PDO 1 (Share of higher education graduates from co- constructed programs (out of which share of female) that were employed 6 months after graduating) and PDO 2 (Number of tertiary education Public Disclosure Authorized students who completed PAQ-supported employability programs) will only be measured in year 5, upon completion of the Project. With regard to the improvement of employability of tertiary graduates, the first cohort of 400 students have been enrolled in the co-constructed programs supported by 5 PAQs (PDO 1) and 6100 tertiary students are enrolled in academic programs benefiting from PAQ-supported employability programs (PDO 2). With regard to the strengthening of management of higher education, 54 percent of public universities have a strategic plan (PDO 3). The PDO 3 target is expected to be achieved in 2019 with the launch of the new MEGA-PAQ management capacity that will support the preparation of universities strategic plans. 12/27/2018 Page 1 of 7 The World Bank Implementation Status & Results Report Tunisia Tertiary Education for Employability Project (P151059) The overall implementation has accelerated in recent months, but it is not yet sufficient in regard to the project's objectives and disbursement forecast. A total of 56 PAQs (competitive grant schemes to incentivize higher education institutions to better connect with the labor market and increase employability of its graduates) have been awarded since May 2018 bringing the total to 110 PAQs. This number is expected to double by the end of 2019. Progress has been accomplished in many activities, such as the setting up of an online platform for the 4Cs to provide information on job prospects for future tertiary graduates and the enrollment of 12400 students in PAQ-financed courses focusing on transferrable courses (IT, language skills, communication, computer). The intermediate indicator 3 (number of newly introduced programs under PAQ with at least one module on entrepreneurship) and the intermediate indicator 4 (percentage of PAQ projects by young universities) have exceeded their target for 2018, while the intermediate indicator 1 (number of PAC co-constructed awarded) has reached 50 percent of its target for 2018, but a new call for proposal will be launched in December 2018. Priorities for 2019 will see the launch of: (i) the MEGA-PAQ management capacity for the Higher Education Institutions; and (ii) the pilot towards performance-based financing in higher education. Calls for proposal for a repeat of several PAQs windows will take place in 2019. The Project also expects to continue supporting HEI to strengthen quality assurance, better management and improved access information on job prospects and insertion of graduates in the labor market. University of Kairouan and University of Comments: Gabès are among the new universities with a strategic plan. Other universities will develop a strategic plan in 2019 with the support of the MEGA PAG for Management Capacity.
