The Democratization Process and Structural Adjustment in Africa MUNA NDULO* INTRODUCTION Africa's problems are myriad and complex. However, most scholars of Africa agree that one particular issue that continues to bedevil African countries is how to establish democratic nation-states with institutions that promote economic development, consolidate political harmony and stability, and avoid conflicts through enfranchisement. Many parts of Africa have thus far failed to develop democratic institutions and modes of conducting public affairs.' As a result, Africa has been strife-tom for most of the post-colonial era. Rwanda, for example, was the scene of the world's biggest genocidal massacre in half a century. 2 The Liberian conflict has been going on for over twelve years and affected its neighbors and an entire region.' Africa has the largest share of conflicts in the world today.4 Specifically, [s]ince 1970, more than 30 wars have been fought in Africa, the vast majority of them intra-State in origin. -

ISSUE # 021 Policy & Practice Brief February Knowledge for durable peace 2013 The troubled road to peace: Reflections on the complexities of resolving the political impasse in Madagascar By Lesley Connolly1 Madagascar was thrown into political crisis in 2009 by an unconstitutional change in leadership which replaced Marc Ravalomanana with Andry Rajoelina as head of state. Over the past four years this crisis deteriorated into a firmly-imbedded political impasse. This stalemate seemed to have eased slightly when both Ravalomanana and Rajoelina declared, in December 2012 and January 2013 respectively, that they would not stand in the May 2013 elections.2 Notwithstanding these pronouncements, however, speculation and uncertainty still persist around the implications of these statements on efforts to resolve the political impasse and whether the country will be able to finally move forward. This Policy & Practice Brief examines two key issues impeding the peace process in Madagascar: the Southern Africa Development Community (SADC) Roadmap, an agreement initiated and signed in September 2011 by SADC to lay the road to peace in Madagascar, and the question of elections. It discusses the implications of the recent announcements made by the two protagonists on efforts to break the impasse and provides recommendations to support Madagascar’s progress towards long- term peace and stability. Women’s Access to Political Leadership in Madagascar: The Value of History and Social Political Activism Ave Altius1 and Joel Raveloharimisy2 Abstract Globally, wide gaps exist between men’s and women’s participation in leadership roles. This paper explores women’s access to leadership in Madagascar through an examination of women’s participation in politics and government. Research across the literature found three major reasons for women’s political participation: gender quotas, kinship and societal upheaval. However, upon examining Madagascar, women’s participation in leadership involves factors, which were not fully explored in this literature. The historical legacy of Madagascar and women’s social and political activism were the principal factors in women’s participation in leadership. -

Madagascar Short Brief I. Activity Summary: The AU and SADC in the Madagascar Overview Madagascar, the fourth largest island in the world with population of over 22 million, has faced a series of political crises since its independence from France in 1960, resulting in political instability and frequently disputed elections.[i] Since the most recent set of crises, beginning in 2008, a series of mediations from the UN, AU, and SADC often competed with one another and led to delays, but were more or less successful at preventing the outbreak of all-out conflict. However, reforms needed to stabilize the nation and lead to a durable political consensus have not been undertaken, which is reflected in the weak and divided position of the current government. Background Political rule in Madagascar has followed a familiar path influenced by Cold War politics. The African Elections Database characterizes political regimes in Madagascar since independence as the following:[ii] • 1960-1972 Restricted Democratic Practice • 1972-1976 Military Regime • 1976-1989 One Party State (FNDR) • 1989-1993 Multiparty Transition • 1993-2009 Democracy • 2009- Civilian-led, Military-backed Transitional Government Soviet-leaning socialist regimes ruled state politics until the 1980s when support from the Soviet Union waned.[iii]After the fall of the Berlin Wall, democratization came in fits and starts to Madagascar. After two years of crisis, a democratic transition led to the approval of a new constitution in 1992. In the 1993 presidential elections, leader of the opposition Albert Zafy defeated Didier Ratsiraka, who had ruled Madagascar throughout the Cold War years.[iv]This new government, however, was unable to effectively address the extreme poverty two-thirds of the country faced. -

Key concepts Every citizen has the right, without any discrimination and without unreasonable restrictions, to take part in the conduct of public affairs, to vote and to be elected to government. Free and fair elections are those held periodically, through universal and equal suffrage, by secret vote and the result of free political participation and the expression of the will of electors. Participation in the electoral process cannot be effective unless a wide range of rights are respected: freedom of expression and opinion, freedom of peaceful assembly, freedom of association, freedom of movement, freedom from discrimination, and freedom from fear and intimidation. The analysis of the legal framework related to elections provides a useful starting point for ascertaining potential election-related human rights concerns that would require follow-up prior to, during and after polling day. -
