CYCLING, WALKING AND SAFER STREETS (CWSS) PROJECTS 2011/12

This report seeks Committee approval for a list of works for 2011/12 funded from Cycling, Walking and Safer Streets Grant of £209,000 from the Scottish Government.

RECOMMENDATIONS

The Committee is asked to approve the proposed list of works for Cycling, Walking and Safer Streets (CWSS) projects for the financial year 2011/12.

BACKGROUND

1. The Scottish Ministers in exercise of their powers under Section 70 of the Transport () Act 2001 have offered to give Council a Capital Grant of up to £209,000 in financial year 2011/12.

2. The Scottish Government expect the CWSS Grant to be used for the purpose of undertaking a programme of works for local cycling, walking and safer streets projects.

3. Included in the terms and conditions of the Grant is that local authorities shall consider a minimum spend of 36% (and preferably above 50%) on works and promotion relating to cycling in respect of the targets and vision set by the Ministers in the Report on Policies and Proposals on Climate Change published in March 2011 and the Cycling Action Plan for Scotland published in June 2010.

PROPOSALS

4. Based on the terms and conditions of the Grant, the following schemes have been identified for implementation in 2011/12. Plans are included in Appendix 1.

1. B846 Construction of a footway, 5,000 *cycle related installation of fence and gate.

At present pedestrians and vehicles use the same access to enter the school grounds. It is proposed to provide an alternative pedestrian/cycle access to the school by constructing a 10m section of footway to minimise the potential conflict with vehicles.

2. Construction of a footway. 10,000

The demand for a footway was identified through the School Travel Plan. The footway will link the school to the village hall and recreation ground.

3. Abernyte Footway widening. 2,000

In association with Education and Children’s Services (ECS) it is proposed to widen the footway across the frontage of the school to provide a pedestrian waiting area for parents. It is also anticipated that this will assist in reducing vehicle speeds.

4. Main Street, Footway widening and build- 5,000 out. At the location of the school crossing patrol person it is proposed to widen the footway and install a footway build-out. This will assist pedestrian movements to the school as part of the School Travel Plan Programme and reduce vehicle speeds.

5. Prieston Road, Bankfoot 3,000 Build-out Due to parked cars, children have difficulty crossing the road. It is proposed to install a small build-out. This will provide a crossing point for pedestrians but still allow on- street parking. The initial complaint was raised by a local resident and discussed at the Traffic Co-ordinating Group.

6. Perth Road, Birnam To deter vehicles driving and 3,000 *cycle related parking on footway

A large footway build-out was constructed in 2010/11 outside the Birnam Institute. It is proposed to install a landscaped area and cycle stands to discourage drivers from parking on the build-out.

7. School Lane, Provision of a footway 6,000

In association with ECS it is proposed to provide a new footway around part of the perimeter of the school. This will provide a safer pedestrian route for children travelling to and from school. It will also provide an area for children to board and alight the school buses.

8. Kinross Dropped Kerbs 3,000

At various locations it is proposed to improve access for mobility impaired people by providing dropped kerbs.

9. Kinross to Perth Cycle route signing. 4,000 *cycle related

In conjunction with Sustrans it is proposed to supply and erect signs for cyclists on the route between Kinross and Perth.

10. Scone Road, Perth Upgrade of bus priority 35,000 signals It is proposed to upgrade the bus priority signals such that a pedestrian phase will be included. This will link the sheltered accommodation on both sides of the road to the bus stops.

11. A93 Isla Road at Upgrade Pelican Crossing 40,000 Quarrymill *cycle related

The existing equipment is old and in need of upgrading. It is proposed to upgrade the existing Pelican Crossing facility to a Puffin Crossing.

12. Oakbank – Fairies Road, Raised Junction or Traffic 10,000 Perth Signals or 40,000 The existing mini roundabout at the junction continues to present problems. There is an accident history at this site and complaints are also regularly received.

Two options to improve the situation will be explored in full consultation with those affected. One option is to raise the junction which will disrupt the flow of traffic as drivers slow down. The second is to install traffic signals with pedestrian phases. This would assist in encouraging lower vehicle speeds and would also provide a safe crossing point for pedestrians, particularly children going to and from school.

13. Gleneagles Road, Perth Shared use footway 20,000 *cycle related In 2010/11 Sustrans funded the construction of Phases 1 and 2 of a shared used footway adjacent to Gleneagles Road, Perth. It is proposed to complete the last and final phase of the footway using CWSS funding. This forms part of the Around Perth Cycle Route.

21 14. Perth Cycle route signs. 4,000 *cycle related As part of the Round Perth Cycle Route it is proposed to supply and erect signs for cyclists over a distance of 10 miles.

15. Victory Park, Bridge of Upgrade existing 14,000 Earn footpath/Provision of a *cycle related footpath.

This was originally identified through the Placecheck. It is proposed to widen an existing footpath and provide a new path on the current desire line. Both would improve road safety for pedestrians and cyclists in particular children going to and from school.

5. In line with the terms and conditions of the Grant in relation to spend on cycle related projects, it is necessary to implement a number of cycle projects. These are highlighted in the table above and amount to £90,000 (43% of the Grant). The Council will therefore meet the new terms and conditions of the Grant with regard to spend on cycle related projects.

CONSULTATION

6. The Head of Legal Services, the Head of Democratic Services, the Head of Finance and Tayside Police have been consulted in the preparation of this report.

7. As part of the scheme design, consultation will be carried out with the relevant parties where appropriate.

RESOURCE IMPLICATIONS

Capital

8. The Scottish Government has made available an additional Capital Grant of £209,000 to the Council for CWSS projects. The list of works recommended in this report will fully utilise this finance.

Revenue

9. It is estimated that the Revenue commitments arising from the routine maintenance of footways and traffic signing cycle paths (£2,000) and controlled crossing facilities (£3,000) will be met from the Roads Maintenance

22 and Traffic and Road Safety budgets respectively. These costs will require to be prioritised within the existing revenue budgets.

COUNCIL CORPORATE PLAN OBJECTIVES 2009-2012

10. The Council’s Corporate Plan 2009-2012 lays out five Objectives which provide clear strategic direction, inform decisions at a corporate and service level and shape resources allocation. This report impacts on the following:-

(i) A Safe, Secure and Welcoming Environment (ii) A Prosperous, Sustainable and Inclusive Economy

EQUALITIES IMPACT ASSESSMENT (EqIA)

11. An equality impact assessment needs to be carried out for functions, policies, procedures or strategies in relation to race, gender and disability and other relevant protected characteristics. This supports the Council’s legal requirement to comply with the duty to assess and consult on relevant new and existing policies.

12. The function, policy, procedure or strategy presented in this report was considered under the Corporate Equalities Impact Assessment process (EqIA) with the following outcome:

i) Assessed as relevant and no actions are required to be taken to reduce or remove negative impacts:

ii) Assessed as relevant and the following positive outcomes expected following implementation:

a) The measures, for example improved crossing facilities such as pedestrian crossings and dropped kerbs, will provide improved access for communities, and will particularly improve travel opportunities for disabled people with mobility issues, sight or hearing impairment, children, elderly people & parent/carers walking with children in pushchairs/buggies .

b) The measures will provide improvements for road users of all ages, but particularly for children and elderly people. This will include facilities to enable them to cross roads safely.

c) The measures will also encourage children to walk or cycle to school, thus bringing health benefits.

d) The measures will provide opportunities for increased travel by foot and cycle for all age groups.

23 STRATEGIC ENVIRONMENTAL ASSESSMENT

13. Strategic Environmental Assessment (SEA) is a legal requirement under the Environmental Assessment (Scotland) Act 2005 that applies to all qualifying plans, programmes and strategies, including policies (PPS).

14. The matters presented in this report were considered under the Environmental Assessment (Scotland) Act 2005 and no further action is required as it does not qualify as a PPS as defined by the Act and is therefore exempt.

CONCLUSION

15. This report details the proposed list of works for the financial year 2011/12 to be funded from the Grant ring-fenced by the Scottish Government for Cycling, Walking and Safer Streets projects.
