Dr. Eva Hyskaj Dr. Ilir Kalemaj ii © 2019 Ramiola Kalemi ALL RIGHTS RESERVED iii ABSTRACT Ramiola Kalemi: Challenges of the Democratization Process in Albania from a Political Culture Perspective: A Comparative Case Study of Albania and Estonia Under the direction of Dr. Ilir Kalemaj The primary research question of the dissertation is: How does political culture influence the democratic trajectory in former communist countries? This is a general research question. The empirical question that will be analyzed in detail in the study is as follows: “Considering that both countries have emerged from a communist regime, why has Albania not successfully become democratized while Estonia has? The dissertation seeks to determine what impacts internal factors (e.g., political culture and leaders’ democratic orientations) have had on the democratization process in both cases in an attempt to identify whether Albania has an undemocratic political culture, and, if so, how this has specifically affected the democratization process. The study assumes that a supportive political culture and a leader’s democratic orientation are crucial factors that can contribute to democratization. As such, this thesis seeks to bring to light the evidence that a traditionally inhered supportive political framework combined with a leader’s democratic orientation can foster democratization (as in the case of Estonia) and that their absence can cause democratization to fail (as in the case of Albania). The dissertation builds on the argument that the more democratic political culture a society reflects, the bigger the probability that this society will produce leaders who are oriented toward democratic values. iv To describe the process by analyzing these instruments in both cases, the study is followed by a qualitative research design, a small N-study using longitudinal correlations, in observing the same variables of democracy during three different periods of time (pre - communism, communism and post- communism) and at the same time, is implemented the method of process tracing analysis by studying the same variables that facilitate democratization in specific historical moments. This dissertation makes a modest contribution that will serve to create a better understanding of the specifics of the political cultures of Albania and Estonia. This study will provide an empirical analysis and will attempt to explain how political culture could promote democracy development. Its importance is related to the empirical innovation and its contributions to theory. v To my mentor and family, I couldn’t have done this without you. The first half of the symposium, sessions 1 and 2, were devoted to providing a platform for researchers associ- ated with the NIHU Area Studies Project for Northeast Asia (NoA- SRC) to discuss their findings Zoom symposium outgoing with researchers from overseas, while the latter half, sessions 3 and 4, was turned over to debate among the members of David Wolff’s JSPS project on “Multi-Archival Analysis of Critical Junctures in Post-war Northeast Asia.” With the strategic concerns of the United States and China shifting south, to the In- do-Pacific, the focus of Sessions 1 and 2 was on bringing novel perspectives and shining new light on Northeast Asia as a regional ideal, one which has not been institutionalized in the aftermath of the Cold War. Session 1, on “Bottlenecks to Regional Cooperation,” was divided into two parts. The first of these debated the hard bottleneck of contested sovereignty, and the soft bottleneck represented by the ‘politics of distrust’ in Japan and Korea, which not only poisons international relations between the two countries but also is at the root of many social problems.

I view collective memory not as a monolithic homogenous unit, but as subdivided into various group memories that can be conflicting. The conflict line between ‘Estonian victims’ and ‘Russian perpetrators* figures prominently in the historical culture of post-Soviet Estonia. However, by setting an ethnic Estonian memory against a ‘Soviet Russian’ memory, the official historical narrative fails to account for the complexity of the various counter-histories and newly emerging identities activated in times of socio-political ‘transition’.

  • Generational Use of News Media in Estonia
    Generational Use of News Media in Estonia Contemporary media research highlights the importance of empirically analysing the relationships between media and age; changing user patterns over the life course; and generational experiences within media discourse beyond the widely-hyped buzz terms such as the ‘digital natives’, ‘Google generation’, etc. The Generational Use doctoral thesis seeks to define the ‘repertoires’ of news media that different generations use to obtain topical information and create of News Media their ‘media space’. The thesis contributes to the development of in Estonia a framework within which to analyse generational features in news audiences by putting the main focus on the cultural view of generations. This perspective was first introduced by Karl Mannheim in 1928. Departing from his legacy, generations can be better conceived of as social formations that are built on self- identification, rather than equally distributed cohorts. With the purpose of discussing the emergence of various ‘audiencing’ patterns from the perspectives of age, life course and generational identity, the thesis centres on Estonia – a post-Soviet Baltic state – as an empirical example of a transforming society with a dynamic media landscape that is witnessing the expanding impact of new media and a shift to digitisation, which should have consequences for the process of ‘generationing’. The thesis is based on data from nationally representative cross- section surveys on media use and media attitudes (conducted 2002–2012). In addition to that focus group discussions are used to map similarities and differences between five generation cohorts born 1932–1997 with regard to the access and use of established news media, thematic preferences and spatial orientations of Signe Opermann Signe Opermann media use, and a discursive approach to news formats.
