    Central Europe Federal Republic of Germany Domestic Affairs s JULY 1, 1979 Karl Carstens of the Christian Democratic Union (CDU) took office as the new president of the Federal Republic. He had been elected by the federal parliament to succeed Walter Scheel. Also in July CDU and the Christian Social Union (CSU), the opposition parties in the federal lower house, chose Franz Josef Strauss as their candidate for chancellor in the 1980 elections. In the state parliament elections in Berlin and Rhineland-Palatinate on March 18, the governing parties retained their majorities; the results in Berlin were CDU, 44 per cent; Social Democratic party (SDP), 43 per cent; and the Free Democratic party (FDP), 8 per cent; the results in Rhineland-Palatinate were CDU, 50 per cent; SPD, 42 per cent; FDP, 6 per cent; and the National Democratic party (NPD), .7 per cent. In the parliamentary election in the state of Schleswig-Holstein, on April 29, CDU maintained its absolute majority against SPD and FDP; the results were CDU, 48 per cent; SPD, 42 per cent; FDP, 6 per cent; and NPD, .2 per cent. In the election for the city-state parliament in Bremen, on October 7, SPD retained its absolute majority, while CDU and FDP lost a number of seats. The election for the first European parliament, in June, produced the following outcome in the Federal Republic: SPD, 40 per cent; CDU, 39 per cent; CSU, 10 per cent; FDP, 6 per cent; and the German Communist party (DK.P), .4 per cent.     Roots radical – Place, power and practice in punk entrepreneurship Sarah Louise Drakopoulou Dodd The significance continues to grow of scholarship that embraces critical and contextualized entrepreneurship, seeking rich explorations of diverse entrepreneurship contexts. Following these influences, this study explores the potentialized context of punk entrepreneurship. The Punk Rock band Rancid has a 20-year history of successfully creating independent musical and related creative enterprises from the margins of the music industry. The study draws on artefacts, interviews and videos created by and around Rancid to identify and analyse this example of marginal, alternative entrepreneurship. A three-part analytic frame was applied to analysing these artefacts. Place is critical to Rancid’s enterprise, grounding the band socially, culturally, geographically and politically. Practice also plays an important role with Rancid’s activities encompassing labour, making music, movement and human interactions. The third, and most prevalent, dimension of alterity is that of power which includes data related to dominance, subordination, exclusion, control and liberation. Rancid’s entrepreneurial story is depicted as cycles, not just a linear journey, but following more complicated paths – from periphery to centre, and back again; returning to roots, whilst trying to move forwards too; grounded in tradition but also radically focused on dramatic change. Paradox, hybridized practices, and the significance of marginal place as a rich resource also emerged from the study. Recommendation The Scrutiny Co-ordination Committee is recommended to endorse the report of the Lord Mayor's civic visit to Jinan and Beijing, the positive outcomes achieved and to endorse the proposed actions arising. 2. Background The Lord and Lady Mayoress were invited to attend the 2012 Jinan Cultural Sister Cities Cultural Exchange and Springs Dialogue. The conference was attended by 19 international delegates for 14 countries including the US, South Africa, France, Germany, Finland and many others. As Coventry is the longest standing of Jinan's twin cities Coventry was the lead delegation and the Lord Mayor was, on a number of occasions, asked to represent all the visiting delegations. The Lord and Lady Mayoress were accompanied by Richard Moon, Senior Development Executive, from City Services & Development Directorate and Mark Eaton, Director of the China Liaison Office, UKTI, who was able to combine this visit with a Trade mission to Hong Kong and China. The conference culminated in the signing of a declaration committing all the participating delegations to work together in promoting cultural exchange, tourism, educational and economic co-operation and protection of the environment. A copy of the declaration is annexed hereto (appendix A). A key theme of the conference was the subject of water utilisation and preservation, a key issue for the rapidly expanding Chinese economy.
