Mark Forman is an accomplished Executive with more than 30 years of professional work experience in industry and government, including a Presidential appointment to be the first U.S. Administrator for E-Government and Information Technology, the Federal Government’s Chief Information Officer. He is co-chairing the SAIC CARES Solutions Task Force. As VP of Digital Government Strategy, Mr. Forman is leveraging deep domain expertise across the SAIC solutions portfolio to provide Digital solutions important to U.S. Federal government clients. This includes data analytics, applications modernization, and hybrid cloud services using techniques including low code, containerization, and cloud native. Mr. Forman is also advises senior government executives around the world and serves on the Social Security Administration Advisory Board IT Panel.

Prior to joining SAIC as part of its acquisition of Federal Systems, Mr. Forman was Global Industry Vice President and Global Head of Unisys Public Sector. In that role, he designed and implemented the successful repositioning of Unisys as a global provider of solutions for Digital Government, Justice, Law Enforcement, Border Security, and Social Services. During his tenor, the Public Sector teams grew rapidly in both new clients and base business expansion, achieving nearly $1 billion in new contracts during his last full year in that role. Prior to joining Unisys, Mr. Forman was Vice President for IT Services and Cloud Solutions at TASC, Inc./Engility Corp., where his group assisted government agencies in transitioning to the cloud by providing advanced systems engineering, integration and decision-support services to the federal government. This work included building a high quality team of and engineers that developed IT Modernization Roadmaps, a modern IT governance framework, and deployed the Federal Emergency Management Agencies first hybrid cloud environment.

Mr. Forman is past President and Co-founder of Government Transaction Services, Inc. which was established in 2010 to be the leading provider of cloud-based business process and transaction services enabling interaction with the federal government. In his role, he led the development and marketing of Government Transaction Services’ products (EZGrantFiling and The Optimizer with RegAide) that simplify regulatory compliance and reduce administrative burdens for federal grant recipients. In particular, he led the Grant Reporting Information Project (GRIP) which piloted the DATA Act for the Recovery Accountability and Transparency Board. His work included requirements definition, cloud architecture development, sourcing and management of contractors and suppliers, customer support, and go-to-market activities. During this time, he also was a C-level advisor on key initiatives in the Intelligence Community and Education Department

Mr. Forman left KPMG LLP in January 2011, where he was a Principal/Partner and the Practice Leader of KPMG’s Federal Performance and Technology Advisory Practice. In this role, Mr. Forman created a rapidly growing organization of about 170 consultants assisting federal agencies in business transformation initiatives. He developed and applied leading business practices to identify and close staffing, business process, and technology gaps for mission critical government programs. For example, he led several major management reform and strategic transformation projects at the U.S. Army, Office of the Director of National Intelligence and related U.S. Government entities, Pension Benefits Guaranty Corporation (PBGC), Department of Housing and Urban Development, Department of Transportation,

U.S. General Services Administration, Internal Revenue Service, and Federal Housing Administration. These efforts generally affected major spending in excess of $1 billion. He also directly managed the strategy and data work on Recovery.gov.

Prior to joining KPMG LLP in 2005, Mr. Forman was Executive Vice President and a founder of Cassatt Corporation, which developed software for data center operations and optimization (acquired by CA in 2009). Mr. Forman served on the Board of Directors for Corio Inc. and the Advisory Board for PureEdge prior to their acquisition by IBM.

From 2001 through 2003, Mr. Forman was the first Administrator for E-Government and IT at the Office of Management and Budget, where he instituted most of the Federal IT budgeting and governance processes in use today. Mr. Forman formulated the Expanding E-Government components of the President’s Management Agenda, oversaw all federal IT spending and led the Federal CIO Council. He is widely recognized for accomplishments in modernizing the Federal government and implementing the federal IT governance processes relating to IT Capital Planning and Investment Control (CPIC), Enterprise Architecture, and IT Plans required under OMB Circular A-11, the E-Government Act of 2002, Clinger Cohen Act, Paperwork Reduction Act, and Federal Information Security Management Act (FISMA). His definition and deployment of a rigorous cybersecurity improvement process raised IT security from less than 20% to about 80% in two years. Mr. Forman also successfully led several thousand IT workers in 30 cross-agency teams to implement E-Government and e-Business initiatives.

From 1997 to late 2000, Mr. Forman was a Principal in IBM Global Services where he went from leading a federal government practice to creating and growing the national Public Sector e-Business Consulting Services, which he then extended to IBM’s Global Public Sector e-Business Strategy Services practice. He also has led numerous organizations through strategic business transformations and modernization initiatives.

From March 1990 through February 1997, he was a lead staff member in the U.S. Senate for legislative reforms in place today including: Defense and government-wide management, major acquisition programs, and IT and weapons acquisition. He also conducted oversight and investigations on horror stories in major government projects.

Mr. Forman is a former fellow of the National Academy of Public Administration and CIO Sage. He is a member of the Industry Advisory Council’s Presidential Transition team. He has given well over 100 speeches on federal IT management, E-Government, business transformation and information technology to a wide variety of industry groups and government officials from around the world. Mr. Forman has testified before the U.S. Congress, Australia Senate, and several State Houses on information policy and management reform issues. He has been a frequent guest on radio, television, and social media interviews related to government modernization, and published numerous papers and articles on government reform.
