Diplomatic Letters 1683-1744 Diplomatic Letters 1683-1744 Rulers in Asia (1683 – 1745): a preliminary study of the chronology of their reign By Maarten Manse The enormous amount of rulers and their various titles and names in the database can lead to a lot of confusion. The ruling dynasties in the Indonesian Archipelago and other parts of South- and Southeast Asia can be incredibly complicated to comprehend. Many rulers were mobile, sometimes regencies merged together or partitioned, some rulers ruled different regencies during their lifetime and some of them were exiled by the VOC-government. On top of that, spelling of their names by natives and VOC- clerks was inconsequent and can nowadays be very hard to perceive. Most of the names in the database of Diplomatic Letters are directly derived from the Daghregisters and transcribed into modern spelling. However, some of these rulers can be found in secondary sources, either printed or online. Verification of those rulers that can be found online is not fully guaranteed. There are also names that so far have been left untranscribed. Ideally, all of these rulers will eventually be traced and verified, but therefore much more research is required. We therefore gladly invite anyone who has more information on any of these persons or locations to contribute to or comment on this list.     3 Traditional forms of power tantalizing shreds of evidence It has so far been shown how external forces influenced the course of events on Timor until circa 1640, and how Timor can be situated in a regional and even global context. Before proceeding with an analysis of how Europeans established direct power in the 1640s and 1650s, it will be necessary to take a closer look at the type of society that was found on the island. What were the ‘traditional’ political hierarchies like? How was power executed before the onset of a direct European influence? In spite of all the travel accounts and colonial and mission- ary reports, the seventeenth- and eighteenth-century source material for this region is not rich in ethnographic detail. The aim of the writers was to discuss matters related to the execution of colonial policy and trade, not to provide information about local culture. Occasionally, there are fragments about how the indigenous society functioned, but in order to progress we have to compare these shreds of evidence with later source material. Academically grounded ethnographies only developed in the nineteenth century, but we do possess a certain body of writing from the last 200 years carried out by Western and, later, indigenous observers. Nevertheless, such a comparison must be applied with cau- tion. Society during the last two centuries was not identical to that of the early colonial period, and may have been substantially different in a number of respects. Although Timorese society was low-technology and apparently slow-changing until recently, the changing power rela- tions, the dissemination of firearms, the introduction of new crops, and so on, all had an impact – whether direct or indirect – on the struc- ture of society.

Walaupun demikian rata-rata curah hujan yang berkisar 1.200 mm/tahun sebenarnya dapat mensuplai 18.257 milyar m³ air per tahun. Potensi air ini semestinya dapat memenuhi kebutuhan air irigasi yang mencapai 9.401 milyar m³ untuk areal irigasi seluas 352.386 Ha dan air non irigasi 0,629 milyar.     Djakariah, Sejarah Kejayaan Kerajaan Amarasi 1826-1951 ISSN: 1857-2257, Vol. 17 No. 2 Desember 2020 Sejarah Kejayaan Kerajaan Amarasi 1826 – 1951 Djakariah Dosen Prodi Pendidikan Sejarah FKIP Undana ABSTRAK Tujuan penulisan ini untuk mengungkapkan sejarah Kerajaan Amarasi pada tahun 1926 – 1951 dalam bidang ekonomi dan politik.Lokasi penelitian ini di Kelurahan Teunbaun. Penentuan informan dilakukan dengan cara snowball sampling.Sumber data yang digunakan meliputi sumber data primer dan sumbaer data sekunder. Data dikumpulkan dengan cara wawancara, observasi, dan studi dokumen. Data dianalisis dengan metode sejarah. Hasil penelitian menunjukkan (1) Sejarah Kerajaan Amarasi pada masa VOC Belanda penuh dengan perjuangan melawan VOC Belanda yang berkedudukan di Kupang. VOC Belanda di Kupang.perlawanan baru berhenti setelah perang di Pahlumn, Raja Amarasi Don Alfonso berhasil ditawan Belanda pada tahun 175i. Dengan kekalahan Raja Don Alfonso maka mulai sejak itu Belanda mulai menjajah Kerajaan Amarasi. Sebagai penjajah Belanda melakukan dominasi politik, eksploitasi ekonomi, dan penetrasi budaya terhadap Kerajaan Amarasi, dan (2) Pada tahun 1926 sampai tahun 1951 Kerajaan Amarasi dipimpin oleh Raja Hendrik Arnold Koroh yang memajukan kerajaannya maupun untuk memajukan seluruh pulau Timor, serta perjuangan untuk terwujudnya negara Kesatuan Republik Indonesia. Kata Kunci: sejarah, kerajaan, Amarasi Di PulauTimor terdapat beberapa kerajaan Menurut Parera (1994: 274) Kerajaan besar sepertikerajaan Wesei Wehali, Jenilu, Amarasi didirikan oleh Usif Maubesi dari Fehalaran, Lidak, Insana, Miomaffo, Biboki, Belu yang tidak mempunyai keturunan. Ia Amanuban, Amanatun, Molo, Anfoang, memungut seorang bayidi bawah pohon Sonbai, Amarasi, dan Kerajaan rasi, lalu dijadikannya anak dan dinamakan Kupang.Salah satu kerajaan yang banyak Nai Rasi serta kerajaannya dinamakan melakukan perlawanan terhadap Belanda Amarasi.

    Lords of the land, lords sea Lords of the land, lords of the sea 1600-1800 and adaptation in early colonial Timor, Conflict Conflict and adaptation in early colonial Timor, 1600-1800 European traders and soldiers established a foothold on Timor in the course of the seventeenth century, motivated by the quest for the commercially vital sandalwood and the intense competition between the Dutch and the Portuguese. Lords of the land, lords of the sea focuses on two centuries of contacts between the indigenous polities on Timor and the early colonials, and covers the period 1600-1800. In contrast with most previous studies, the book treats Timor as a historical region in its own right, using a wide array of Dutch, Portuguese and other original sources, which are compared with the comprehensive corpus of oral tradition recorded on the island. From this rich material, a lively picture emerges of life and death in early Timorese society, the forms of trade, slavery, warfare, alliances, social life. The investigation demonstrates that the European groups, although having a role as ordering political forces, were only part of the political landscape of Timor. They relied on alliances where the distinction between ally and vassal was moot, and led to frequent conflicts and uprisings. During a slow and complicated process, the often turbulent political conditions involving Europeans, Eurasians, and Hans Hägerdal Timorese polities, paved the way for the later division of Timor into two spheres of roughly equal size. Hans Hägerdal (1960) is a Senior Lecturer in History at the Linnaeus University, Sweden. He has written extensively on East and Southeast Asian history.

    STEVEN FARRAM Usi Lan Ai: the raja who died by fire The death of Raja Bil Nope in Netherlands Timor, 1910 Introduction In the latter half of the nineteenth century the Dutch administration in the Neth- erlands Indies adopted a policy of ‘abstention’ or non-interference with the many native domains throughout the archipelago. In Netherlands Timor this meant in effect that the majority of the territory was under complete Timorese control. In the early twentieth century, however, this policy was overturned and the Dutch actively set out to confirm their authority throughout the Neth- erlands Indies. This change in policy had dire consequences for many of the indigenous rulers in Netherlands Timor and led to the virtual destruction of the once great Sonbai kingdom during the ensuing pacificatie or pacification campaigns. Other rulers, however, found that by allying themselves with the Dutch they could strengthen their positions and rid themselves of rivals, both from within and outside their kingdoms. Such was the case of the keizer of Amanuban, Hau Sufa Leu, also known as Raja Bil Nope, who welcomed the Dutch into his kingdom in 1906. By 1910, however, Bil Nope was totally dis- enchanted with the Dutch administration and rose in revolt, vowing that he would rather die in battle than continue to suffer the humiliations brought on him by Dutch rule. In October 1910 Bil Nope and a handful of loyal follow- ers barricaded themselves in the raja’s sonaf (palace) and engaged the Dutch forces outside in a gun battle. Bil Nope and all who remained with him were killed when the palace was set on fire and burnt to the ground.

    International Journal of Business, Economics and Law, Vol. 21, Issue 5 (April) ISSN 2289-1552 2020 DELIVERY OF LAND RIGHTS TO LAND FOR DEVELOPMENT OF PUBLIC INTEREST IN KUPANG CITY Umbu Lily Pekuwali ABSTRACT This paper emphasizes the polemic on the land phenomenon with the label of customary rights which is always a problem in Kupang City. Before there was a surrender of development in the public interest nobody questioned the existence of customary rights. However, after the surrender of the land for development in the public interest there are still parties in the name of ownership of customary rights in order to question ownership of their customary rights. This paper highlights the main problem studied in the form of how the surrender of customary rights over land for development in the public interest? and why is there a polemic on customary land rights for development in the public interest in Kupang City? The method used in this study includes nominative juridical research and empirical legal research in which the writer studies and analyzes it qualitatively. Research results show that the transfer of customary rights to land is done in a final manner between the holders of customary rights to land both communally (ulayat) and individually. However, the surrender was not followed by written evidence so that it was customary to apply immediately. So that the customary rights of the people of Kupang City over the relevant customary law land has been completed after the city of Kupang was formed. So that the customary tenure rights to land no longer exist.
