In this anniversary year, it is particularly important for the parties to take comprehensive stock of their bilateral relations, assess the achievements and unresolved issues and develop a strategy for further interaction. The comprehensive partnership and strategic cooperation between Russia and China continued progressively in a wide range of areas during 2018. Bilateral trade reached a record level of $107 billion. Efforts to diversify the trade turnover are bearing fruit, in particular with regard to the growing trade in agricultural products. The Years of Inter-Regional Cooperation have made it possible to expand Russia–China ties at the level of regions and cities. Growing numbers of young Russian and Chinese people are taking part in youth and academic exchanges. The tourist flow between the countries is on the rise, partly thanks to the 2018 FIFA World Cup in Russia.

The Association of European Businesses represents the interests of foreign investors in Russia and sup- ports foreign companies operating on the Russian market. Far more than 50% of foreign direct invest- ments originate from the European Union, so the country’s investment attractiveness is of vital impor- tance for the AEB. The AEB is focused on engaging with the Russian regions. We have two Regional Committees: the North-Western and the Southern ones with the offices in Saint Petersburg and Krasnodar correspondingly. They actively cooperate with the regional and local authorities and take part in the work of the investment councils of the governments of the Krasnodar and Leningrad regions, and the city of St. Petersburg. On 1 June 2017, the AEB signed an Agreement on Cooperation with Leningrad region within the framework of the St.Petersburg International Forum. The AEB regularly holds presentations of the investment potential of the regions in Moscow. Thus, recently we have hosted several events on the investment potential of the Altai and Sakhalin regions, the North Caucasus and the Chuvash Republic. The Association regularly organises business missions to the Russian regions and meetings with the regional governors, enabling companies to get acquainted with the investment opportunities of the given region as well as the terms of co- operation and development.

It is meant for large economic projects that significantly change the economic environment. <…> Such projects are planned for practically every Arctic region,” shared Deputy Minister for Development of the Russian Far East and Arctic Alexander Krutikov during the roundtable organized by the Ministry and the Roscongress Foundation. The second block applies to small and medium businesses. It offers premium rebates: when a small business becomes a resident of the Arctic zone, its premium rate goes as low as 3.025%.     FOR IMMEDIATE RELEASE Leduc to host 2018 U SPORTS/Curling Canada Curling Championships March 30, 2017 TORONTO (U SPORTS) – U SPORTS and Curling Canada announced Thursday that the 2018 U SPORTS/Curling Canada Curling Championships will be held in Leduc, Alta., hosted by the Alberta Golden Bears and Pandas. The U SPORTS national championship, set for Mar.24-28, 2018, will be one of four curling events held next year at the Leduc Recreation Centre just outside of Edmonton, in addition to the 2018 Canadian Collegiate Athletic Association (CCAA) national championship, the 2018 Canadian Wheelchair Curling Championship and the 2018 Canadian Mixed Doubles Championship. “U SPORTS is very pleased to continue its commitment to university curling in Canada. Partnering with Curling Canada and one of our sport partners, the Canadian Collegiate Athletic Association, as well as the University of Alberta and the University of Alberta-Augustana, will raise the bar by providing university athletes with the opportunity to compete on stadium ice,” said Graham Brown, CEO of U SPORTS. "One of our goals for university sport in Canada is to build relationships with our sport partners and universities to enhance the student-athlete experiences at U SPORTS national championships.     INDO-PACIFIC Chinese Central Military Commission Issues New Outline of Joint Operations OE Watch Commentary: China’s Central Military Commission (CMC) has issued an outline for improving the joint combat capabilities of the Chinese People’s Liberation Army (PLA). The CMC is China’s senior military authority. According to a press release regarding the outline (which itself is not public) published by state-run press agency Xinhua, the document represents the highest level of the Chinese military’s system of operational regulations and is meant to clarify responsibilities and generally standardize how operations work at higher levels across the PLA. While references to the PLA’s joint operations appeared in white papers in the early 2000s, real progress toward actually reaching that goal has only appeared in the past ten years. At the end of 2015, the CMC reorganized China’s military regions into a system of joint Theater Commands and abolished the General Staff Department in favor of a Joint Staff Department with clearer lines of communication and a less dominant role for PLA ground forces. Berman Related Categories: Democracy and Governance; Human Rights and Humanitarian Issues; Global Health; Russia; North Africa HOW RUSSIA IS HELPING LIBYA'S HAFTAR U.S. military officials and national security experts have accused Russia of fanning the flames in Libya's civil war by supplying strongman Khalifa Haftar with both warplanes and manpower while masking the origin of that assistance. The North African conflict has widened in recent months after Turkey began supporting the UN-recognized Government of National Accord in their fight against Haftar, the leader of the Russia-backed Libyan National Army. Haftar controls large swaths of eastern Libya and is trying to dislodge the GNA from the capital city, Tripoli. In addition to releasing images of what are being called disguised Russian MiG-29 warplanes and other aircraft in southern Libya, U.S. sources also claim that Wagner, a Russian mercenary outfit that has gained notoriety for its activities in Ukraine and Syria, has deployed personnel to assist Haftar and his forces. Russia also appears to be providing Haftar and his men with advanced anti-aircraft systems. When Turkish-backed Libyan forces recently captured the al-Watiyah airbase in the country's west, they discovered a disabled unit of the Pantsir-S1 anti-aircraft missile system. The Pantsir-S1, known by NATO forces as the SA-22 Greyhound, has been a staple of military forces loyal to President Bashar Assad in Syria for the past several years. The system is capable of shooting down drones, and has been a nuisance for Turkish planes over Libya.
