ABSTRACT This thesis explores the relationship between the university settlements and the East London communities through an analysis their key areas of work during the period: healthcare, youth work, juvenile courts, adult education and the arts. The university settlements, which brought young graduates to live and work in impoverished areas, had a fundamental influence of the development of the welfare state. This occurred through their alumni going on to enter the Civil Service and politics, and through the settlements’ ability to powerfully convey the practical experience of voluntary work in the East End to policy makers. The period 1918 – 1959 marks a significant phase in this relationship, with the economic depression, the Second World War and formative welfare state having a significant impact upon the settlements and the communities around them. This thesis draws together the history of these charities with an exploration of the complex networking relationships between local and national politicians, philanthropists, social researchers and the voluntary sector in the period. This thesis argues that work on the ground, an influential dissemination network and the settlements’ experience of both enabled them to influence the formation of national social policy in the period. -

Our inspection approach In 2018/19, we adopted an integrated PEEL assessment (IPA) approach to our existing PEEL (police effectiveness, efficiency and legitimacy) inspections. IPA combines into a single inspection the effectiveness, efficiency and legitimacy areas of PEEL. These areas had previously been inspected separately each year. As well as our inspection findings, our assessment is informed by our analysis of: • force data and management statements; • risks to the public; • progress since previous inspections; • findings from our non-PEEL inspections; • how forces tackle serious and organised crime locally and regionally; and • our regular monitoring work. -

Following guidelines set out in the Freedom of Information Act, it has been calculated that this would cost in the region of £1775.00. This figure has been obtained based on the assumption that it would take on average 5 minutes to manually search a personnel file for the information required, therefore to check 856 files would take 71 hours. -

The team found that the potential benefit of Automatic Number-Plate Recognition (ANPR) technology was not being fully realised due to technical limitations. The Surveillance Dimensions of the Use of Article Social Media by UK Police Forces Elena M. Egawhary Columbia University, USA [email protected] Abstract This paper explores the various surveillance practices involved in the use of social media for communication and investigation purposes by UK police forces. In doing so, it analyses internal policy documents and official guidance obtained through freedom of information (FOI) requests sent to 46 police forces in the United Kingdom. This analysis finds that UK police forces advise their staff to simultaneously engage in both surveillance and counter-surveillance strategies in their use of social media as a policing tool. Introduction The use of social media by UK police forces falls into two broad categories: communication (or engagement) and investigation (or operational use). UK police forces began registering corporate accounts on Twitter and Facebook for communication purposes for the first time in 2008. However, UK police forces’ use of the internet for investigative purposes dates back to April 2001 with the creation of the National Hi-Tech Crime Unit (NHTCU) to “investigate attacks on the Critical National Infrastructure; major internet based offences of paedophilia, fraud or extortion; information from seized electronic media and gather intelligence on cybercrime and cybercriminals” (Corbitt 2001: 29). Prior to 2001, most of the responsibility for using social networking sites to investigate crime fell to a small number of digital evidence recovery officers who were “swamped and learning on the job” (Thomas 2005) resulting in a reportedly “huge workload” (Goodwin 2005). This suggests that the use of social media in UK policing began in an unstructured way and “on the basis of initiatives by individual officers and subsequently with varying degrees of official support” (Crump 2011: 1). -

From the start, I knew it would take a steady hand to achieve brave justice and create a more equitable criminal justice system while keeping Queens’ communities safe. On day one, my team and I effectuated new policies, practices and structures designed to create the safest and fairest borough in the city. We immediately began navigating through the challenging implementation of New York State’s long awaited historic bail and discovery reform. I could not have anticipated the challenges to come: those already tumultuous waters deepened in just three months’ time, as a world-wide pandemic hit the city. And not long after, our city transformed yet again in the wake of historic protests and calls for meaningful police reform. This past year, we bravely rose above the turbulent waters. We began building bridges – bridges that will keep our communities safe while embracing new, progressive approaches toward prosecution and the criminal justice system. Inside this book, we will explore the remarkable bridge building we have started, in what has proven to be an unparalleled year: A bridge to Trust – where an emphasis is placed on new progressive leadership, staff training, and a demand for excellence and professionalism throughout a newly structured organization that is designed to further our mission to achieve brave justice. A bridge to Fairness – by instituting new policies that work to address racial and economic disparities, such as reducing prosecution of low-level offenses, utilizing alternatives to cash bail, reducing incarceration, making fair and just plea agreements, and providing more opportunities for rehabilitation and redemption from past violations. -
