each pack, acquiring and providing evidence of full image rights for every image for the purposes outlined above. Deliver packs ready for design and print as edited, correctly sized, labelled and formatted images. Text will be edited, including any permission credits and logos, appropriately filed and labelled.
