1. PUBLIC SESSION 1.1 The Chairman welcomed all Councillors and general public. 1.2 Mr Matt Barrow Connecting Devon and Somerset and Mr Tony Watkins attended the Parish Council meeting to give a progress report on Broadband on the area. St Giles on the Heath Village is not too bad as the Fibre box is close to several homes, but for those further a field e.g. 1.8 Km there is no improvement. Airband has been running for 10 years and offers Broadband to those hard to reach places giving access connectivity and speed. St Giles can be covered by 4 masts in the region. There are 25 properties that are not in the line of the light and still can not receive Broadband, although by 2021 those properties should be receiving fibre. Mr Watkins has provided a map of these properties. Airband will offer residents of St Giles competitive rates for Broadband and these will stand for 1 year. The Chairman thanked both Mr Barrow and Mr Watkins for attending the meeting. PC Amanda Brown of Holsworthy Police attended part of the meeting as welcomed by all. Unfortunately, the Holsworthy Station has greatly reduced in staff and will attend meetings as and when. There is currently no one available to attend with a Speed Gun but the volunteers are still doing Community Speed Watch. In Holsworthy and Torridge there are 5 Response Officers, 1 Neighbourhood Beat Officer, 1 Team Leader and 1 PSCO. Crime in Devon and go direct to the Instant Resolution Centre and they decide what action is required, i.e. an Officer sent or the incident is logged. PC Brown stated that it is still encouraged to contact them for any crime. The Chairman Thanked PC Brown for attending the meeting.

3. MINUTES 3.1 Minutes of last meeting on 10th December 2019 agreed 1st Cllr A Nicholson and 2nd Cllr G Thorne. All Councillors agreed minutes to be a true record and the Chairman has signed.

4. RECEIVING CLERK’S REPORT AND REVIEW OF CORRESPONDENCE. 4.1 4.2 Thank You Letters – Thank you letters have been received from Ladies Skittles, Community Shop, Luncheon Club, Heather Club Coronation Hall and Men’s Skittles for the Grants that the Parish Council issued in December. 4.3 Doug Eltham – The Parish Council has now been recognised for their support for the Emergency Climate Change for Devon.

5. RECEIVING REPORT OF PLANNING SUB-COMMITTEE 5.1 Extension to a covered yard East Druxton Farm St Giles On the Heath Launceston Devon PL15 9SX Ref. No: 1/1029/2019/FUL – This development has been granted permission. 5.2 Hillcrest St Giles – Application withdrawn.

6. REVIEWING PROGRESS OF COMMUNITY ACTION PLAN. 6.1 Tipple Cross – No further action at the moment. 6.2 Speeding Petition – No further action at the moment as this has been delivered to Cllr B Parsons. 6.3 Bench Sladesmoor Crescent – An anonymous offer has been received to help towards the purchase of the bench. Chairman and clerk to look at this when the weather improves. 6.4 Air Ambulance – No further action at the moment. 6.5 Box’s Shop – Mr M Hutchings has confirmed all is ok with this issue, and has now been resolved. 6.6 VE Day – to be held on Friday 8th May 2 Parishioners have kindly taken on this to celebrate and have spent £120.26 on decorations. The Parish Councillors are happy to help with limited further funding. Proposed 1st Cllr G Thorne 2nd Cllr M Bolton with all Cllrs in favour. 6.7 Grass Cuts with Devon County Council – Proposed 1st Cllr G Thorne and 2nd Cllr C MacKenzie to apply for the Grant available to assist with the grass cuts around the village. 6.8 Signs at Chapmans Well – The Signs on the road at Chapmans Well need painting. Chairman would like to invite Stuart Hughes to a Parish Council meeting. 6.9 Highways – The Chairman would like to contact Cllr Parsons regarding Tower Hill Bridge and the lane down to Lower Northcott as these are now in quite a state.

7. FINANCES 7.1 Authorisations of Expenses – Proposed 1st Cllr G Thorne 2nd Cllr A Nicholson - A Jones Rm Rent Ink £32.64 - Nick Adams Play Area Inspection £ 146.04 7.2 Current Account - as of 17 December 2019 £6729.44 7.3 Monthly Budget Sheet - Papers will be given to the Councillors for their information. 7.4 Precept 2020 2021 – Cllrs would like to increase the Precept by £400.00 to £12514.00. Cllr G Thorne 1st 2nd Cllr M Stanbury with all Cllrs in favour.
