As the Acting Police Commissioner for Nassau County, it gives me great pleasure to present you with the most recent edition of the Quarterly Community Policing Report. This report, which encompasses the third quarter of 2017, demonstrates the community outreach our depart- ment is conducting on a daily basis in an effort to better serve the residents of Nassau County.

Each community is unique, and our members work tirelessly to develop and maintain relation- ships that help to ensure public safety. It is a priority of the Nassau County Police Department that an open line of communication remains between law enforcement and the people we serve. Creating and maintaining relationships with the community is essential for implementing crime prevention strategies and problem solving measures.

Utilizing community policing has helped Nassau County remain one of the safest large subur- ban in the . Nassau County is known for excellence in policing and we are thankful for the assistance of our community and religious partners.

Acting Police Commissioner continually meets with public officials and community leaders on var- ious issues. Here is a highlighted list of some of the more recent events that the Commissioner has either hosted and/or spoken at:

July 19, 2017 Commissioner Ryder was a Panelist at the Heroin and Opioid Addiction Forum held at NYU Winthrop Hospital Research and Academic Center in Mineola. July 21, 2017 Commissioner Ryder attended and participated in the PBA Sponsored Camp ANCHOR Carnival in Lido Beach. July 28, 2017 Commissioner Ryder attended the NC PAL Special Needs Unit Hosting Cops vs. Kids Basketball Game. August 1, 2017 Commissioner Ryder visited multiple National Night Out Against Crime locations throughout Nassau County. August 8, 2017 Commissioner Ryder met with the Hewlett Mayor and Board of Trustees at Village Hall in Hewlett Harbor. August 10, 2017 Commissioner Ryder attended the Ecuadorian Independence Celebration in the County Executive Building in Mineola. August 10, 2017 Commissioner Ryder attended Nassau County Legislator Arnold Drucker’s Town Hall Meeting in Old Westbury. August 19, 2017 Commissioner Ryder attended the Sanctuary’s 6th Annual Back to School Block Party/Community Fair in Elmont. August 19, 2017 Commissioner Ryder attended Minority Leader Kevan Abrahams’ Back to School Event in Freeport. First Precinct POP Success Story

The First Precinct success story for 2017’s third quarter involves a nuisance home located in Roosevelt. Officers and supervisors responded to the home nine times between July 1st and August 29th. The complaints were often received during late night and early morning hours regarding loud parties. Complainants reported loud music, traffic hazards, parking viola- tions, and even party goers stripping in the street. Officers also received anonymous com- plaints about the backyard being rented out for parties and admission was being charged.

Initially, officers issued verbal warnings but then they issued summonses. These tactics did not solve the problem. On one occasion, when there were approximately 300 people in the rear yard, an arrest was made. The subject was charged with PL 240.45 01 (criminal nuisance 2nd, a condition which endangered others), and Town of Hempstead (TOH) ordinance 96.3 A (places of public assembly requiring a license). Even an arrest did not deter the individu- als at the location from continuing their party throwing antics.

First Precinct POP Officer John Bilello contacted the Town of Hempstead (TOH) and the town issued multiple summonses to the resident. Upon a follow-up investigation with town officers, Officer Bilello did observe hazardous conditions at the house including exposed electrical lines. PSEG was contacted and they immediately shut off the electric service from the pole to the house. The town notified residents at the Roosevelt location that the house was unfit for occupancy and issued additional summonses. All residents, owners and oc- cupants were told to immediately evacuate the premise, which they did. The house was secured by the TOH and it was boarded up. Additionally, a six-foot chain link fence was installed around an in-ground pool in the backyard. Since then, all complaints about the lo- cation have stopped.

Second Precinct POP (North) Success Story

The Problem Oriented Policing Unit received a complaint from the Home Owner’s Associ- ation regarding the intersection of Jericho Turnpike and the Hamlet Estates in Jericho. The Hamlet Estates is a gated community with a traffic signal at the main entrance leading onto Jericho Turnpike. The Hamlet is across from a residential area with a school nearby. The basis of the complaint was the increase in automobile accidents due to people disobeying the red light and speeding at the intersection – making it difficult for residents and school buses to enter and exit the intersection.

After reviewing the traffic statistics for that location, it was noted that there was an increase in accidents. The POP unit initiated an investigation and inspected the road. POP officers then drafted a letter requesting a traffic study by the New York State (NYS) Department of Transportation (DOT). After several follow-up phone conversations, NYS DOT conducted a study of the road. The POP unit increased vehicle and traffic enforcement at the intersection, provided a speed trailer and periodically used an auxiliary vehicle to increase visibility.

As a result of the above-mentioned efforts, accidents decreased at the intersection. The res- idents of the Hamlet Estates and the East Birchwood residents duly noted the tremendous effort made by the POP unit at a community forum meeting in September. The POP unit will continue to monitor this situation.

Second Precinct POP (South) Success Story

In the beginning of the summer, the Second South POP unit was tasked with coming up with strategies to address dangerous traffic conditions on Fulton Street (Route 109) at the intersec- tion of Main Street in Farmingdale. There was an increase of automobile accidents with inju- ries and two recent fatalities, one involving a teenage girl at this location.

The POP Unit made a series of observations at the intersection, noting the traffic light, vehicle flow patterns and a speed analysis was conducted. POP realized that the modification of the traffic light timing and the addition of a left-turn arrow would greatly improve the safety at this intersection. POP officers reached out to various units and agencies, requested an inves- tigation that would include an accident analysis, speed studies and a review of the exiting roadway geometry. While surveys were being conducted and the different departments were brainstorming ideas, the POP Unit, assisted by Highway, CIRRT, and post cars, conducted intensive vehicle traffic law (VTL) enforcement (over 300 summonses issued) and a pedestrian awareness campaign at the location. Eventually, due in part to the POP Unit’s enforcement, their push to make motorists and pedestrians aware, and reaching out to politicians, several improvements were made. The existing lane widths were reduced (to slow traffic down) and there was an upgrade to all pavement markings. The traffic signal timing was modified from protected-permissive mode to fully-protected mode so a left-turn vehicle would have its own phase, without having to wait for a gap in the oncoming traffic. The vehicle will not be per- mitted to turn on any phase except during the arrow indication. The current speed limit of 40 mph will be replaced with 35 mph speed limit signs, which will be completed within the year. All of the above improvements will make the intersection of SR109 and Main St. in Farming- dale safer.

Third Precinct (North) POP Success Story

On August 17th, POP Officer Steven Krukowski met with several people at Plandome Pond Park in Plandome Heights. The purpose of the meeting was to address complaints brought forward to the POP Unit and the Town of North Hempstead by the Plandome Heights Civic Association. The association had been receiving complaints from area residents about un- derage drinking and possible drug use in the park.

The Town of North Hempstead Supervisor was also notified about the problem, and the Parks Department performed a cleanup on August 16th. All garbage and debris was re- moved and the grass was cut. On August 17th, Police Officer Krukowski met with park officials inside the park. Several empty beer bottles were found during a walk through. The officer also discovered a hole in the fence where people could cut through near the railroad tracks, which are next to the park.

Because of this and the concern of more youth activity increasing due to the forthcoming start of the school year, Officer Krukowski met with the staff at Manhasset High School, to alert them of the potential issue. A schedule of patrols was developed with the POP Unit and the town public safety department to ensure coverage of the park during peak hours of potential youth activity. Deputy Inspector Gregory Abruzzo was also notified and notified the post car. The hole in the fence was noted and reported to the MTA by the town.

The complaints have stopped with increased patrols and awareness of the Manhasset School District. Officer Krukowski also met with several residents who live in homes that border the park, and the residents were instructed to notify him directly if any issues arise. A suspicious car was investigated by the POP Unit, but no other complaints have been received.

A follow up with the civic association and the town has been conducted, and no new com- plaints have been received since this initiative was instituted. At this time, increased patrols will continue, as well as follow up with all the involved agencies by the Third Precinct North POP Unit.

Third Precinct (South) POP Success Story

The Third Precinct had an ongoing issue with homeless people in Mineola. Most of the complaints centered on the Mineola Train Station. Homeless subjects have become common place there – of- ten panhandling on the train station platform or near and around the station. When the homeless are not panhandling on the platform, some of the individuals are congregating under the Mineola Boulevard Bridge. The POP Unit received additional complaints of public urination and drinking in public at this location. Among the various complaints, POP officers spoke to a Chaminade High School student who reported that a specific homeless male approached him for money and when he refused, the homeless male appeared agitated and continued to engage the student in an aggressive tone. The homeless male then retreated under the bridge and returned with two more homeless males and they all started moving toward the youth. Fortunately, the student was able to get on the next train before they got within arm’s reach.

The Mineola Train Station is a major commuting hub for the Village of Mineola and surrounding municipalities. The train station is within walking distance of many restaurants, bars and conve- nience stores, as well as Winthrop Hospital. The hospital has also expanded its reach to many of the surrounding buildings in Mineola – offering additional medical services outside of the main hospi- tal. The area is often bustling with medical professionals and patients, as well as hundreds of com- muters. Officers observed a large number of Winthrop employees providing money, food and coffee to homeless people on a regular basis. On October, 5, 2017, News 12 aired a story about a business owner from Suffolk County who set up a makeshift barber shop under the Mineola Bridge to give free haircuts to the homeless. Hailed as a local hero, he stated that he gave over 20 free haircuts in one day. The space under the bridge is available to the homeless community because the space is not being properly utilized by its owners.

POP officers initiated meetings with village authorities, social services, non-profit organization, the MTA police, Winthrop management and local legislators. Officers also met with post cars to inquire about their homeless interactions, arrest history and any suggestions they might have to resolve the issue. Post cars were encouraged to enforce open container laws when possible. Buck sheets were also created to maintain police presence and discourage panhandling and drinking in public. On several dates, Officers Todd Atkin and Jesse Cooper responded to the train station with a social services agent to seek out and gather data on the homeless. Once located, all efforts erew made to assist each homeless person. They were offered proper shelter, food, benefits and financial services in exchange for leaving the train station. Out of all the individuals that were contacted, only one accepted services.

During this time period, the POP officers attended a meeting that included a presentation by In- spector Bill Leahy regarding Crime Prevention through Environmental Design (CPTED). He offered

Third Precinct (South) POP Success Story Continued some suggestions as to how POP could use CPTED to combat the homeless problem. After survey- ing the bridge, POP officers initiated a meeting with the Mineola Mayor. Officers offered a combina- tion of ideas and suggestions as to how the village could better utilize the problem spaces. Utilizing CPTED techniques could discourage, prevent, and eventually eliminate the ability for the homeless to shelter there. Some ideas that were presented included extending the current bicycle racks and/ or create additional metered parking spots so homeless people wouldn’t have a place congregate. Within a few weeks, the Village of Mineola cleaned up the site and painted parking stripes for mo- torcycle parking. Signage was also placed above the stripes indicating motor cycle parking only. They also striped an area indicating a foot path for pedestrian traffic, as suggested by POP, making it easier to issue summonses if pedestrian traffic is blocked. With the new changes, POP, the MTA Police and the local post cars were able to successfully encourage the homeless to refrain from shel- tering under the bridge.

Currently, there are no local laws that clearly define aggressive panhandling. It is not illegal for someone to ask for money. Aggressive panhandling laws would give the NCPD additional tools to help solve some issues. Research into other municipalities that do have such laws, such as the City of Rochester, provided a good example. Faced with similar issues, the City of Rochester made over 21 arrests for aggressive panhandling in March 2017. During a meeting with Deputy Inspector Gregory Abruzzo, the Nassau County Legislature and the Director of Winthrop, POP Officer Coo- per gave a local Legislator a copy of The City of Rochester’s Aggressive Pan Handling Law 44-4, and a 35-page guide to regulating panhandling. The guide lays the groundwork on how to create a panhandling law that is constitutional. Additionally, the Winthrop representative promised to dis- courage the hospital’s employees from encouraging the homeless population. POP Officer Cooper suggested that employees could donate to a list of certified agencies that assist the homeless instead of giving the money directly to them.

All of POP’s efforts have paid off since the office has not received any further complaints and the number of homeless people has since decreased. The changes made under the bridge have shown a significant improvement and more permanent measures such as additional bicycle racks are in the works. Post cars, with the assistance of the MTA and POP, have increased police presence, creating a safer environment. The Village of Mineola has helped with the immediate removal of any residual items left out in public, encouraging the homeless to re-locate. POP, along with social services and additional nonprofit groups continue to approach the homeless and offer them services. POP will continue to follow up on the situation and look for additional solutions, such as the placement of signs in the area encouraging people to donate money to agencies that assist the homeless.

Fourth Precinct POP Success Story

Fourth Precinct POP Officers received several quality of life complaints from residents of a condominium complex in North Lawrence. The complaints were in regard to a commercial property, which sits directly behind the condominiums. During August, several residents called 911 and the Fourth Precinct about commercial trucks idling during all hours of the day and night. They also complained of odors of rotten fish and unkempt debris on the prop- erty grounds. Patrol officers responded to the scene and issued tickets when appropriate but the problem persisted. The Fourth Precinct POP team was notified and took the lead in find- ing a resolution to the issue.

POP Officers John Zanni and Gregory O’Neill visited the location in lateAugust and inter- viewed the owner of the property. The officers learned that the owner was renting out extra space in his clothing factory to a frozen seafood distributor. The transport company’s main business was conducted on the weekend during evening and early morning hours. Approx- imately 15 to 20 large refrigerated commercial trucks were parked on the property and up against the fence along Peninsula Blvd. Officers were told that the fish products were -dis persed amongst the trucks on the weekend and that the trucks were idling to preserve the food in the refrigerator units. Officers Zanni and O’Neill also observed large amounts of uncontained trash in the back of the property that had a strong and foul smell of rotten fish. Officers Zanni and O’Neill reinforced the importance of respecting the neighboring area and requested truckers to curtail the truck idling.

After visiting the property, the POP officers mapped out a plan to become a reliable liaison for the condominium residents and also help them find a reasonable and lasting solution for all parties involved. First, the POP team contacted the Town of Hempstead Building De- partment to discuss zoning and refuse disposal issues. A TOH Code Enforcement officer got involved. The POP team also met with a resident who was acting as an advocate for the resi- dents of the block. During that meeting, the POP team emphasized the importance of calling 911 when trucks were idling during the night/early morning hours. The POP team provided notifications and educational information regarding the matter. Itas w noted that per Title 6 NYCRR 217.3: idling diesel vehicles may only idle for five minutes with certain exceptions. Trucks may idle longer if they require the engine to power the units (in this case the refriger- ation units). However, it has to be reasonable and idling should not occur all night and into the morning hours. This information was dispersed to the post car and adjoining post cars to

Fourth Precinct POP Success Story (Continued) help assist with issuing summonses if necessary and to reinforce that patrol should request a supervisor if any other outstanding issues/problems arise. Summonses were issued by the Fourth Precinct for trucks idling at the location.

While working with the TOH Building Department, the POP team learned that the clothing factory was a confirmed commercial property. However, the street and adjoining proper- ty were not. Per Nassau County and TOH Real Estate Department surveys, the street and adjoining property was deemed “Residential B” property. This was ruled on in 1946. That ruling confirmed that the trucks were not allowed to park on the property overnight. Tickets were also issued by TOH Code Enforcement for several TOH code violations. The garbage and debris was removed from the area before the TOH arrived.

Currently, this matter is scheduled to go before a judge on October 17th at First District Court in Hempstead. Though the matter is not fully resolved, the Fourth Precinct POP team successfully assisted the Peninsula Boulevard residents and will continue to follow up to make sure there are no more problems.

Fifth Precinct POP Success Story

In mid-September, the Fifth Precinct POP Unit was contacted by the local Legislator’s office regarding traffic conditions on Tanglewood Road in Lakeview. There is a Center for Science Teaching and Learning for young children on that street. POP met with the director of the program to discuss her concerns. There were several concerns about the safety of the chil- dren and parents crossing the street. She felt that motorists were using the street as a cut through and were going through the stop signs. She also expressed concern about possible drug transactions going on at night on their property.

In response to these concerns, officers performed enforcement and wrote several moving violation tickets on the street. They also shared the location with the precinct’s plain clothes officers to Intensify Patrol (IP) in this area during their night tours of duty. The facility is gated and locked at night and the director is going to provide a key to the gate to give to the operators of the post car in the area so they can check on the property during their midnight tour. POP will continue to monitor the situation.

Seventh Precinct POP Success Story

• In February 2017, the Massapequa school board, along with the district administra- tion, voted to move all sixth grade students into the middle school. Consequently, 550 students were added to the middle school, which was already plagued by drop-off and pick-up issues due to overcrowded lots, congestion, and poor traffic patterns. The -Sev enth Precinct POP Unit was contacted in March to assist in developing a plan to ease these problems and institute a safe way of parking and unloading students. Under In- spector Thomas Corona’s leadership, officers began to survey the area and determine the best way to utilize the NCPD’s resources along with town and county assistance.

• Phase one consisted of checking roadways and crossings in the area to determine if additional crossing guards were needed. Multiple surveys were conducted, and it was found that many students would need assistance getting across Merrick Road at East Shore Drive. The second phase was instituting a new traffic pattern for drop-off and pick-up. Along with the district administration, the POP Unit established a lane adjust- ment and cone pattern. The district added additional parking spots for teachers and administrators at the rear of the school, opening up 60 additional parking spaces for parents to pick up and drop off.

• Preparations were completed in time for school opening day on September 6, 2017. The POP Unit and school district’s administration were present to witness all the plan- ning and hard work pay off. Early morning drop-offs worked out better than expected. Afternoon dismissal presented a few challenges, but by the end of the week, everything worked out well. The project was a great success as a result of a united effort by the NCPD and the Massapequa School District.
