Fortress Europe: The Myth Martin Bangemann * The anticipation of the 1992 continental-wide market has already had an unexpected effect: one-third of the average 3.7% increase in eco- nomic growth of the European Community for 1988 is the result of in- vestors anticipating the big market.' This is the clearest signal the business community could make to show its confidence in Europe. This is the beginning of the most extensive exercise of deregulation the Euro- pean Community has experienced since its creation in the 1950s. Every- body agrees that it is an irreversible trend. Long gone is the "benign neglect" of those on Wall Street and Penn- sylvania Avenue that led the United States press to coin the sinister "Europessimism" concept of the early 1980s. Indeed, during last year, many East Coast analysts depicted Europe as a five trillion dollar econ- omy, thus granting the EC the economic powerhouse status it deserves.2 But awe often goes hand in hand with envy, which has resulted in the fashionable East Coast notion of "Fortress Europe." Before killing this myth, one crucial but often forgotten issue must be clarified: there is indeed nothing more legitimate for the Community than wanting to achieve one single market, abolishing national frontiers, and letting goods, persons, services and capital circulate freely. -

"Der Spiegel: Confirmation from the East" Counter Culture Contribution by Brian Crozier I WELCOME Sir James Goldsmith's offer of hospitality in the pages of COUNTER CULTURE to bring fresh news on a struggle in which we were both involved. On the attacking side was Herr Rudolf Augstein, publisher of the German news magazine, Der Spiegel; on the defending side was Jimmy. My own involvement was twofold: I provided him with the explosive information that drew fire from Augstein, and I co-ordinated a truly massive international research campaign that caused Augstein, nearly four years later, to call off his libel suit against Jimmy.1 History moves fast these days. The collapse of communism in the ex-Soviet Union and eastern Europe has loosened tongues and opened archives. The struggle I mentioned took place between January 1981 and October 1984. The past two years have brought revelations and confessions that further vindicate the line we took a decade ago. What did Jimmy Goldsmith say, in 1981, that roused Augstein to take legal action? The Media Committee of the House of Commons had invited Sir James to deliver an address on 'Subversion in the Media'. Having read a reference to the 'Spiegel affair' of 1962 in an interview with the late Franz Josef Strauss in his own news magazine of that period, NOW!, he wanted to know more. I was the interviewer. Today's readers, even in Germany, may not automatically react to the sight or sound of the' Spiegel affair', but in its day, this was a major political scandal, which seriously damaged the political career of Franz Josef Strauss, the then West German Defence Minister. -

The Council embodies a non-partisan network of leaders who aim to bring ideas to power and to give power to ideas by: 7 stimulating dialogue and discussion about critical international issues with a view to enriching public debate and promoting consensus on appropriate responses in the Administration, the Congress, the corporate and nonprofit sectors, and the media in the United States and among leaders in Europe, Asia, Africa and the Americas; 7 conducting educational and exchange programs for successor generations of U.S. leaders so that they will come to value U.S. international engagement and have the knowledge and understanding necessary to develop effective policies. Through its diverse networks, the Council builds broad constituencies to support constructive U.S. leadership and policies. Its program offices publish informational analyses, convene conferences among current and/or future leaders, and contribute to the public debate in order to integrate the views of knowledgeable individuals from a wide variety of backgrounds, interests, and experiences. Kevin Barge August 2018 Major Subject: Communication Copyright 2018 Marco Ehrl ABSTRACT The accidental opening of the Berlin Wall on November 9th, 1989, dismantled the political narratives of the East and the West and opened up a rhetorical arena for political narrators like the East German citizen movements, the West German press, and the West German leadership to define and exploit the political crisis and put forward favorable resolutions. With this dissertation, I trace the neglected and forgotten political directions as they reside in the narratives of the East German citizen movements, the West German press, and the West German political leadership between November 1989 and February 1990. The events surrounding November 9th, 1989, present a unique opportunity for this endeavor in that the common flows of political communication between organized East German publics, the West German press, and West German political leaders changed for a moment and with it the distribution of political legitimacy. To account for these new flows of political communication and the battle between different political crisis narrators over the rhetorical rights to reestablish political legitimacy, I develop a rhetorical model for political crisis narrative. This theoretical model integrates insights from political crisis communication theories, strategic narratives, and rhetoric.
