Les signes avant-coureurs de la crise sont apparus sur l'île depuis plusieurs mois dans un contexte social et politique tendu. Cette crise trouve ses racines dans un mouvement de contestation à l'encontre de la gestion du gouvernement du président Ravalomanana des questions économiques, politiques et sociales. Les parallèles avec la crise politique de 2002 sont nombreux mais restent toutefois insuffisants pour expliquer la situation actuelle. Mathieu Pellerin, journaliste et consultant, commente la crise en détaillant les fractures politiques, sociales, économiques qui tiraillent la société malgache et les rivalités personnelles qui aujourd'hui opposent le président malgache et le maire de la capitale, Antananarivo. 2 © Ifri Sylvain Touati ; Mathieu Pellerin / Crise malgache Sylvain Touati : Où en est la situation aujourd'hui à Madagascar ? Mathieu Pellerin : Andry Rajoelina1 et Marc Ravalomanana2 se sont enfin rencontrés ce samedi 21 février grâce à la médiation dirigée par le FFKM3 (Conseil des Églises chrétiennes à Madagascar). Les deux parties sont parvenues à un consensus sur des préalables à l'ouverture de négociation : arrêter toute incitation à la violence, cesser les provocations et les dénigrements médiatiques, les manifestations et troubles à l'ordre public, les poursuites et arrestations d'ordre politique. Jusqu'à maintenant, ces préalables ont été respectés, et les deux camps se sont de nouveau retrouvés le lundi 23 février. Ces préalables réunis, l'heure est aujourd'hui à l'établissement de conditions pour que les négociations puissent aboutir à une solution de sortie de crise. -

Promises for extended economic aid and long term program planning on the part of donors and other international actors slowed as the administration of President Marc Ravalomanana drew towards political action. Considering the large number of challengers to the presidency, and the volatility of the opposition, Country Stability remained notably high. The downward trend in the Country Stability index in November 2006 is a reflection primarily of a single event, and its repercussions: the weak effort by General Andrianafidisoa (Fidy) to stage a military challenge to the Ravalomanana regime. • The first half of 2006, like much of Ravalomanana’s presidency, was characterized by high levels of foreign assistance. -

The Democratization Process and Structural Adjustment in Africa MUNA NDULO* INTRODUCTION Africa's problems are myriad and complex. However, most scholars of Africa agree that one particular issue that continues to bedevil African countries is how to establish democratic nation-states with institutions that promote economic development, consolidate political harmony and stability, and avoid conflicts through enfranchisement. Many parts of Africa have thus far failed to develop democratic institutions and modes of conducting public affairs.' As a result, Africa has been strife-tom for most of the post-colonial era. Rwanda, for example, was the scene of the world's biggest genocidal massacre in half a century. 2 The Liberian conflict has been going on for over twelve years and affected its neighbors and an entire region.' Africa has the largest share of conflicts in the world today.4 Specifically, [s]ince 1970, more than 30 wars have been fought in Africa, the vast majority of them intra-State in origin. -

The World Factbook Africa :: Madagascar Introduction :: Madagascar Background: Formerly an independent kingdom, Madagascar became a French colony in 1896 but regained independence in 1960. During 1992-93, free presidential and National Assembly elections were held ending 17 years of single-party rule. In 1997, in the second presidential race, Didier RATSIRAKA, the leader during the 1970s and 1980s, was returned to the presidency. The 2001 presidential election was contested between the followers of Didier RATSIRAKA and Marc RAVALOMANANA, nearly causing secession of half of the country. In April 2002, the High Constitutional Court announced RAVALOMANANA the winner. RAVALOMANANA achieved a second term following a landslide victory in the generally free and fair presidential elections of 2006. In early 2009, protests over increasing restrictions on opposition press and activities resulted in RAVALOMANANA handing over power to the military, which then conferred the presidency on the mayor of Antananarivo, Andry RAJOELINA, in what amounted to a coup d'etat. Numerous attempts have been made by regional and international organizations to resolve the subsequent political gridlock by forming a power-sharing government. Madagascar's independent electoral commission and the UN originally planned to hold a presidential election in early May 2013, but postponed the election until late July 2013, due to logistical delays. ISSUE # 021 Policy & Practice Brief February Knowledge for durable peace 2013 The troubled road to peace: Reflections on the complexities of resolving the political impasse in Madagascar By Lesley Connolly1 Madagascar was thrown into political crisis in 2009 by an unconstitutional change in leadership which replaced Marc Ravalomanana with Andry Rajoelina as head of state. Over the past four years this crisis deteriorated into a firmly-imbedded political impasse. This stalemate seemed to have eased slightly when both Ravalomanana and Rajoelina declared, in December 2012 and January 2013 respectively, that they would not stand in the May 2013 elections.2 Notwithstanding these pronouncements, however, speculation and uncertainty still persist around the implications of these statements on efforts to resolve the political impasse and whether the country will be able to finally move forward. This Policy & Practice Brief examines two key issues impeding the peace process in Madagascar: the Southern Africa Development Community (SADC) Roadmap, an agreement initiated and signed in September 2011 by SADC to lay the road to peace in Madagascar, and the question of elections. It discusses the implications of the recent announcements made by the two protagonists on efforts to break the impasse and provides recommendations to support Madagascar’s progress towards long- term peace and stability.
