DescriPtion of Site and Proposal 1.1 The application is for the siting of mobile snack van on the carriagewa; of Napier Road, Cumbernauld within Wardpark North Industrial Estate. 2. Development Plan 2.1 The application raises no strategic issues in terms of the Glasgow and the Clyde Valley Joint Structure Plan 2000 and can therefore be assessed against Local Plan Policies. 2.2 Within the Cumbernauld Local Plan 1993, the application site is zoned as IB1: Industrial & Business which states that there will be a presumption in favour of industrial and business development and proposals for development incompatible with their primarily industrial and business use will not be allowed. 3. Consultations and Representations 3.1 Neither my Transportation nor Protective Services Sections, have any objections. 3.2 Two letters of representation have been received from Coilcraft Europe Limited who own a property at 21 Napier Road, with the following objections being raised:- 0 Over Provision Comments: The fact that there are businesses providing the same service within the vicinity of the application site is not a material consideration which can be taken into account when determining this application. 0 Road Access and Safety Comments: My Traffic & Transportation Section have no objections to the snack bar. e Amenity 3.3 Comments: The proposed snack van is unlikely to have a detrimental impact on the general amenity of the area. The applicant will be required to provide a litter bin and remove any rubbish generated by the business. 4. Plannina Assessment and Conclusions 4.1 In accordance with Section 25 of the Town and Country Planning (Scotland) Act 1997, planning decisions must be made in accordance with the development plan unless material considerations indicate otherwise. 4.2 The application accords with policy IB1 which provides a service for industrial and business uses within Wardpark North Industrial Estate. Purpose of Report 1.1 On Thursday, 13 September 2012 the Boundary Commission for Scotland published its revised proposals for United Kingdom Parliamentary Constituencies for an eight week final public consultation period. This report advises the Committee of those revised proposals and makes recommendations on action in response to the final consultation. 2. Background 2.1 At its meeting on 1 December 201 1, the Committee noted the statutory requirement for a review of United Kingdom Parliamentary Constituencies, the initial proposals formulated by the Boundary Commission for Scotland and the consultation arrangements. The Committee then agreed to appoint a Working Group to give consideration to the initial proposals and, at its meeting on 15 December 2011, the Council noted the recommendations of the Working Group and approved, for submission, a consultation response. 2.2 At its meeting on 1 December 2011 the Committee noted also that, following the initial twelve week consultation period, the Boundary Commission for Scotland would publish on its website the representations received and the record of the public hearings and would invite written comments during a further period of four weeks. This was done and, at its meeting on 14 March 2012, the Council noted the consultation responses and approved a submission which, with the benefit of additional considerations arising from the consultation responses, adhered to the initial consultation submissions made by the Council. 2.3 Having considered all responses, the Boundary Commission for Scotland has now published revised proposals for an eight week final public consultation period.
