The demand for political alternance, constituted the major contentious issue between the government and the challengers of the Gnassingbé regime throughout the survey period. The first local elections since more than 30 years took finally place on 30 June 2019 and resulted in the victory of the ruling party. Shortly afterwards, in February 2020, the President won also the disputed presidential elections and thus consolidated his power, assisted by the loyal army and security services. The outbreak of the Corona epidemic in Togo in April 2020 and the subsequent economic recession may have contributed to limit popular protest against the Gnassingbé regime. The human rights record of the government has improved but remains poor. Despite undeniable improvements to the framework and appearance of the regime's key institutions during the review period, democracy remains far from complete. However, the international community, notably Togo’s African peers, the AU and ECOWAS, followed a ‘laissez-faire’ approach in the interests of regional stability and their national interests in dealing with Togo. -

Western donors took Togo as model to test their approach of political conditionality of aid, which had been emphasised as corner stone of the joint EU-Africa strategy. Recent empirical findings on the linkage between democratization and economic performance are challenged in this paper. It is open to question, whether Togo’s expected economic consolidation and growth will be due to democratization of its institutions or to the improved external environment, notably the growing competition between global players for African natural resources. The Democratization Process and Structural Adjustment in Africa MUNA NDULO* INTRODUCTION Africa's problems are myriad and complex. However, most scholars of Africa agree that one particular issue that continues to bedevil African countries is how to establish democratic nation-states with institutions that promote economic development, consolidate political harmony and stability, and avoid conflicts through enfranchisement. Many parts of Africa have thus far failed to develop democratic institutions and modes of conducting public affairs.' As a result, Africa has been strife-tom for most of the post-colonial era. Rwanda, for example, was the scene of the world's biggest genocidal massacre in half a century. 2 The Liberian conflict has been going on for over twelve years and affected its neighbors and an entire region.' Africa has the largest share of conflicts in the world today.4 Specifically, [s]ince 1970, more than 30 wars have been fought in Africa, the vast majority of them intra-State in origin. -

Firstly, that the presence of international election observers in the host state does not violate state sovereignty. Secondly, that international election observation enhances democratic legitimacy in the state concerned. Thirdly, that with the advent of the right to intervene in international law, international election observation is a tool used to reinforce the legitimate sovereignty of the state. Many researchers argue that international election observation has been used to infringe state sovereignty, especially in post-conflict states. This paper presents a different view by offering a general analysis of the African continent, demonstrating that international election observation makes an invaluable contribution to restoring and reinforcing legitimate state sovereignty. Keywords: election observation, sovereignty, legitimacy INTRODUCTION Election observation in the modern world began in May 1948 when the United Nations led an election observation mission to South Korea to observe the Constituent Assembly election organised in that country. On the African continent, election observation emerged following the democratic wind of change which blew across sub-Saharan Africa after the 1990s. This change was experienced through the organisation of elections reputed to be democratic in countries which had, since their independence, been governed by the single-party system. -

The Democratic Challenge in Africa The Carter Center The Carter Center May, 1994 Introduction On May 13-14, 1994, a group of 32 scholars and practitioners took part in a seminar on Democratization in Africa at The Carter Center. This consultation was a sequel to two similar meetings held in February 1989 and March 1990. Discussion papers from those seminars have been published under the titles, Beyond Autocracy in Africa and African Governance in the 1990s. During the period 1990-94, the African Governance Program of The Carter Center moved from discussions and reflections to active involvement in the complex processes of renewed democratization in several African countries. These developments throughout Africa were also monitored and assessed in the publication, Africa Demos. The letter of invitation to the 1994 seminar called attention to the need for a new period of collective reflection because of "the severe difficulties encountered by several of these transitions." "The overriding concern," it was further stated, "will be to identify what could be done to help strengthen the pluralist democracies that have emerged during the past five years and what strategies may be needed to overcome the many obstacles that are now evident." A list of 12 questions was sent to each of the participants with a request that they identify which ones they wished to address in their discussion papers. As it turned out, the choice of topics could be conveniently grouped in six panels. Following the seminar, 19 of the participants revised their papers for publication in this volume, while an additional four scholars (John Harbeson, Goran Hyden, Timothy Longman, and Donald Rothchild), who had been unable to attend the meeting, still submitted papers for discussion and publication. -

ISSUE # 021 Policy & Practice Brief February Knowledge for durable peace 2013 The troubled road to peace: Reflections on the complexities of resolving the political impasse in Madagascar By Lesley Connolly1 Madagascar was thrown into political crisis in 2009 by an unconstitutional change in leadership which replaced Marc Ravalomanana with Andry Rajoelina as head of state. Over the past four years this crisis deteriorated into a firmly-imbedded political impasse. This stalemate seemed to have eased slightly when both Ravalomanana and Rajoelina declared, in December 2012 and January 2013 respectively, that they would not stand in the May 2013 elections.2 Notwithstanding these pronouncements, however, speculation and uncertainty still persist around the implications of these statements on efforts to resolve the political impasse and whether the country will be able to finally move forward. This Policy & Practice Brief examines two key issues impeding the peace process in Madagascar: the Southern Africa Development Community (SADC) Roadmap, an agreement initiated and signed in September 2011 by SADC to lay the road to peace in Madagascar, and the question of elections. It discusses the implications of the recent announcements made by the two protagonists on efforts to break the impasse and provides recommendations to support Madagascar’s progress towards long- term peace and stability.
