These facilities shall be implemented in accordance with the approved plans prior to the operation of the development hereby approved and all waste going into the Energy from Waste plant shall first be pre treated and sorted in the Materials Recovery Facility. Reason: To ensure the operation of the development accords with Scottish Governments waste policy and accords with the principles of sustainable waste management. 4. That unless otherwise agreed in writing with the Planning Authority, in consultation with SEPA, the total amount of municipal waste treated in the EfW plant shall not exceed 25% of the municipal waste arising in any year from any of the feeder authorities as outlined in the EIA. Reason: In order to comply with Government waste policy on such developments. 5. That prior to the operation of the plant, full details of the combined heat and power (CHP) infrastructure, including the off-take and pipe-work required as part of a Heat Plan (approved under SEPAs PPC regime) shall be submitted to and approved in writing by the Planning Authority in consultation with SEPA. For the avoidance of doubt the agreed CHP infrastructure shall extend where appropriate to the boundary marked in blue in approved drawing number 641679 (I-) 201 and shall be constructed under the provisions of the approved Heat Plan prior to the operation of the plant. Reason: In order to ensure that the physical measures required to enable heat to be exported are implemented and so ensure that the plant is capable of achieving efficiency targets in accordance with Government policy and SEPA's thermal treatment guidelines. 6. That BEFORE the development hereby permitted starts, unless otherwise agreed in writing with the Planning Authority, full details of the proposed surface water drainage scheme shall be submitted to and for the approval of the said Authority. For the avoidance of doubt the drainage scheme must comply with the requirements of the publication titled ‘Drainage Assessment : A Guide for Scotland, and any other advice subsequently published by the Scottish Environment Protection Agency (SEPA) or the Sustainable Urban Drainage Scottish Working Party (SUDSWP). The post-development surface water discharges shall ensure that the rate and quantity of run- off to any watercourse are no greater than the pre-development run-off for any storm return period unless it can be demonstrated that a higher discharge is necessary to protect or improve the aquatic habitat. SUDS shall still be provided even where discharges are proposed to public sewers notwithstanding any conditions imposed by Scottish Water. If the area of ground illustrated on Drawing No B0921400/3/004 Rev A for the SUDS is inadequate for the purpose, a revised layout drawing for this part of the proposed development shall be submitted to and for the approval of the Planning Authority prior to any works of any description being commenced on the application site, unless otherwise agreed in writing with the said Authority. Reason: To ensure that the drainage scheme complies with best SUDS practice to protect adjacent watercourses and groundwater 7. That the SUDS compliant surface water drainage scheme approved in terms of Condition 6 above; shall be implemented contemporaneously with the development in so far as is reasonably practical. Within three months of the construction of the SUDS, a certificate (signed by a Chartered Civil Engineer experienced in drainage works) shall be submitted to the Planning Authority confirming that the SUDS has been constructed in accordance with the relevant ClRlA Manual and the approved plans. Reason: To safeguard adjacent watercourses and groundwater from pollution. 8. That notwithstanding the terms of Conditions 6 and 7, a Flood Risk Assessment shall be submitted to the Planning Authority BEFORE any works of any description start on the application site, unless otherwise agreed in writing with the said Authority. For the avoidance of doubt, the Flood Risk Assessment must take account of Scottish Planning Policy 7 (SPP 7) : Planning & Flooding and Planning Advice Note 69 (PAN 69) : Planning & Building Standards Advice on Flooding. Reason: In order that the Planning Authority might be satisfied that the proposed development will not give rise to flooding within the application site and will not increase the flood risk elsewhere. 9. That any flood mitigation works identified in the Flood Risk Assessment, approved in terms of Condition 8 above; shall be implemented contemporaneously with the development in so far as is reasonably practical. Following the construction of all of the flood mitigation works, a certificate (signed by a Chartered Civil Engineer experienced in flood mitigation) shall be submitted to the Planning Authority confirming that the flood mitigation works have been constructed in accordance with the approved plans. Reason: To ensure that the development site and adjacent land and property will not be subjected to unacceptable flooding in the interests of public safety and amenity. 10, That BEFORE any works start on site, the applicant must confirm in writing to the Planning Authority that the foul drainage can be connected to the public sewer in accordance with the requirements of Scottish Water. DEPARTMENTAL 1.I Breakout activity brochure launched The Council’s summer holiday activity guide, Breakout, was officially launched on Monday 21 June at M&D’s theme park in Motherwell. The winner of the Face of Breakout competition, 5 year old Anna Swan from Cumbernauld was there, together with the runner up, 8 year old Liam McCafferty from Airdrie. The guide has information on activities across North Lanarkshire for children and young people, covering arts, countryside, libraries, museums, play and sport. The activities run from June until the end of August. 2. COUNTRYSIDE & LANDSCAPE 2.1 First Minister re-opens rowing course at start of preparations for the FlSA World Masters Regatta 2005 In his role as chairman of the FlSA World Masters 2005 Committee of Honour, First Minister Jack McConnell officially re-opened the upgraded rowing course at Strathclyde Country Park on Saturday 26 June. He started the first race to be held on the upgraded course and later attended the inaugural meeting of the Committee of Honour. The course is Britain’s first Olympic-standard eight-lane 2,000-metre rowing course.
