ABSTRACT This thesis explores the relationship between the university settlements and the East London communities through an analysis their key areas of work during the period: healthcare, youth work, juvenile courts, adult education and the arts. The university settlements, which brought young graduates to live and work in impoverished areas, had a fundamental influence of the development of the welfare state. This occurred through their alumni going on to enter the Civil Service and politics, and through the settlements’ ability to powerfully convey the practical experience of voluntary work in the East End to policy makers. The period 1918 – 1959 marks a significant phase in this relationship, with the economic depression, the Second World War and formative welfare state having a significant impact upon the settlements and the communities around them. This thesis draws together the history of these charities with an exploration of the complex networking relationships between local and national politicians, philanthropists, social researchers and the voluntary sector in the period. This thesis argues that work on the ground, an influential dissemination network and the settlements’ experience of both enabled them to influence the formation of national social policy in the period.

Bend It Like Beckham is not the only film to join explicitly these two ethnic groups in the British popular imagination. Two years later, Ken Loach’s Ae Fond Kiss confronted the harsh realities of the possibility of marriage between a man of Pakistani heritage and an Irish woman, using the importance of religion in both cases as a hindrance to their relationship. Ae Fond Kiss recognizes the centrality of Catholicism and Islam to both of these ethnic groups, and in turn how religion defined their identity in the eyes of the British community as a whole.

Egawhary Columbia University, USA [email protected] Abstract This paper explores the various surveillance practices involved in the use of social media for communication and investigation purposes by UK police forces. In doing so, it analyses internal policy documents and official guidance obtained through freedom of information (FOI) requests sent to 46 police forces in the United Kingdom. This analysis finds that UK police forces advise their staff to simultaneously engage in both surveillance and counter-surveillance strategies in their use of social media as a policing tool. Introduction The use of social media by UK police forces falls into two broad categories: communication (or engagement) and investigation (or operational use). UK police forces began registering corporate accounts on Twitter and Facebook for communication purposes for the first time in 2008. However, UK police forces’ use of the internet for investigative purposes dates back to April 2001 with the creation of the National Hi-Tech Crime Unit (NHTCU) to “investigate attacks on the Critical National Infrastructure; major internet based offences of paedophilia, fraud or extortion; information from seized electronic media and gather intelligence on cybercrime and cybercriminals” (Corbitt 2001: 29). Prior to 2001, most of the responsibility for using social networking sites to investigate crime fell to a small number of digital evidence recovery officers who were “swamped and learning on the job” (Thomas 2005) resulting in a reportedly “huge workload” (Goodwin 2005). This suggests that the use of social media in UK policing began in an unstructured way and “on the basis of initiatives by individual officers and subsequently with varying degrees of official support” (Crump 2011: 1).

From the start, I knew it would take a steady hand to achieve brave justice and create a more equitable criminal justice system while keeping Queens’ communities safe. On day one, my team and I effectuated new policies, practices and structures designed to create the safest and fairest borough in the city. We immediately began navigating through the challenging implementation of New York State’s long awaited historic bail and discovery reform. I could not have anticipated the challenges to come: those already tumultuous waters deepened in just three months’ time, as a world-wide pandemic hit the city. And not long after, our city transformed yet again in the wake of historic protests and calls for meaningful police reform. This past year, we bravely rose above the turbulent waters. We began building bridges – bridges that will keep our communities safe while embracing new, progressive approaches toward prosecution and the criminal justice system. Inside this book, we will explore the remarkable bridge building we have started, in what has proven to be an unparalleled year: A bridge to Trust – where an emphasis is placed on new progressive leadership, staff training, and a demand for excellence and professionalism throughout a newly structured organization that is designed to further our mission to achieve brave justice. A bridge to Fairness – by instituting new policies that work to address racial and economic disparities, such as reducing prosecution of low-level offenses, utilizing alternatives to cash bail, reducing incarceration, making fair and just plea agreements, and providing more opportunities for rehabilitation and redemption from past violations.
